CITY OF EDGEWATER LIBRARY BOARD
APRIL 4, 1990 MEETING
MINUTES
CALL TO ORDER
Chairman Mary Rice called the meeting to order at 1:34 p.m. in the
Edgewater Library.

Lilian Bond-Nelson. Jan Dudley was unable to attend.

APPROVAL OF THE MINUTES
Januarv 3, 1990 - Mrs. Haughwout moved they approve the minutes of
the January 3rd meeting. Mrs. Shafer seconded the motion. Minutes
were accepted as written.
REPORT OF THE LIBRARIAN
Mrs. Harmon distributed copies of her reports for the months that
didn't have board meetings. She pointed out the March report shows
a total circulation of 11,546 which is up 2,453 from March, 1989,
and 5,000 more than March, 1988, in the old building. She stated
they had 142 new borrowers registered in March, 161 in February,
and 110 in January.
Mrs. Harmon stated they're in the process of hiring another
employee and she'll have emphasis on children's services and will
work with Toby Thurston. She stated she's a Library Assistant II
and a Media Specialist, and her name is Ann Frances Ashton. She
pointed out it's a 35 hour work week and the Library's open 50
hours and there will be someone available to the children at all
times. She noted a toddler time program two weeks ago had 35
children, which is too many for one program, and they'll split up
some of the programs.
Mrs. Rice read excerpts of a February 24, 1990, article from the
New York Times entitled "Books before Computers" written by a
Rutgers University Professor of Education.
Mrs. Harmon briefly reviewed the musical program and the speaker
on Bible stories that were sponsored by the Friends recently. She
announced that this "Friday the Southeast Volusia Historical Society
will have a photo exhibit of a black photographer in the 1920's for
one day only from 10 to 4. She added, on April 21st they'll
celebrate Earth Day with a Book Fair in cooperation with Seaside
Books and they'll have books regarding environmental issues and
endangered species with a donation to the Audubon Society from
proceeds plus they'll give books to the Library concerning
environmental issues. Mrs. Rice offered assistance if it's needed.
Mrs. Haughwout asked how Seaside Books got involved. Mrs. Harmon
explained she was there and they talked about trying a Book Fair
and it would be under the auspices of the Friends of the Library.
Mrs. Haughwout asked if would be strictly new books and Mrs. Harmon
replied yes. There was brief discussion about the way the sale and
donation would be handled.
COMMUNICATIONS
Mrs. Rice stated she has the letter from the Governor's Office from
First Lady Mary Jane Martinez who's a member of the National
Advisory Committee on the White House Conference and she updated
the progress made. Mrs. Rice read the letter about what was
accomplished during the winter meeting, and noted they realize
libraries are a very important part of the educational system. She
said President Bush mentioned the importance of improving the
nation's literacy.

UNFINISHED BUSINESS
There was no unfinished business brought up at this meeting.

NEW BUSINESS
Volunteer Appreciation Recoqnition - There was brief discussion
about last year's luncheon. Mrs. Harmon reported there are 37
volunteers on the list now and about 5 haven't started yet.
There was discussion about the various responsibilities and the
following was decided: Mrs. Harmon would send invitations, bring
backed beans and coffee and coffee fixings; Mrs. Haughwout will
bring dessert, tea and ice, and the bun warmer; Mrs. Shafer will
bring potato salad; Mrs. Rice and Mrs. Bond-Nelson will bring a
tossed salad with dressing already applied, rolls, and paper
products. It was decided to buy two meat/cheese trays from Red and
White. The invitation list was discussed and it was decided to
invite the Mayor, the City Manager, the Library Board secretary,
Big John and Clay Henderson and Roy Schleicher from the County
Council, Jim Wheeler, Charlene Weaver, Lois Brickley, the Friends
President, and Pat Young. The total would be about 50 invitations
to be sent. Time will be 12: 30 on Tuesday, April 24th at the
Library. Mrs. Harmon pointed out they can send a bill for $3.00
for each person to be reimbursed.
Library Day in Tallahassee April 17-18, 1990 - Mrs. Rice stated 5
will be going this year and she went to City Hall and they sent in
her name and the money.
MISCELLANEOUS
Florida's Libraries in the 90's - A Challenqe at the turn of the
Century - Mrs. Rice stated they have information about the meeting
they went to earlier in the year to plan for the White House
Conference. She reviewed how the meeting was handled with oppor-
tunities to discuss library issues. Mrs. Harmon stated they got
input from all around the State on different concerns for the
agenda for the Library Conference and to address the issues and
challenges the Library will be facing in the 1990's.
Amended By Laws approved by City Council - Mrs. Rice announced the
amended By-Laws were approved by the City Council.
Mary Rice reappointed for three year term by City Council - Mrs.
Rice stated she was reappointed for another 3 year term by the City
Council.
1990 Guide to the Sunshine Amendment and Code of Ethics for Public
Officers and Employees - Mrs. Rice stated the new Sunshine Code was
included in their agenda packets.
Mrs. Harmon stated they heard from Mr. Wheeler about the local
sales tax option and there's a letter from the City of Daytona
Beach about why the cities should support it. She pointed out if
the people want the services, they have to pay for them somehow and
money will be collected locally and spent locally. She added the
Comprehensive Plan is mandated and money has to come from
somewhere. She suggested they study it and think about it. Mrs.
Rice agreed it would be better than an individual income tax.
ADJOURNMENT
Mrs. Bond-Nelson moved to adjourn. Mrs. Shafer seconded the
motion. Meeting was adjourned at 2:29 p.m.
