05-20-2004 CITY OF EDGEWATER CITIZEN CODE ENFORCEMENT BOARD Thursday, May 20, 2004 5:30 P.M. COMMUNITY CENTER MINUTES CALL TO ORDER Chairperson Linda Johnson called the regular meeting of the Citizen Code Enforcement Board to order at 5:32 PM in the Community Center. ROLL CALL Members present: Chairperson Linda Johnson, Vice Chairman Ben Delnigro, Joy Brindley, Glenn Barnhill, Ed Corn, Gene Mirabella and Ben Wagner. Also present were Code Officer Mike McGrath, Chief Tracey Barlow and Board Secretary Shontella Jackson. Absent: Code Board Attorney Glenn Storch was excused from the meeting. MOTION CARRIED UNANIMOUSLYt SWEARING IN OF WITNESSES: Code Officer Mike McGrath and Chief Tracey Barlow were sworn in for testimony. NEW BUSINESS:, Case #2004-CE-4022, 2711 Vista Palm Dr., Edgewater, Florida; Kimberly Lotsey. Violation of Section 21-56.03 (B) — Grass and weeds. Chief Barlow presented the case summary to the Board. Current photographs were provided for the Board's review. Chief Barlow presented staff's recommendation to find Ms. Lotsey in violation of Section 21-56.03 (b) of the Land Development Code and assess the citation fine of$53, with an additional fine of $50 per day for each day the violation exists past May 21, 2004, and for placement of a lien if not satisfied by May 24, 2004. Violation of Section 1015 of the Florida Building Code— Guardrails. Code Officer Mike McGrath gave a brief update to the Board. Code Officer Mike McGrath stated that the property was sealed and no activity has been noted there. CODE COMPLIANCE REPORT: Chief Barlow briefed the Board on two new staff members with the Community Service Division, Robin Bell and Steve Cole. The Community Service Division will have coverage seven days a week. The Community Service Division has been working on the Pelican Cove West Subdivision wall and the City Manager; Mr. Hooper has agreed to purchase the paint for the wall to assist the homeowner owners with this project. Community Service Division is continually working on the commercial sign ordinance and the handicap parking. The Board has two board members whose term have expired as of May 16, 2004 and an opening for Joy Brindley position. All interested applicants were contacted and invited to the Code Board Meeting by the Board Coordinator, Shontella Jackson. Chairperson Linda Johnson opened the floor to the interested applicant to speak to the Board. Jean Kayat, Alice Haldeman and Dan Grisell were present. All expressed their interest in seeking a position on the Code Enforcement Board. This was their second appearance to the Board. Chief Barlow explained that Mr. Corn and Mr. Mirabella needed to submit a letter if they were interested in continuing to serve on the Board. Chairperson Linda Johnson asked Mr. Corn and Mr. Mirabella if they had any interest in continuing there position on the Board and they both agreed that they were interested in continuing. The Board made recommendation to reappoint Mr. Corn and Mr. Mirabella along with a recommendation for Jean Kayat, Alice Haldeman or Dan Grisell to be appointed to the Board. The Board consented to waive the June 17, 2004 Code Enforcement Board meeting. PUBLIC COMMENTS None. ADJOURNMENT Chairperson Johnson adjourned the meeting at 6:20 pm.
