MINUTES
CALL TO ORDER
Chairperson Linda Johnson called the regular meeting of the Citizen Code
Enforcement Board to order at 2:04 PM in the Community Center.
ROLL CALL
Members present: Linda Johnson, Ed Corn, Ben Delnigro, Gene Mirabella, Glenn
Barnhill, Jean Kayat and Ben Wagner. Also present were Code Officer Robin Bell,
Code Supervisor Angela DeSue, Attorney Glenn Storch, and Board Secretary
Shontella Jackson.
APPROVAL OF MINUTES
The Minutes for the regular meeting of February 16, 2006 were presented to the
Board for approval. MOTION by Ben Wagner, SECOND by Ed Corn to
adopt the minutes of Regular Citizen Code Enforcement Board on
February 16, 2006 with the following revisions:
Page 2, CONTINUED CASES, fourth sentence.
Case #2005-CE-10029 (Continued item), 3331 Silver Palm Dr., Edgewater, FL;
Richard F. Dietsch. Violation of Section 21-34.06 — Watercraft/trailers.
Mr. Wagner gave a brief testimony. Mr. Wagner testified that he lives in the

MOTION to adopt revised minutes CARRIED unanimously 7-0,

SWEARING IN OF WITNESSES:
Code Officer Robin Bell and Code Supervisor Angela DeSue.
CASES IN COMPLIANCE:
Code Supervisor Angela DeSue stated that the following cases are in compliance
as of March 16, 2006: Case #2006-CE-2038, 2026 Queen Palm Dr., Edgewater,
Florida; Patricia Miner. Violation of Section 21-35.04 — Neglected premises.
NEW BUSINESS:
Case #2006-CE-2037, 1205 Regent St., Edgewater, Florida; Richard W. Priebe.
Violation of Section 10-42 — Same-property of another.
Code Officer Robin Bell presented the case summary to the Board. Code Officer
Robin Bell presented staff's recommendation to find Richard Priebe in violation of
Section 10-42 of the City of Edgewater's Code of Ordinances accessing a citation
fine of $53.00. No witness was present for this case. Chairwoman Johnson
asked the staff if there were any pictures of the littering. Code Supervisor
Angela DeSue stated that we don't have pictures but both Robin and I review the
video tape and observed the gentleman walk over to the mailbox and pick up the
newspapers (Pennysaver) which he threw onto someone else's property. Code
Supervisor Angela DeSue stated that this was an ongoing problem. Mr. Storch
advised the Staff on how to handle video recording used as evidence for this
case. The Board had a brief discussion.
MOTION by Ed Corn, SECOND by Ben Wagner that the Board continues
the case until the next meeting on April 20, 2006. NOTION CARRIED
UNANIMOUSLY,
CONTINUED CASES:
Code Supervisor Angela DeSue stated that Case #2005-CE-8023 (Continued
item), 1958-1960 Fern Palm Dr., Edgewater, FL; Tara Warnock. Violation of
Section 10-41 — Littering — public property & waterways, has been postponed
until April 20, 2006 due to a letter submitted by Mr. Warnock.

CODE COMPLIANCE REPORT:
None.
PUBLIC COMMENT:
Mr. Storch complimented the staff on the packet that which were provided to the
Board.
BOARD DISCUSSION:
Mr. Wagner requested copies of the ordinance regarding parking usage and
repairs in a residential area.
ADJOURNMENT
Chairperson Linda Johnson adjourned the meeting at 2:36 pm.
Next Meeting scheduled for April 20, 2006 at 2 p.m.
