1. CALL TO ORDER
Chairman Vopelak called to order the Regular Meeting of the Planning and Zoning Board at 6:30
p.m., March 8, 2006 in the Community Center, 102 N. Riverside Drive, Edgewater, Florida.
2. ROLL CALL
Members present were Edwin Vopelak, Pat Card, Robert Garthwaite, Sandy Jones, John Weiss.
Todd Fuhrmann and Charlene Zeese. Also present were Development Services Director Darren Lear
and Planning Technician Bonnie Wenzel.
3. APPROVAL OF MINUTES
Mr. Garthwaite had a change for the minutes, but wanted to listen to the tape before making the
change.
MOTION by Mr. Card. second bv Ms. Jones to approve the minutes of the February 8. 2006 meeting
at the next meetin~.

PUBLIC HEARING
4. OLD BUSINESS
None at this time.
5. NEW BUSINESS
PUBLIC HEARING
Chairman Vopelak stated at this time that item C on the agenda; CPA-0503 was withdrawn by the
applicant.
a. CPA-0602 - Trajan Joe Sfera, requesting an amendment to the Comprehensive Plan Future Land
Use Map to include 10:1: acres of land located west of US Highway 1 and south of 4100 S. US
Highway 1 as High Density Residential with Conservation Overlay.
Chairman Vopelak opened the public hearing and Mr. Lear provided background information on the
request. Mr. Lear stated that due to the amount of residential units approved for this area commercial
nodes are needed, therefore staff has recommended an unfavorable recommendation to City Council.
Mr. Card stated he agreed that this property should remain commercial.
Mr. Fuhrmann stated he has seen problems in the past with residential abutting commercial property.
There being no further business Chairman Vopelak closed the public hearing.
MOTION by Mr. Card. second by Mr. Garthwaite to send an unfavorable recommendation to City Council
for the amendment to the Comprehensive Plan Future Land Use Map to include 10:1: acres ofland located
west of US Highway 1 and south of 4100 S. US Highway 1 as High Density Residential with
Conservation Overlay.

b. CPA-0603 - Targator Partners LLC, requesting an amendment to the Comprehensive Plan
Future Land Use Map to include 2.3::1: acres of land located along Falcon Avenue, west of
Riverside Bank as High Density Residential.
Chairman Vopelak opened the public hearing and Mr. Lear provided background information. Mr. Lear
stated that this item was approved by the Planning and Zoning Board and City Council in 2005 and sent
to DCA as a small scale amendment; subsequently DCA informed the City that due to the High Density
Residential Future Land Use allowing 10 units per acre or more it is considered a large scale amendment
and should be submitted as such. Therefore, this amendment is being brought back for public hearing to
be submitted with the City's first large scale amendment cycle of 2006. Mr. Lear added that the
applicant has not proposed any changes to the development.
There being no further discussion Chairman Vopelak closed the public hearing.
MOTION by Mr. Garthwaite. second by Ms. Jones to send a favorable recommendation to City Council
for the amendment to the Future Land Use Map to include 2.3::1: acres of land located along Falcon
Avenue. west of Riverside Bank as High Density Residential.

d. CPA-0604 - City of Edgewater requesting text amendments to the following elements of the
Comprehensive Plan:
· Future Land Use
· Conservation
· Coastal
Chairman Vopelak opened the public hearing and Mr. Lear provided background information. He
informed the Board that these text amendments are part of the City's first cycle of Large-scale
amendment for 2006.
There was discussion regarding the difference between gross and net density, as well as the reVIew
process for the amendments.
Mr. Card stated that the City's Low Density Residential Future Land Use designation was not consistent
with the County's. He would like to change the density from 1.1 to 4 dwelling units per acre. The Board
discussed the pros and cons of this prospective change.
There being no further discussion, Chairman Vopelak closed the public hearing.
MOTION by Mr. Card. second by Mr. Weiss to send a favorable recommendation to City Council for the
amendments to the data and analysis. and the Goals. Obiectives. and Polices. within the Future Land
Use. Conservation. and Coastal Elements ofthe Comprehensive Plan to include the chancing the density
of the Low Density Residential classification to 1.1 to 4 units per acre and Medium Densitv Residential to
4.1 to 8 units per acre.

Subdivision Phase 1a (Northstar Lane) as Public/Semi-Public with Conservation Overlay.
Chairman Vopelak opened the public hearing and Mr. Lear provided background information.
There being no discussion, Chairman Vopelak closed the public hearing.
MOTION bv Mrs. Zeese. second bv Mr. Card to send a favorable recommendation to City Council for the
amendment to the Comprehensive Plan Future Land Use Map to include 17.63:1:: acres of land located
southwest of the Edgewater Lakes Subdivision Phase 1a. (Northstar Lane) as Public/Semi-Public with
Conservation Overlay.

7. DISCUSSION ITEMS
a. Development Services Director's Report
Mr. Lear advised the Board of a workshop being help on Monday, March 13, 2006 at 7:00 p.m. to discuss
the Reflections subdivision and Washington Park.
Mr. Lear presented Mr. Garthwaite a plaque from the Development Services Department and Planning
and Zoning Board thanking him for 30 plus years of volunteer service.
b. Chairman's Report
Chairman Vopelak acknowledged Mr. Ross in the audience, who was appointed to the Planning and
Zoning Board, fulfilling Mr. Garthwaite's vacancy.
c. Agency Member's Report
Mr. Card talked about the recent Economic Development Board meetings and how the Mayor has
attended some of the meetings.
7. ADJOURNMENT
There being no further business to discuss, the meeting adjourned at 7:12 p.m.
