Regular Meeting
Monday, September 25,2000
5:30 P.M.
CALL TO ORDER:
Chairman Bosse called to order the regular meeting of the Construction
Regulation Board (CRB) on Monday, September 25, 2000, at 5:30 p.m. in the
Planning Department Conference Room.
ROLL CALL:
Members present were Chairman Michael Bosse, Woody Tindall, Charlie Cobb,
John Gaffney, Andy Hunt, Don Slaney, and Scott Waldroff. Also present were
Dennis I. Fischer, Building Official; Lt. Jill S. Klem, Life Safety Division
Supervisor; and Tonya Elliott, Board Coordinator.
INTRODUCTION OF NEW MEMBER:
Chairman Bosse asked everyone to introduce them self to new board member
Scott Waldroff, Architect.
APPROVAL OF MINUTES:
Chairman Bosse entertained a motion to approve the minutes of May 10, 2000.
Mr. Tindall so moved. Seconded by Mr. Cobb. Motion CARRIED 7-0.
UNFINISHED BUSINESS:
None at this time.
NEW BUSINESS:
1) Florida Building Code - Chairman Bosse turned the meeting over to Mr.
Fischer. Mr. Fischer said he wanted to bring everyone up to date on the new
Florida Building Code, which will take effect July 2001. He said since Hurricane
Andrew the Florida Building Commission (FBC) was formed to come up with a
state wide building code. He said the new code is based on the Standard
Building Code 1997 Edition. He said there are quite a few amendments to the
new code, which also includes the handicap code. Mr. Fischer said there has
been some controversy with its adoption, but it has been passed in to law. He
handed out a summary that gave a brief history of how its adoption came to be.
Mr. Fischer said one of the main controversies has been the adoption of the new
wind speed. He said the old code had most of Florida at a wind speed of 100
MPH; with the exception of Broward and Dade counties, which are 110 MPH,
wind speed. He said what has happened with the new code is the wind speed in
some of Volusia County will be 120 MPH. He said the new line appeared to be

along 1-95. However, at a Building Officials meeting a distinct map was
distributed that showed the line a little bit west of 415 and 44. Mr. Fischer said
what that means is the 120 MPH portion is the high wind velocity zone which
requires window protection or additional internal bracing on all new construction.
He said this would change how some of the construction is done when the code
goes in to effect. He said basically everything east of the line would either have
shutters or window protection. He said as far as structural, from 100 MPH to 120
MPH there is very little change. Mr. Fischer said there would be product
approval testing on all the new changes. Mr. Fischer said the new code is
supposed to be in print by December 2000, to be distributed in January 2001.
He said there would be approximately six months educational time, then
implementation by July 01, 2001.
Mr. Fischer said the Board's role would be to handle interpretation disputes
locally. If they are not resolved locally they are then forwarded to the state
commission who will do interpretations of the code. There was some discussion
on how roofing would be affected and the Universal Code. Mr. Fischer said the
new code allows for local municipalities to make modifications if it can prove an
explicit need for a modification. He said it can be made more stringent but you
have to provide the reasoning behind the modification, do a financial study, and
then send it to the FBC before a change can be made. Chairman Bosse said
the FBC then has to deny the modification before an amendment can be made
locally. A brief discussion followed on the different sections of the new code,
and the possibility of the implementation date being delayed.
Chairman Bosse reminded the board members of the appreciation luncheon on
October 14, 2000 at Toucan's.

There being no further business to come before the board, a motion to adjourn
was made and seconded. Meeting adjourned at 5:47 p.m.
