A meeting ofthe City of Edgewater Charter Review Committee was called to order at 4:35 p.m. on
March 17, 1998, at the City Hall Conference Room.
Call To Order:
Meeting was called to order by the Secretary. Members present were George Ewing, Ferdinand
Heeb, Michael Nattress, Wolfgang Unger and Sandy Jones. Also present were Robin Wolf,
Committee Secretary and J. Kevin Grace, City Manager.
Approval of Minutes:
Mr. Heeb made a motion with second by Ms. Jones to approve the March 3, 1998 minutes. Motion
to approve was carried 5-0.
Old Business:
Mr. Ewing stated that he would like to revisit Section 4.02 (Powers and Duties of the City Manager)
at a later time. It was discussed that even though Committee has approved certain sections "as is"
the Committee could still revisit sections of the Charter until the review is complete.
Since Mr. Nattress missed the February 3rd meeting where the Committee discussed and decided on
utilizing a manager/council form of government, he briefly discussed his opinion on the various
forms with him leaning towards the mayoral/council form.

At the April 7, 1998 meeting review will begin with Section 4.09 - Administrative Code and Section
6.01 - Continuation of Former Charter Provisions that were to be addressed after review and
comments by the City Attorney.
New Business:
The Committee questioned if the City has a personnel advisory committee referenced in Section 4.07
- Personnel System and if the City has an administrative code referenced in Section 4.09.
The Committee also requested a copy of the personnel manual/policy and a copy of an administrative
code from either the City of Edgewater or another who has an administrative code in place.
