4. CITIZEN COMMENTS
Mike Visconti, 316 Pine Breeze Drive stated that he is moving back to Connecticut; discussed his
accomplishments while living in Edgewater; and stated that he enjoyed being a part of Edgewater,
and thanked the Council for allowing him to be an active part of such a great city.
Bob Andrejkoviks, 331 Admiralty Court, thanked the Mayor, Council and staff for all of their hard
work in getting the Whistle Stop Park referendum passed
Andre Narcees, Edgewater resident, discussed children with autism.

Carolyn Thomas, business owner of On Solid Ground RV and Boat Storage, Parktowne Industrial
Park, discussed permits to build a covered storage facility, and her encounters with the building
department.
5. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA
Consent agenda item No. 7.d. was moved to Other Business Agenda item No. 10.c.
Other Business item No. 10.a. Florida Roadhouse, requesting the approval of a sign agreement, was
pulled from the Agenda.
6. CITY COUNCIL REPORTS
Councilman Blazi Report:See attached.
Councilman Conroy reported: attending the Edgewater Eggstravaganza; some of his constituents
having discussed improving the lighting at the intersection at Edgewater Lakes and Hacienda Del
Rio;and asked the City Manager to look in to it.
Mayor Ignasiak reported: giving a presentation to members of the the Florida Shores HOA on the
bond referendum, and that he is happy to see the bond referendum passed; attending: the County
Round Table meeting where they discussed the Water Compact, and improving water quality by
using alternative funding resources; the Joint Economic Development Summit hosted by Edgewater,
which was a very productive meeting; the Edgewater Business Expo, and that he received nothing but
positive remarks; the State of City's economic update presentation at Yacht club; the VLC dinner
sponsored by Oak Hill; and the Edgewater Eggstravaganza, which is a phenomenal community
event. He gave a presentation to the NSB board of realtors on the parks referendum, and they are
looking at getting a grant for $3,000 that they can bring back and give to the City of Edgewater to
use inside of parks; and that he has received positive comments from residents and businesses along
Park Avenue on the new sidewalks. He discussed the State giving a funding boost to the Rail-Trail
system; the loop between Volusia and Flagler County's trail system being ranked as the number one
priority for funding; the article in the News Journal using a photo of the Edgewater Rail-Trail for the
article;and he encouraged everyone to go out and use Edgewater's picturesque trail.
Councilwoman Power reported: only hearing good things about the Edgewater Eggstravaganza; and
attended the fund raising dinner for the Oakland Cemetery.
Councilwoman Bennington reported: attending the VLC dinner, where Edgewater won the Traveling
Trophy for having the highest attendance.

a. City Clerk
Deputy City Clerk Honaker reported: on the efficiency of and gave kudos to, Council members for
conducting such a well organized meeting; stated that Records Clerk Jordan Harris completed a
rather large project of preparing new election binders; and that the binders are available in the City
Clerk department.
b. City Attorney
City Attorney Wolfe reported: the Council previously authorizing him to foreclose the code
enforcement liens on 108 East Pine Bluff which has occurred; the foreclosure sale was last week,
and the City had the winning bid, with a successful bid at the sale in the amount of$20,100; and that
10 days from the sale, the Clerk of the Court will issue the certificate of title in the name of the City
of Edgewater.
He also discussed: the Council authorizing him to file suit to acquire certain property by means of

eminent domain for the Indian River extension West of 195, approximately 5 acres; issues relating to
paying attorney's fees for the respondents that the City has sued in the case, who have title to the
surface and sub-surface rights, and the State of Florida allowing them to run separately; the City's
responsibilities; proposed stipulations when it comes to the owner of both surface and mineral
rights; minimizing the costs to the City; and asked for consensus of the Council to agree to enter into
a stipulation with the surface owner for 10 percent of the offer price of$55,600.
After discussion, Council concurred to authorize Mr. Wolfe to enter into a stipulation along the lines
discussed.
c. City Manager
Assistant City Manager McKinney reported: in reference to the 108 Pine Bluff foreclosure; the City
has to pay the County $2,308.73 within 30 days of the foreclosure sale, and asked Council for
consensus to pay the County.
After discussion, Council concurred for the Assistant City Manager to pay the County.
He distributed a Whistle stop project timeline; discussed some of the events on the timeline; and
stated that if they have any questions to just let staff know.
Council, staff and residents, discussed: the July 4th celebration; the Fire Union not being able to
participate in event cost sharing this year; options for the length of time for the actual fireworks
display; activities during the event; options for what day to conduct the event; his need for a Council
decision because contracts typically need to be ratified in April; vendor options; and the public
wanting to see a good fireworks display, and not reducing the length of the display.
Mayor Ignasiak opened the issue to the public for comment.
Eric Rainburt, 2225 Fern Palm Drive, stated: Edgewater is a great community and he would like to
give back to the City; he has been a DJ for over 20 years; and that he would like to volunteer to be
the DJ at the City's fireworks event, at no charge.
Paul Wright, 403 Portside Lane, stated: one of the things that he and other boaters like is being able
to just turn their head and see the fireworks from both cities; understanding the cost savings; and
possibly not attracting as many people on Sunday as they would on Monday.
Michelle Tuck, 2225 Fern Palm Drive, stated: that she has friends that live in other cities; having it
on Sunday will allow them to attend both cities events; vendors will be better, and able to participate
in both events.
After discussion, Council concurred to conduct the City's 4th of July fireworks event on Sunday, July
3, 2016, and to contract for a 30 minute display, costing$12,706.25.
He also discussed the request for disposal of fixed assets; directors have selected several items that
they would like to get rid of and distributed the list for Council review.

He stated that a question had come up inquiring if City staff reviews comments posted on Facebook
or other social media sites; he wanted everyone to know the the City's PIO, Jill Danigel watches for
comments and responds accordingly; and that the City Manager has updated the City history and
demographics portion of the website, and distributed a handout to Council for their edification and
review.
Councilman Conroy asked for a status report on the house in the 3000 block of Travelers Palm
Drive.
Code Enforcement Officer Jeff Lariscy, staff and Council discussed: the bank having hired another
law firm, and wanting to negotiate with the City of Edgewater for a reduction of the liens on the
property; the City is now negotiating to see if the bank is willing to demolish the house on the
property; the bank not wanting to start the foreclosure process, because they can just sit on the house
with no liability whatsoever; they want the City to negotiate some of the liens away; the advantages
to having a new home instead of the existing one, such as taxable value; there being around
$100,000 in liens, and the bank wanting them reduced quite a bit; code enforcement liens would be
pretty much eliminated due to the supreme court ruling involving Wells Fargo; staff not being able to
negotiate below the City's costs, and what is included in the minimum amount of the City's costs; and
that all of the City's costs are captured in the settlement.

Qualitative Aspects of the Entity's Significant Accounting Practices
Significant Accounting Policies
Management has the responsibility to select and use appropriate accounting policies. A summary of the
significant accounting policies adopted by the City is included in Note 1 to the financial statements. As
reflected in the financial statements, the City changed accounting policies by adopting Governmental
Accounting Standards Board (GASB) Statement No. 68, Accounting and Financial Reporting for
Pensions. No matters have come to our attention that would require us, under professional standards, to
inform you about(1)the methods used to account for significant unusual transactions and(2)the effect of
significant accounting policies in controversial or emerging areas for which there is a lack of authoritative
guidance or consensus.
Significant Accounting Estimates
Accounting estimates are an integral part of the financial statements prepared by management and are
based on management's current judgments. Those judgments are normally based on knowledge and
experience about past and current events and assumptions about future events. Certain accounting
estimates are particularly sensitive because of their significance to the financial statements and because of
the possibility that future events affecting them may differ markedly from management's current
judgments.
The most sensitive accounting estimates affecting the financial statements were:
Management's estimate of the allowance for doubtful accounts is based on historical water, sewer,
and garbage collection revenues, historical loss levels, and an analysis of the collectability of
individual accounts. We evaluated the key factors and assumptions used to develop the allowance in
determining that it is reasonable in relation to the financial statements taken as a whole.
Management's estimate of useful lives for depreciation is based on past history within each capital
asset class. We evaluated the key factors and assumptions used to develop the useful lives in
determining that it is reasonable in relation to the financial statements taken as a whole.
Management's estimate of other post-employment benefits (OPEB) and net pension liability is based
on actuarially determined amounts which are subject to continual revision as results are compared to
past expectations and new estimates are made about the future. We evaluated the key factors and
assumptions used to develop the OPEB obligation and net pension liability in determining that it is
reasonable in relation to the financial statements taken as a whole.
Financial Statement Disclosures
Certain financial statement disclosures are particularly sensitive because of their significance to financial

Significant Difficulties Encountered during the Audit
Although we ultimately received full cooperation of management and believe that we were given direct
and unrestricted access to City of Edgewater, Florida 's officials and senior management,we experienced
significant difficulties in the performance of the audit owing to the failure of City of Edgewater, Florida 's
and pension board's actuaries in providing accurate and timely actuarial valuations. These difficulties in
receiving inaccurately prepared actuarial valuations significantly added to the time and related cost of the
audit.
Uncorrected and Corrected Misstatements
For purposes of this communication,professional standards require us to accumulate all known and likely
misstatements identified during the audit, other than those that we believe are trivial, and communicate
them to the appropriate level of management. Further, professional standards require us to also
communicate the effect of uncorrected misstatements related to prior periods on the relevant classes of
transactions, account balances or disclosures, and the financial statements as a whole and each applicable
opinion unit. No such uncorrected misstatements were noted as a result of our audit procedures.
In addition,professional standards require us to communicate to you all material, corrected misstatements
that were brought to the attention of management as a result of our audit procedures. No such material
misstatements were noted as a result of our audit procedures.
Disagreements with Management
For purposes of this letter, professional standards define a disagreement with management as a matter,
whether or not resolved to our satisfaction, concerning a financial accounting, reporting, or auditing

Fri March 4th — Constructed a Public Service Announcement for the Go
for Parks referendum at WSBB radio.
Fri March 11th- to Sat March 12th - I attended the Advanced Institute for
Elected Officials III. I strongly suggest that council attend these schools.
Tuesday March 15th - I spent the day at Precinct 903 and Precinct 902 to
give out information on the Go for Parks referendum. The results were
positive with the referendum being majority voted in favor of.
Sat March 19th — Spent half the day at the River fest Edgewater Expo,
until the rain came, and was able to partake in the ribbon cutting in the
morning. There was amazing attendance with multiple business
vendors. I liked the structure of this Expo as opposed to previous years.
It worked out well.
Thu March 24th — Attended the YMCA Board Meeting, where we looked
forward to the pool opening April 2nd, talked about the upcoming
Mayors Fitness Challenge starting April 14th, and discussed the YMCA
5K run/walk coming up April 24th
Sat March 26th — I attended the Eggstravaganza at the Hawks
Park/YMCA Ball Fields. It was a wonderful family friendly event. I was
thoroughly impressed with our city employees and staff for a job well

Sat April 2nd- I participated at the Tip-a-Cop fundraising event, held at
the Edgewater Chick-fil-A from 12 to 6, with proceeds to benefit Special
Olympics Florida. From 3 to 5 any kid dressing up in their favorite hero
costume got a free kids meal. We ended up raising $1,000 dollars for
Special Olympics Florida. I wanted to that our CAP volunteers for
another job well done. You continue to be a shining example for our
city. I was absolutely astounded by the number of sworn police
officers, who took time out of their Saturday to voluntarily serve food
to our citizens. I've never before seen a higher number of public safety
personnel come out to serve their community in this capacity. I wanted
to take the opportunity to thank the Edgewater Police Department
personnel for all that you do.
