BEAUTIFICATION COMMITTEE

MINUTES
ROLL CALL/CALL TO ORDER
Councilman Danny Hatfield called the first meeting of the Beautification Committee
to order at 7:00 P.M. in the Edgewater City Hall Conference Room. Besides Councilman
Hatfield, Committee members present were: Mark Seifert, JoAnne Sikes, Gloria Fish,
Richard Loomis, Diane Gross and John Borner Jr. Committee member Jodi Geiger was
absent.
The Committee members introduced themselves and gave a brief background as to why
they were interested in this committee. Councilman Hatfield stated he was present
only to get the committee started in the right direction and would not be a member,
but would be available to help in any way in the future. His goal was to improve
the looks of the community and to encourage everyone in Edgewater to do their best
in terms of beautification. He said it was up to the committee to come up with their
best ideas, to present them to Council, and we'd work on it from that point. He ex-
plained to the committee the functions of Code Enforcement and Parks and Recreation
and noted that they should fit somewhere right in the middle. Code Enforcement handles
property owners who don't mow their vacant lots or clean their property and Parks
and Recreation deals directly with recreation programs and park property and doesn't
get into landscaping or beautification. He hoped the Committee could get a motivational
program going, perhaps such as a "Home or Lawn of the Month" award for someone who
had worked hard in cleaning up and beautifying their property. Mr. Borner stated
that a good place to start may be an "awareness campaign" to let people know that
Edgewater is their community and they are responsible to maintain it and can't always
depend on the City of Edgewater to keep the community clean; everyone needs to do their
part.
Mrs. Sikes stated she has worked for the City for 23 years and felt it would be hard
to ask citizens to clean up if the City were not willing to do their part in beautifying
City buildings and grounds. She felt it may help to inspire others if the City set
a good example. Mr. Borner stated he would like to use some of the kid power in the
community and Mrs. Gross suggested maybe they could meet with the Scout leaders and
get their help. Councilman Hatfield noted that if children were involved they would have
to have a lot of adult supervision, due to the liability.
Mr. Loomis mentioned the median strips on 442 and u.S. 1 and how tall the grass is
getting. Mrs. Sikes said that the State Department of Transportation maintains the
medians, not the City. Councilman Hatfield noted that if the City were to help with
the mowing of the medians, we would be open to liability if a worker were hit while
mowing, or shrubs or plants obstructed a driver's view.
At this time Councilman Hatfield called for nominations for Chairman. Mrs. Gross
nominated Mrs. Fish and she in turn nominated Mark Seifert. Mrs. Gross moved the
nominations be closed and Mrs. Sikes seconded the motion. Mrs. Fish declined her
nomination due to lack of experience. Mrs. Sikes moved that Mr. Seifert be made the
Chairman, seconded by Mr. Borner.
Chairman Seifert proceeded with nominations for Vice Chairman. Mr. Loomis nominated
Mrs. Sikes and she asked which night the Committee would be meeting as she had a previous
committment for the third Thursday of the month. The Committee agreed that the future
meetings would be held on the second Tuesday of the month. Mr. Loomis moved to close
the nominations for Vice Chairman and Mr. Borner seconded the motion. Mrs. Sikes was
chosen to be Vice Chairman by acclamation.
ADJOURNMENT
The Committee agreed to establish their by-laws at the next meeting and set down some
goals and objectives. Mrs. Sikes moved to adjourn, seconded by Mr. Borner. The meet-
ing adjourned at 8:05 P.M.
