ROLL CALL Present 7 - Jeff Berner, Marcia Barnett, Oscar Zeller, Donna Snow, William Wetherell, Cecil Selman and Brandon Beck Excused 2 - Bliss Jamison and Laura Smith Also Present 2 - Samantha Bishop and Mitch Honaker Member Zeller arrived at 8: 05 a.m. 3. APPROVAL OF MINUTES Vice Chair Barnett stated her named was spelled incorrectly on page number three of the minutes, and called for a motion to approve the minutes as amended. a. AR-2016-1526 Regular meeting - January 6, 2016 A motion was made by Member Wetherell, second by Member Beck, to approve the Minutes of January 6, 2016, as amended. The MOTION was APPROVED by the following vote: Yes: 6 - Jeff Berner, Marcia Barnett, Donna Snow, William Wetherell, Cecil Selman, and Brandon Beck Excused: 2 - Bliss Jamison, and Laura Smith Absent: 1 - Oscar Zeller 4. PRESENTATIONS - None at this time. 5. PUBLIC COMMENT - None at this time. 6. REPORTS a. Planning and Zoning Board Planning and Zoning Board Member Paul Wright reported on a 2.6+- acre parcel along US 1 that was recommended for approval by the P&Z board to annex into the City; and stated that he was surprised and pleased, over the number of people he has encountered who are talking about Edgewater's new Rail -Trail. SEVCC SEVCC President, Sue Williams discussed: the recent Home Show being sold out, and attending businesses positively connecting with the public; the upcoming business Expo in Edgewater; attending the Jet Blue opening ceremony; attending a ribbon cutting for a new sign company in Edgewater, and discussed the positive aspects of having such a great business in Edgewater; stated that on Feb 9, 2016, starting at 5:30 p.m., in Edgewater's Council Chambers, Volusia County is holding a public meeting regarding the Volusia County Wetlands Ordinance; discussed the SEVCC weekly email inviting people to attend events, and that if anyone was not receiving the email to let the SEVCC know; an upcoming job fair being held by Volusia County; and the SEVCC's recent membership drive. c. City Manager/Economic Development/Redevelopment Coordinator Economic Development Coordinator, Samantha Bishop, distributed a flyer on Edgewater's Riverfest and Business Expo, which is scheduled for March 19th, 2016; discussed some of the planned events and static displays; and stated that she is still working on the details. She stated that she was amazed at how many prospects have contacted the City about possibly establishing a business in Edgewater; and discussed Volusia County Economic Development's upcoming quarterly briefing on the local economy. 7. CONTINUED BUSINESS a. AR2015-1463 Comprehensive Economic Development Strategy (CEDS) Goals Review and Update EDB members and staff, reviewed and discussed the Comprehensive Economic Development Strategy (CEDS) starting from Objective 1.2, 'Actions to Implement", from Action Number 1.2.7C., through Objective 1.5. During their review they discussed. incentives; many of the actions being "ongoing items'; EDB members being called on in the future on an "as need" basis to advocate Edgewater to prospects, in areas that are germane to the board members area of expertise as it pertains to the prospects needs; establishing a joint economic development meeting with other area cities, to select and plan common economic development goals; the negative aspects of trying to establish a laundry list of partners and mistakenly leaving businesses off the list; partnering with the SEVCC to have a recognition of outstanding groups or businesses at the SEVCC annual dinner; and they discussed various planning aspects the recognition program. EDB Member Snow volunteered to take the lead on coordinating an annual industry appreciation day and awards ceremony. During the review, EDB members and staff also discussed: coordinating with business retention specialist, and assisting local businesses who may be struggling; whether or not to check off Action Number 1.4.1 since the City hired an Economic Development Coordinator; establishing a network of resources and partners; the City of Edgewater having good working relationships and partnerships with economic development entities across Volusia County; keeping Oak Hill and New Smyrna City of Edgewater Page 2 Printed on 212212016 Economic Development Board Meeting Minutes February 3, 2016 Beach informed, and working with them on a regional level; and continuing to maximize the City's participation in various Volusia County based meetings and workshops. Vice Chair Barnett suggested, and EDB members concurred to; to stop the review, and pick up the CEDS review at the next EDB meeting, starting with Goal 2. "Positioning Edgewater for Economic Growth': 8. NEW BUSINESS 9. BOARD REPORTS Member Zeller and staff discussed; the three laning Park Avenue project; the Park Avenue and US I intersection; the Rail -Trail crossing Park Avenue and US 1. Member Zeller discussed the effect of elections on technical training plans in Southeast Volusia County, and the overall effects on Daytona State College. Member Wetherell discussed the positive benefits of establishing a business recognition program. Member Berner discussed the synergy created by establishing a coalition of the entire region creating a critical mass; economically growing Edgewater; and the need to partner with everybody. Member Beck discussed Boston Whaler's upcoming job fair; Boston Whaler increasing their starting pay by a couple dollars an hour; and that they are continuing to grow. Member Snow stated she is looking forward to putting something together for a business recognition program. Vice Chair Barnett discussed; how well real estate is doing in today's market; the inventory in the area being very low; the new Florida Road House restaurant starting to really take shape; she encouraged board members to stop by and congratulate the owner, who is spending over a million dollars to make it a real destination, which should draw people into the area; and stated that EDB members should participate in the environmental public meeting to find out what is involved in the project, to make sure the effort does not negatively effect cities in the area. Ms. Bishop discussed the priority zone delineated on the project map; the revisions to the ordinance possibly making economic development more difficult; and stated that the County's public meeting is scheduled for Tuesday, February 9, 2016, starting at S: 30 in the Edgewater Council chambers. 10.
