Riverside Drive Edgewater, FL 32132 Council Chambers Present 6 - Jeff Berner, Marcia Barnett, Oscar Zeller, Donna Snow, Cecil Selman and Brandon Beck Excused 1 - Bliss Jamison Absent 1 - William Wetherell Also present: 3 - Board Coordinator Jordan Harris, Economic Development Coordinator Samantha Bishop, & Assistant City Manager John McKinney. 2. APPROVAL OF MINUTES a. AR-2016-1595 Regular Meeting - March 2, 2016 A motion was made by member Selman, second by member Berner, to approve the Minutes of March 2, 2016. The MOTION was APPROVED by the following vote: Yes: 6 - Jeff Berner, Marcia Barnett, Oscar Zeller, Donna Snow, Cecil Selman, and Brandon Beck Excused: 1 - Bliss Jamison Absent: 1 - William Wetherell 3. PRESENTATIONS a. Retail Strategies Retail Development Director Clay Craft gave a presentation on: City of Edgewater demographic profile; Economic development goals to increase tax revenue, attract business, improve quality of life, and creat jobs; Current major employers; Millennials make up the largest consumer group; Omni channeling is extremely popular right now through selling goods on websites; Retail Strategies works in a four step process - market analysis, data reports, "boots on ground", proactive retail recruitment; Runs reports for Economic Development Coordinator on demand for business demographics and provides results same day; and stated retailers do not look at City boundaries, they focus on drive times when looking for potential retail locations. City of Edgewater Page I Printed on 512612016 Economic Development Board Meeting Minutes May 4, 2016 Advisory board members and audience questioned.- Retail strategies scouting out Industrial Businesses to bring into our City; What is the process of finding property for potential businesses; How big does the demographic have to be to attract a large store such as target; Why do you show average versus median; Do you have polls on what the residents in Edgewater are willing to drive to New Smyrna Beach and Port Orange for; Does Edgewater have any interested Omni Channel Retailers within the 18 to 36 month window ; and is R.S. doing anything to retain current businesses in the area. Clay Craft responded.- Retail Strategies does not target Industrial recruitment, but if contacted and interested they will help find location and information for potential business; They have an idea on a property to fit needs for the potential recruitment, and also rely on Samantha Bishop for her resources; Roughly 100 thousand in population to attract a store such as Target; R.S. uses median and averages to satisfy what the retailer is looking for; No, R.S does not have a poll of what the residents are willing to drive for; R.S. does not maintain established businesses, If R.S. has a good relationship with the retailer they will check in from time to time; and a few Omni channel retailers say the market is a fringe at this time. ADJOURN The remainder of the meeting was postponed until following meeting June 1st, 2016 Minutes submitted by: Jordan Harris Board Coordinator City of Edgewater Page 2 Printed on 512612016 RESOLUTION NO.2016-R-20 A RESOLUTION OF THE CITY OF EDGEWATER, FLORIDA SUPPORTING THE IMPLEMENTATION OF A SOUTH EAST VOLUSIA JOINT MARKETING PLAN FOR ECONOMIC DEVELOPMENT; AUTHORIZING THE CHAIR OF THE ECONOMIC DEVELOPMENT ADVISORY BOARD TO SERVE EX OFFICIO ON THE JOINT SOUTHEAST VOLUSIA ECONOMIC DEVELOPMENT MARKETING SUBCOMMITTEE; PROVIDING FOR CONFLICTING RESOLUTIONS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the County of Volusia, through its Economic Development Department, Team Volusia and the CEO Business Alliance support business recruitment on a county -wide basis; and WHEREAS, the Southeast Volusia Chamber of Commerce and the Cities of Edgewater, New Smyrna Beach and Oak Hill all are making concerted efforts to foster economic development in their communities; and WHEREAS, the Southeast Volusia area is geographically and economically identifiable as a unified community affording opportunities for business creation, expansion and diversification; and WHEREAS, to augment the county -wide and the three cities efforts, a joint initiative to market the development opportunities which will benefit the Southeast Volusia area is desirable and feasible; and WHEREAS, the Southeast Volusia Chamber of Commerce is prepared to lead a sub- committee including economic development representatives from the three cities, the County and other organizations; and WHEREAS, the initial responsibility of the sub -committee would be to develop a marketing Plan for Southeast Volusia with an emphasis on manufacturing, technology, and value added businesses that would create high paying jobs; and WHEREAS, there are resources with marketing expertise such as, but not limited to Southeast Volusia Advertising Authority, colleges, universities, Team Volusia, Volusia County Economic Development Division, CEO Business Alliance, SCORE and professional marketing firms that could aid in drafting the Marketing Plan; and WHEREAS, this Plan shall be presented to the three cities for their consideration of approval. 2016-R-20 1 PASSED AND DULY ADOPTED this 6th day of June, 2016.
