CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING MARCH 31, 1983 MINUTES Mayor Richard McKillop, called the Special Meeting to order at 7:00 P.M. ROLL CALL Mayor Richard McKillop Councilman David Ledbetter Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer City Attorney Jose' Alvarez City Clerk Nancy Blazi Police Chief Earl Baugh Present Present Present Present Present Excused * Present Excused City Attorney Josel Alvarez and Police Chief Earl Baugh were excused to attend the Citizen Code Enforcement Board meeting being held at this same time. The first item was the road grader for the Public Works Department. The City Clerk stated the price for parts from the Galion Corp. for the present grader was $16,434. This price did not include labor. The price for other needed repairs was $4,423.68. On March 25 the Public Works personnel contacted Mr. Bill Crosby with Surplus Equipment in Starke and he advised there is nothing in graders presently and they very seldom have them. There was a discussion regarding the man who had come to the City Barn to look at the grader and was asked to leave. Superintendent Earl Copeland stated they did not ask the man to leave, they just asked him what he wanted there and to identify himself. Mayor McKillop said we still have the option of a complete rebuild or local repair by someone other than the Galion Company. Joe Knight from Florida Georgia Tractor stated he has a new 1982 model T400A for $57,619. He said it has full factory warranty and has no hours on it. There would be no trade-in of our old grader on this. Councilwoman Bennington asked if the parts are interchangeable from the new one to the old one in case they decide to keep the old one. Mr. Copeland did not think so because of the difference in the machines. There was a review of the different specifications. There is a 6 month warranty on parts and labor. He said they could have leasing companies contact the City if financing needs to be arranged. There was a discussion regarding the possible alternative financing and Councilwoman Bennington reviewed the figures she'd received from the Finance Director. Councilman Ledbetter suggested someone contact Mr. Ortega in St. Augustine for road graders or gradealls. Councilwoman Bennington expressed concern that she wanted to look at the equipment before they buy it. There was a discussion regarding the Huber equipment which was bid at $70,0951. minus a trade-in for our present grader of $6,500. Councilwoman Bennington questioned the parts price from Galion and Mr. Knight said the prices came from them as distributors for the parts. There was a discussion on the cost and just what would be repaired for that price. Councilman Ledbetter suggested finding the money before we buy something. There was discussion as to the various sources to come up with part of this money. The City Clerk suggested she could check iDto the municipal leasing process for further information. Councilman Spencer moved that Council indicate tonight their intention to purchase the 1982 Galion subject to availability of financing. Councilwoman Bennington seconded. Councilman Ledbetter said he is not against the road grader but nobody has shown him where the money would come from and felt it was wrong to make a commitment to the man tonight and issue a purchase order on it. Councilman Spencer clarified that the motion is not to purchase the equipment but the intention of the Council to purchase subject to the availability of financing to do it. Mayor McKillop suggested just accepting the bids tonight. Motion CARRIED 3-2. Councilman Ledbetter and Mayor McKillop voted NO. *, Arrived later. ..... ~ -......... .....~ . v v The second item on the agenda was to discuss theguidelines'forhiringof a Building Official. The City Clerk stated she met with the Building Code Board and they went over all the applications and those that are starred (*) are the six they selected as being best qualified for the position. Council agreed that City Attorney Alvarez could be excused at this time. The City Clerk also had distributed a list of cities in the area and salaries of those around our population were included. The salary range is $18,000-$22,000. for the Building Official. Councilman Ledbetter felt the salary was too high based on the amount of activity in Edgewater, and said we have to consider fringe benefits and a secretary and a car in addition to the salary, and suggested offering $13,000. for the probationary period. Councilman Asting said he would be opposed to hiring any additional help for him at this time because he didn1t feel he needed it. Councilwoman Bennington suggested using the Planning secretary to work with the Building Official because they work hand in hand. Dana Armstrong spoke to Council and said a Building Official is able to make construction inspections, plumbing inspections, and electrical inspections and a Building Inspector must carry a master electrician's card and a master plumber's card before he can take all these jobs. Mayor McKillop clarified that Council wants to talk to the six applicants, to discuss pay with them when they get here, there is no travel paid for the interview, and a meeting is to be set by the Clerk. There was a discussion as to whether the salary range should be stated when talking with these six applicants. Councilman Spencer. asked .the City; Clerk to have these references send a letter to Council right away to have at least three letters of reference for each individual. Mayor McKillop suggested calling since time was so urgent. There was a discussion regarding the probationary period. Councilwoman Bennington moved to instruct the City Clerk to set up the appointments for these six as soon as possible,preferrably next week, and to call the references and record them for us. Councilman Asting seconded. Motion CARRIED 5-0. Councilwoman Bennington moved to adjourn the meeting. Councilman Asting seconded the motion.
