FEBRUARY 24,1983
MINUTES
Mayor Richard McKillop called the Special Meeting to order at 11:00 A.M. in the Community
Center.

The meeting was called at the request of Councilman Asting and it was turned over to him
at this point.
Councilman Asting stated the Public Works Department is falling behind due to the amount
of work they have to do and the fact that they have no grader. He feels they have three
choices- either get the old grader repaired, purchase a used grader, or lease a grader.
Superintendent Earl Copeland stated held talked to a representative of Mason Equipment
Company from Lakeland which is where they bought the current grader in 1967. He stated
they had spent to date $7,824.63 on this equipment. Mr. Copeland was not sure he would
be able to get the parts necessary to repair as all he got was the price and if itls
determined to repair this equipment, then they'll look for a supplier. Parts would cost
approximately $21,000. Mr. Copeland said that Mason Equipment has a 1973 Caterpillar on
hand and cost would be $25,000. plus our old grader as a trade-in. There was a discussion
regarding the availability of parts for used equipment and the length of a guarantee, and
the representative from Mason Equipment spoke to Council regarding this Caterpillar.
There was a discussion regarding a lease and lease-purchase possibility. Councilman
Ledbetter felt the present grader is in deplorable condition based on the type of work it1s
been used for. There was discussion regarding the rebuilding of the present grader.
There was a representative from Hertz present who spoke to Council regarding the rental
or lease of this equipment. He has a 1981 piece of equipment with just a little over
1,000 hours on it and they.ll lease it with option to buy at a price of $2575.amonth with
full service for a two year period but the City would be responsible for changing oil and
filters and general maintenance on it. At the end of two years we could buy it for $40,500.
or continue to lease with the equipment to be re-evaluated for condition at that time.
This equipment could be sold outright if the City wishes to make the purchase at this time
but the representative did not have a sale figure at this time. He left the meeting tempor-
arily to telephone to get the figure.
Mayor McKillop stated he had information regarding using Towers Construction to assist and
was given a figure of $45.00 per hour with a driver. He suggested lining up all culvert
work for one day a week and have Towers do it al I that day.
There was a question to the City Attorney as to how long the Council could commit for
with the lease plan. The City Attorney asked if this would be as an emergency, a sole
supplier, or a State contract. Councilman Spencer felt all options should be researched.
Councilman Asting suggested sending Mr. Copeland and the City mechanic over to see the
1973 Caterpillar. There was a discussion as to a Council member also going to look at it.
Councilwoman Bennington suggested having equipment from various companies on a trial basis
to see what they really want. The City Clerk referred to the garbage truck which went
into two budgets and the former Council signed up future Councils for a couple of years for
the Attorney's contract.
The Hertz representative returned to the meeting.and stated that to purchase this same
machine would be $59,890., and the guarantee would be for 45 days for parts and service
but not for misabuse. This is a John Deere model and there would be no trade involved.

Councilman Asting moved to authorize Earl Copeland to utilize Towers Paving services
as ne~ded. Councilwoman Bennington seconded. Motion CARRIED 5-0.
Council discussed and agreed that the City Clerk should investigate the options of
repairing or rebuilding the present grader, work up a payback on purchase and make
some telephone calls around to the State equipment sites and construction sites.
Councilman Asting made a motion to adjourn. Councilman Ledbetter seconded the motion.
