01-04-1983 - Workshop ~. - u u CITY OF EDGEWATER City Council Workshop January 4, 1983 Minutes Mayor McKillop called the meeting to order at 7:05 p.m. in the Edgewater Shuffleboard Clubhouse across from City Hall. ROLL CALL Mayor Richard McKillop Councilman David Ledbetter Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer Present Present Present Present Present City Clerk Nancy Blazi Police Chief Earl Baugh Present Present The workshop was called to determine the selection process to be followed in Board appointments. Mayor McKillop suggested that each applicant be graded by each councilman on a number system: first choice would receive a one (1), etc. When each councilperson's rating is figured, the appli- cant with the lowest number would be voted upon first, the person with the next lowest number would be considered next, if more than one vacancy existed, and so on. As a person received an appointment to a board, his name would automatically be removed from consideration on the other boards with vacancies. Councilman Asting suggested the dissolution of the Board of Adjustments and said that their duties could be handled by the Council. Councilman Spencer favored changing the rules of the Board rather than dissolving it. Mr. Garthwaite was present and suggested that members of the board be allowed to make motions and thought the chairman should vote on an issue last. It was Mayor McKillop's belief that Council could control the Board by appointing the proper people, who could solve any problems which arose by themselves. The City Clerk was directed to get the City Attorney's opinion as to the status of the three Board of Adjustment members appointed by the previous council on November 18, 1982. Mayor McKillop suggested that the boards be nealigned at some later time so that all members' terms expire the same month. Mrs. Blazi explained that the Merit Board dealt" with policies concerning personnel and are presently working on merit increases. Concerning appointments to the Parks and Recreation Board, Councilman Spencer noted that the majority of the members were primarily interested in children, but the City is made up of people of all ages, and should have someone on the Board to represent them. After some discussion, it was the concensus of oplnlon that the Zoning Commission and the Planning Commission remain separate. There are presently three vacancies on the Planning and four vacancies on the Zoning Commission. Dissolution of the Citizen Code Enforcement Board was debated. Chief Baugh commented that the Code Board provided another step by which pressure could be applied to those people failing to comply with the Code, eliminating the need for Court action. Mayor McKillop suggested they request the City Attorney to attend the Code Board meetings for a period of time, and report back to Council. It was agreed that Board applications received up to the time of the Special Meeting on January 5 be considered. ......... .. u u Discussion was had concerning a person serving on two Boards; Mr. Don Bennington noted that the Building Code Board meets only four times a year, and had qualified people who could serve on another board. The City Clerk questioned the need for a resolution for each board appointment. She suggested it be handled by a motion of the CouNcil to eliminate some of the legal work involved. Methods of arousing interest in applying for Board positions were reviewed; some suggestions were posting signs in fast-food stores, printing notices on back of water bills, and advertising in the local newspaper. Councilman Spencer suggested a workshop at which interested people could attend.
