10-25-1982 - Special r ,~.. -' ~ v v CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING October 25, 1982 Mayor Christy called the Special Meeting to order at 1:30 p.m. in the Community Center. The purpose of the special meeting was to act upon a list of bills and accounts and to act upon the filing of an application for a State grant re: Menard-May Park. Jose Alvarez City Mgr. Joseph Mitchell City Clerk Nancy Blazi Police Chief Earl Baugh Present Present Present Present Councilman Wilbur motioned to pay the bills, seconded by Councilman Lodico. Motion CARRIED 3-1. Mayor Christy voted NO. Mayor Christy said the next item was the filing of an application for a State grant. Mr. Mitchell spoke to the Council concerning the application of a grant for park improvements. The subject of improvements to the Menard May park is controversial and the Council will want to hold public hearings on this subject. However, in order to use the value of the land as a matching part of the grant application, it is necessary to file prior to October 31, 1982. The filing of the application does not necessarily mean that anything will have to be done to change the park area, however, we should seriously consider preserving our rights under the grant program in the event that the majority of public opinion favors some improvements in the park area. It is necessary for the Council to approve, by resolution, the application for the grant. The City Attorney read Resolution 82-R-61. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, AUTHORIZING THE SUPERINTENDENT OF THE PARKS AND RECREATION DEPARTMENT TO APPLY FOR A GRANT FROM THE DEPARTMENT OF NATURAL RESOURCES, STATE OF FLORIDA, UNDER THE TERMS OF THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM, REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. Councilman Lodico motioned to adopt the resolution, seconded by Councilman Wilbur. Councilman Lodico noted that a number of people object to any changes in this area and he felt the Council should hold a public hearing concerning this matter. However, due to the filing date, he believes the City should go ahead and apply and if we get the money we can decide what improvements should be made after the Council gets public input. Councilman Ledbetter agreed with the idea of a public hearing except that he would have liked a public hearing before an application for the grant was made. Councilman Wilbur also said that he believed that this-~~matter.~ c shoulddefi.rd:tely - be discussed at a public hearing but he had no objection to applying for the grant at this time. Mayor Christy noted that we can always change the type of improvements once we get the grant but we need to take advantage of using the land as a matching part of the grant. Upon roll call the motion CARRIED 4-0. Councilman Lodico motioned to adjourn the meeting, seconded by Councilman Ledbetter.
