ROLL CALL Mayor Robert Christy Councilman Jacob Lodico Councilman David Ledbetter Councilman John Wilbur Vice Mayor Wilbert Pendleton Excused Present Present Present Present City Atty. J. B. Alvarez City Mgr. Joseph Mitchell City Clerk Nancy Blazi Police Chief Earl Baugh Present Present Present Present Vice Mayor Pendleton stated that this meeting was called under the provisions of Ordinance 81-0-26, hereby calling a special meeting for the purpose of considering the purchase of a dump truck and a dragline. The dragline request was removed from the agenda. City Manager Mitchell stated that this was discussed in full at a workshop. The matter of the truck was explained by Mr. Copeland, a purchase order was issued contingent upon final approval of the Federal Revenue budget. The truck was parked outside; if any councilmen have not yet had a chance to look at it, they could do so now. Councilman Wilbur motioned to approve the purchase of the truck, seconded by Councilman Lodico. *** Councilman Lodico said that he had seen the truck and that it had a larger capacity than any truck we had at this time, and that this larger truck will prove beneficial to help in the work of the City. Councilman Ledbetter asked if we had the proper equipment to load the truck. Mr. Mitchell replied that the truck had been used and they can load it. It has a '72 chassis and a '78 engine and the cost is $15,000. The truck was obtained rather quickly and the City Manager indicated that he was unaware that it had already been brought here for a tryout. The purchase order was issued October 1. Councilman Ledbetter added that he believed the truck was delivered to the City around the 20th of September, and that new tires worth around $800 have been put on the truck. The City Manager said that he has signed no purchase orders or requisitions for the truck. Councilman Lodico said he believed the tires were put on before the truck was delivered. The City Manager informed the Council that the dragline considered for purchase by the City was not suitable and, therefore, Mr. Copeland has recommended that this purchase be cancelled. Upon roll call the motion to purchase the truck CARRIED 3-1. Councilman Ledbetter voted NO. Councilman Wilbur motioned to adjourn, seconded by Councilman Lodico. The meeting was adjourned at 1:50 P.M. Minutes submitted by Nancy Blazi. *** Councilman Wilbur has indicated that the intent of his motion was "to waive normal purchasing procedures and approve the purchase of this vehicle as described from Dills for the sum of $15,000."
