CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING December 10, 1981 The City Council of the City of Edgewater held a Special Meeting at 3:00 P.M. in the Community Center Conference Area. In the absence of the Mayor, the Vice Mayor Jacob Lodico called the meeting to order under the provisionsof Ordinance 81-0-26. The Special Meeting was called by the City Manager for the purpose of considering and acting upon proposals to resurface and/or construct roads within the City of Edgewater. ROLL CALL Mayor Robert Christy Councilman Jacob Lodico Councilman David Ledbetter Councilman Wilbert Pendleton Councilman John Wilbur Absent Present Excused Present Present City Attorney Clay Henderson City Manager Joseph Mitchell City Clerk Nancy Blazi Police Chief Earl Baugh Present Present Present Present The City Manager and the Council discussed two reports presented by the City Manager to the City Council regarding road paving and road re-surfacing and a preliminary evaluation of the areas within the city where this work should be done. There is approximately $104,000.00 appropriated in the budget for construction of new roads and approximately $32,000.00 appropriated in the budget for the re-surfacing, patching or sealing of roads within the city. The City Manager discussed the possible method for selecting streets in the Florida Shores area for paving. The Council needs to consider which roads are to be paved this year, which roads are to be re-surfaced, patched or sealed and the method of payment. An assessment program would allow the city to pave more streets. The City Manager also informed the Council that there was a representative from our consulting engineers Briley, Wild present at this meeting as well as representatives from paving companies. The meeting was opened to the audience for comments. Mr. Smith, Florida Shores, ,spoke about the assessment costs. Mrs. Blum and Mr. Webb, both Florida Shores residents, spoke about the heavy traffic on 30th st. and the need for paving there. Mrs. Diasio, Florida Shores, spoke about Fern Palm north of Indian River Blvd., which is primarily a commercial street with a lot of traffic and asked the Council to consider paving this street. Mr. Wright, Florida Shores, presented his recommendations to the Council concerning which streets should be paved. He pointed out that if certain streets were paved now then every street in Florida Shores would be within a block of a paved street. He asked that Council give serious consideration to this suggestion. Mr. Opal, Florida Shores, spoke about the assessment and asked what Council would do about the people from out of town who owned property in Florida Shores,.and the legality of assessing residents for a paving program. Councilman Pendleton asked the City Attorney to explain the legality of assessments. Mr. Henderson explained that there were specific legislative procedures to outline need for assessment, notify property owners, public hearings, etc. If the Council elects to use the assessment program, it will be done legally. Mr. Engle, Florida Shores, said that there has been talk for a long time on paving streets in Florida Shores and it is past time to get this paving started. Mr. Sergeant, Florida Shores, spoke to the Council on the possible difficulty that might be involved In collecting money from absentee property owners. The City Manager spoke about the high cost of a bond issue at the present interest rates. Councilman Wilbur said that everyone in the Florida Shores area 'it'll) has spoken to him about paving indicated they want paved streets. Councilman Pendleton also said that he had received no negative input from residents in the area concerning paved streets. Mr. Wheeler, Silver Ridge, spoke to the Council regarding the sealing of some streets that are badly cracked. The City Manager suggested that the Council first consider the paving program and how this would be financed. Councilman Wilbur made a motion that the Council approve the 1/3 assessment procedure, seconded by Councilman Pendleton. Upon roll call the motion CARRIED 3-0. The City Manager then asked the Council for some guidelines as to which streets should be paved first. There was further discussion between the Council and members of the audience. \...". .. J (.; <J -, " Co~cilman Wilbur motioned to proceed with the paving of Pine Tree from 12th to 30th; Travelers Palm from 12th to 30th; and Vista Palm from 22nd to 30th. If funds are still available, the Council should then consider paving 12th, 30th or 22nd, seconded by Councilman Pendleton. Upon roll call the motion CARRIED 3-0. The City Manager then suggested the Council consider the re-surfacing and sealing of other streets in Edgewater. The Council has allocated about $104,000.00 for the new road construction program and there is about $32,000.00 for fixing up paved roads. He suggested that the Council consider doing this on a 75/25 percent basis. The 75% portion of the money would be used for re-surfacing streets and the 25% for sealing. The street Dept. Superintendent has made a study of the streets in Edgewater that are most in need of repairing this year. Councilman Pendleton motioned to go ahead with the re-surfacing and sealing program on a 75/25 percent basis, as recommended, and leave it up to the Superintendent which streets should be done, seconded by Councilman Wilbur. Upon roll call the motion CARRIED 3-0. The City Manager said that a motion was needed to instruct the Attorney and the City Manager to begin the bid advertisement and assessment process. The City Attorney advised the Council that there was a rather lengthy procedure to go through. Councilman Pendleton motioned to authorize the City Manager and City Attorney to begin the bid and assessment procedures, seconded by Councilman Wilbur. Upon roll call the motion CARRIED 3-0. Councilman Pendleton noted that street construction and repair were certainly very important issues in the city but they did not seem important enough for the Mayor to make an appearance and help make these decisions.
