Joseph Mitchell City Clerk Nancy Blazi police Chief Earl Baugh Present present Present Present ~ u v CITY OF EDGEWATER City Council special Meeting January 21, 1982 In absence of the Mayor, Vice Mayor Lodico called the special Meeting to order at 3:15 PM in.the Conference Area of the Community Center. ROLL CALL Also present: Representatives from May, Zima (Auditing firm), Mr. Vodenicker and Mr. Wolf; Mrs. Kinsey, Finance Director. Vice Mayor Lodico stated that the Special Meeting had been called by the city Manager to review the audit report for Fiscal Year 1981; to appoint independent auditors for Fiscal Year 1982; and to discuss and act upon the size of the Zoning and Planning Board. Auditors Report: The Council reviewed the audit and management letter with the auditors. Copies of the audit were given to those present. The audi- tors and the Council reviewed the audit report page by page and the auditors explained various aspects of the report and also answered questions. The auditors recommended that the Council might wish to explore the possibility of using utility taxes more in the General Fund rather than supplementing the Water and Wastewater Fund since this is an enterprise fund and should be more self supporting. The financial position oJ the City is very favorable and the primary recommendation in the management letter was for improvements in the purchasing procedure. The City Manager will discuss tightening up controls with the department heads. Councilman Wilbur motioned to appoint May, Zima as the City Auditors for Fiscal Year 1982, seconded by Councilman Pendleton. The motion CARRIED 3-0. There was a ten minute recess. Councilman Pendleton said that he had motioned to TABLE the question of the size of the zoning and Planning Board at a previous Council meeting. and now motioned to bring this off the table, seconded by Councilman wilbur. Motion CARRIED 3-0. The Council discussed the current problems and increased workload of the zoning and Planning Board. The City Attorney said that at the present time, the Board not only must review almost all site plans but they must also review and update the zoning ordinance to conform with the Comprehensive Plan. The Council also discussed the problem of some personality conflicts on the Board and the lengthy meetings. The City Manager indicated'that some Board members had expressed their intent to resign from the Board if some of the problems were not cleared up. The City Attorney discussed with the Council the state legislation dealing with Zoning and Planning and the Comprehensive Plan. Councilman Wilbur motioned to have the City Attorney draw up the necessary documents to create a separate Zoning Board and a separate Planning Board, each with five (5) members and one (1) alternate, seconded by Councilman Pendleton. The motion CARRIED 3-0. The Council indicated that they would like to have this ordinance as soon as possible. Councilman Wilbur motioned to adjourn the meeting, seconded by Councilman Pendleton.
