02-18-1982 - Special u u CITY OF EDGE WATER CITY COUNCIL SPECIAL MEETING February 19, 1982 In the absence of the Mayor, Vice Hayor Pendleton opened the meeting aL1:30 P.M. in the Edgewater Community Center. The purpose of the Special Meeting was to hear a presentation from Briley, Wild & Assoc., City Engineers, concerning a pilot sewer program in Florida Shores. Clay Henderson City Manager Joseph Mitchell City Clerk Nancy Blazi Police Chief Earl Baugh Present Present Present Present The City Manager told'the Council that money was available in the budget for this experimental project. He intro1duced Mr. David Porter, representative from Briley, 'dildo Mr. Porter presented a slide program showing the two types of sewer installations, gravity and low pressure. He explained the cost difference and the advantages of the low pressure system. He pointed out the fact that there are many areas in Florida Shores where the soil is not suited to septic tanks and many home owners have serious problems. The proposed low pressure system is a less expensive solution to the problem of providing sewers in those areas where septic tanks can eventually create serious health hazards. Briley, Wild believes that there is a good possibility of obtaining either state or federal funds for future projects of this type. There was a lengthy discussion and question period among the Council and those present in the audience. The project area selected for this experimental program is Needle Palm, east, Royal Palm, west, 16th St., north and 20th st., south. This area has the type of soil that is not best suited for septic tanks and it is also near the sewer plant which would cut down on the cost of line extensions. The City Manager cautioned against putting too much emphasis on cost per home owner since installation would be done on a case by case basis and the cost would vary. For the experimental progr~n there would be no initial installation charges to the home owners in the project area. Councilman Wilbur motioned to authorize Briley, Wild to proceed with the pilot project using funds earmarked for this program, seconded by Councilman Lodico. Motion CARRIED 3-0.
