08-18-1982 - Special ,,~ . ~ v CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING August 18, 1982 Mayor Christy called the Special Meeting to order at 1:00 P.M. in the Community Center. The meeting was called for the purpose of approving the bills and accounts and repairs to the ditch witch. Joseph Mitchell City Clerk Nancy Blazi Police Chief Earl Baugh Excused Present Present Present The City Manager requested that the supplement bills be added to the bills and accounts and considered for payment. The total of the supplement bills is $2,537.73. Councilman Ledbetter motioned to pay the bills and accounts as amended with the supplement bills, seconded by Councilman Wilbur. Mayor Christy challenged the bill to the County for the referendum election. He said there was no budget for this election. If the Council removes this from the bills and accounts he would vote yes for all the other bills. Councilman Ledbetter asked if this bill was for the voting machines and the ballots that were printed by the County. The City Manager affirmed that this was what we had been billed for per order of the City Clerk at the direction of the City Council. It is a lawfully due and payable bill. Councilman Ledbetter said he could not see any difference between this special election and the one that was held back in 1980. Mayor Christy responded that there was a difference because the Council had never set up a budget for that or presented it to the public. The City Clerk reminded the Mayor that a budqet had not been set up for the special election in 1980. Mayor Christy said it was not needed then because the people requested that election. The City Clerk noted that the recent election had been set by ordinance adopted by the Council. The City Manager pointed out that the present budget contains line items for Charter revision and the budget was subject to public hearings and approved by the Council. Upon roll call motion to pay CARRIED 3-1. Mayor Christy voted NO. The City Manager informed the Council that repairs were needed to the ditch witch. The estimated cost for all necessary repair parts would be approximately $4200.00. He would like Council approval before any purchases are made. Councilman Wilbur motioned to approve the repairs to the ditch witch at a cost of approximately $4200.00., seconded by Councilman Pendleton. Motion CARRIED 4-0. Councilman Wilbur motioned to adjourn the special meeting, seconded by Councilman Ledbetter. Meeting was adjourned at 1:15 P.M.
