COMMUNITY CENTER MINUTES CALL TO ORDER Mayor Schmidt called the Special Meeting to order at 9:40 p.m. in the community Center. ROLL CALL Mayor Donald Schmidt Councilman James Brown Councilman Dennis vincenzi Councilwoman Harriet Rhodes Councilwoman Judith Lichter city Manager Kenneth Hooper City Clerk Susan Wadsworth Legal Assistant Robin Matusick Present Present Present Present Present Present Present Present MEETING PURPOSE The purpose of the meeting was to discuss the 1st Reading, Ord. No. 2002-0-12, Amend Chapter 11 (Occupational Licenses, Taxes, and Regulations) of Article I (General) by amending section 11-8 (License Tax Schedule) of the Code of Ordinances. city Manager Hooper made a staff presentation. Staff is proposing a 5% increase, which is allowed every two years. On the second public hearing, he will have a resolution that will have fees associated with the cost of inspections and advertising. Councilman Vincenzi stated he remembers voting on this two years ago and he was in favor of it. He feels one of the things they are supposed to do is help local businesses. This doesn't seem like it is helping much and then you are talking about raising inspection fees along with it. City Manager Hooper commented on a function that is required of the City to go out and inspect. Councilman Vincenzi asked for an example of a business that would be required to pay the $199.50 license fee and the basis for the fee. City Manager Hooper explained it is size, revenue, and cost of what it contributes to the city. city Clerk Wadsworth spoke of the Equity Study Commission that was formed in 1998. Every two years the City is allowed to increase the fees by 5%. City Manager Hooper told the Council to keep in mind an occupational license is really an occupational tax. Councilwoman Lichter asked if you get a tax break or a tax credit as a business expense from that. city Manager Hooper informed her yes. You would have the ability to have that written off or at least deducted. Mayor Schmidt read Ord. 2002-0-12 into the record. Due to there being no further comments, Mayor Schmidt opened and closed the public hearing. Councilman Brown moved to approve Ord. 2002-0-12, second by Councilwoman Lichter. The motion CARRIED 4-1.
