COMMUNITY CENTER MINUTES CALL TO ORDER Mayor Schmidt called the Workshop to order at 5:30 p.m. in the Community Center. ROLL CALL Mayor Donald Schmidt Councilman James Brown Councilman Dennis Vincenzi Councilwoman Harriet Rhodes Councilwoman Judith Lichter City Manager Kenneth Hooper City Clerk Susan Wadsworth Paralegal Robin Matusick Present Present Arrived at 5:35 p.m. Present Present Present Present Present MEETING PURPOSE The purpose of the meeting was to discuss reclaimed water, a new meter reading system (Johnson Controls) and annexations. City Manager Hooper explained they would be talking about the reclaimed system. They are going to highlight some of what is broken, why it's not working, what has to be done to fix it and then Johnson Controls will talk about financing of some improvements that are based on the fact of revenue enhancements for the system and then he would be talking about some annexations of what has come in, where it is headed and our issues with the County. David King, Quentin Hampton, made a presentation regarding the City's reclaimed water system and the improvements that need to be made to the system. Mr. King and City Manager Hooper answered questions presented by Councilwoman Lichter. There was a discussion regarding there being smaller lines at the south end of the reclaimed water system and the north end of Florida Shores using water before it has a chance to get to the south and a major component of the cure being to put meters on the reclaimed system and if you use more than a certain amount of gallons per month there is a premium to that. ~ ~ u u There was then a discussion regarding the improvements that were recently made to the reclaimed system. City Manager Hooper explained without those improvements they would have run out of water. The problem is not that they are running out of water but that there is not enough pressure. Mr. King and City Manager Hooper answered questions presented by Mayor Schmidt and Councilwoman Rhodes. There was a discussion regarding having zones of areas that can be turned off. City Manager Hooper commented on why he doesn't think that by itself works. Mr. King answered questions presented by Councilman Brown regarding the way the lines are being run. There was a discussion regarding there being matching money out there to help pay for these improvements. There was then a discussion regarding Port Orange using a meter system because of running out of water due to not having the storage capability during dry times. After installing meters, they have seen a dramatic reduction and have less problems with running out of water. There was further discussion regarding getting the reclaimed water to the south end of Florida Shores and possibly tying into the three City block pond on Mango Tree Drive. Councilman Vincenzi questioned where the money would be coming from to do this. City Manager Hooper explained there will be savings in the entire system that will enable the City to do meters. The reclaimed system, as far as the main, will be coming out of the Enterprise Funds for utilities. Councilwoman Rhodes questioned the time line they are looking at for meters. Mr. Wadsworth informed her realistically five or six months. Mayor Schmidt commented on the people from 30th Street south having issues over the next two years. He has a problem charging them the same amount that the upper part is going to pay. Councilwoman Rhodes agreed. If you aren't getting the water, you shouldn't be paying for it. City Manager Hooper spoke of having meters throughout. After the meters are in place, if they still aren't getting water, they can have a differential or lower rate or pay for only what they use. Page -2- Council Workshop August 30, 3004 ~ , Q o City Manager Hooper asked for consensus if they should do the design and start with the study to implement the meters. The second part of this presentation will involve the funding source to be able to generate enough revenue to pay for the meters. Councilwoman Lichter asked if this kind of project will help us get what we are after with regard to the consumptive use permit. City Manager Hooper explained everything you do to conserve water gets you points for renewal of your consumptive use permit. Councilman Vincenzi questioned if anything they do with the system will be adequate anyway. City Manager Hooper explained the City has 3,000 customers now and the lines that are in place can handle 6,000 connections. The system can work but it has to have some controls and a better design. Councilman Vincenzi feels the customers should be limited. City Manager Hooper mentioned putting a moratorium on new connections until the problem is solved. There was a discussion regarding customers that are hooking up to reclaimed water being made aware of the problem. There was then a discussion regarding wells not being able to be put in in Florida Shores because of there being reclaimed water available, which is a County regulation. Mr. Wadsworth explained they have worked with the Health Department and if there is an area where they aren't getting any flow they deem it to be not available so they do have that option. Shawn Warren, Johnson Controls, introduced Mark Fosher, who described his role with Johnson Controls. Ms. Warren and Mr. Fosher made a Powerpoint presentation regarding the whole process of taking additional revenue or saved money and being able to convert that to capital improvement projects. (Attached) Bob Hill, Sensus, also provided information during the Powerpoint Presentation. Ms. Warren and Mr. Fosher answered questions presented by Councilwoman Rhodes. City Manager Hooper answered questions presented by Mayor Schmidt and Councilwoman Rhodes. Page -3- Council Workshop August 30, 2004 .' , o o There was a discussion regarding the financial aspect of the project. city Manager Hooper informed Council he needed some consensus and direction that if they are going to bring this back as far as a contract there is a draft of a contract that outlines their role. They do the study and show revenues that are going to be produced, savings that will match the revenue and the list of capital projects. Councilwoman Rhodes asked him to bring it up under his report so she could have time to think about it. Mr. Fosher made himself and Ms. Warren available to answer any questions. Councilwoman Rhodes would like to talk to one of the other cities. City Manager Hooper stated he has and agreed to bring it up under his report during the Regular Meeting.
