MINUTES
CALL TO ORDER
Mayor Schmidt called the Budget Workshop to order at 6:03 p.m. in
the Community Center.

MEE TING PURPOSE
The purpose of the meeting was to discuss the budget for FY
2003/2004 and hear a presentation on the Decade of Excellence
capital projects.
City Manager Hooper updated the Council on the changes that have
been made to the General Fund portion of the budget.
City Manager Hooper answered questions presented by Councilwoman
Lichter during his presentation.
City Manager Hooper then commented on the major deficit in the
Enterprise Fund which includes Water and Sewer and the deficit of
$14,000 in the Refuse Collection Fund. The Stormwater deficit is
about $114,000.
There was a brief discussion regarding the Debt Service and
refinancing.
City Manager Hooper spoke of increasing the reclaimed water
rates, stormwater fees, impact fees, and development fees.

city Manager Hooper informed Council at the Regular Meeting,
staff is going to recommend they continue as is with the budget
with the current millage. They are setting aside enough to
balance the Reserve Funds and continue with what had been in
place and what was deleted from last year.
Pat Card asked the Decade of Excellence Committee to introduce
themselves: Diana Adkins, Ferd Heeb, Robert Lott, and steve
Dennis.
Mr. Card made a presentation regarding the Decade of Excellence
capital projects to the Council that he will also be making to
other entities to promote these projects.
Mayor Schmidt thanked the Committee and staff that have been
involved with this and have put the presentation together.
Councilwoman Lichter asked for a schedule of where the Committee
will be going to present the Decade of Excellence. Mr. Heeb
informed her they have twenty entities they are scheduled to
address. Of the twenty, eleven are set and one has been done.
They are waiting to hear from eight other entities.
City Manager Hooper commented on the process the Committee has
followed and will follow to get the message out. They are not
appointed, they are a political activist that is registered with
the State and are able to obtain donations. There is no mixing
of public funds with private funds.
Mayor Schmidt asked Mr. Dennis why this is the right time for
them. Mr. Dennis spoke of the City taking on a dimension of
growth that has not been available to some of the other
communities, including an economic base as well as an industrial
base.
Mr. Heeb stated there is no such thing as the right time. The
situation is right now because interest rates are low but the
economy has turned. Hopefully they are at the bottom and from
here on out there will be an upswing. He feels the citizens of
this City recognize these facilities are inadequate.
Councilman Brown asked how much of an increase in cost it would
be if they waited two years before doing this type of project.
Mr. Heeb explained the interest rates have gone up and the longer
you wait the more it will cost.

City Manager Hooper further explained if they don't buy the bank
building it probably will get sold and that opportunity will be
gone and then they will be looking at $8 million for new
construction.
Mayor Schmidt opened up the meeting to the public. The following
citizens spoke:

Mayor Schmidt urged everybody if they need more information to
contact the volunteers or the City Manager so they can answer
everything they possibly can. He encouraged people to talk with
their friends if they believe in this. He also urged everyone to
pass on the information and phone numbers to their friends so
their questions can be answered.
ADJOURNMENT
Mayor Schmidt adjourned the Workshop at 7:04 p.m.
