09-28-1983 - Special r ~\ ,. u .0 "" CITY COUNCIL OF EDGEWATER SPECIAL MEETING SEPTEMBER 28,1983 MINUTES Mayor David Ledbetter called the Special Meeting to order at 10:00 A.M. in the Community Center. ROLL CALL Mayor David Ledbetter Councilman Melbourne Wargo Councilwoman Gigi Bennington Councilman Neil Asting Present Present Present Present Councilman Jack Spencer City Attorney Josel Alvarez City Clerk Connie Kinsey Police Chief Earl Baugh Present Present Present Present Mr. John Gross was in the audience and asked if he could speak to Council. MayorLed- etter advised him the only item on the agenda for this Special Meeting was the discussion of the Parks and Recreation position and suggested he bring his information to the regular Council meeting on October 3rd. Mayor.Ledbetter stated the City Attorney had asked to be excused to do some work in City Hall if his presence wasn't required and Council members agreed to his leaving the meeting. City Clerk Kinsey said the first job description in the package was the one presently used, the second was submitted by the Parks and Recreation Board, and the third was the one she proposed for adoption. She said her proposal combined the duties of Parks and Recreation and Buildings and Grounds. Councilman Asting questioned the last sentence under her proposal under "Nature of \~ork" which listed his authority and responsibility "within these departments". He felt it could be misunderstood to be authority over people in other public buildings. Councilwoman Bennington questioned if they still have a department called Buildings and Grounds and City Clerk Kinsey said there were three budgets involved. Councilman Wargo suggested the term "within the above mentioned departments". Council members agreed to this change. Councilman Wargo questioned a requirement that the person be a resident of Edgewater within one year of appointment. Councilman Spencer said they don't ask anyone else to do that. Councilwoman Bennington noted the two recent job descriptions for Public Works and Utilities had a sentence added under "Mi nimum Qual ifi cati ons" that was "Appoi ntment shall be by Resolution of the City Council and appointment shall continue during honorable conduct and satisfactory performance of service". Council members agreed to that addition. Councilman Spencer said in the second paragraph the phrase "advises the Recreation Board" should be "advises the Parks and Recreation Board". He suggested under the"Regular Duties" they should include evening hours since it involves supervision of athletic events. He suggested "these duti es woul d requi re worki ng some evenings". Counci hJOman Benni ngton suggested "flexible working hours". Councilman Wargo suggested "the necessary time to do the job". Mayor Ledbetter said we can't hire someone for eight hours and then have him come for overtime and there should be no overtime or compensatory time. Councilwoman Bennington suggested "all necessary hours to perform the job". Councilman Spencer said he still wants it to state evening or night hours. Mayor Ledbetter suggested putting a time clock out there for punching in and out. Councilman Wargo said he thinks it should be understood that he is a department head, the same as the Police Chief and Public Works, and overtime or compensatory time would not be expected when a salary was being paid. Councilwoman Bennington suggested "Hours will be flexible, i.e. some nights are required to perform the job". Ms. Ann Thomas, Vice Chairman of Parks and Recreation Board, said they understood the hours would be flexible and she didn't think there would be a oroblem but didn't think it would be fair to expect him to put in an extra 20 hours or so each week. Councilwoman Bennington said other department heads \~reexpected to work 40 hours. City Clerk Kinsey noted this flexibility in hours would not be reflected in his pay check. o o Councilwoman Bennington noted that department heads are on salary and it's based on a 40 hour week because of the computer but he should be flexible enough to adjust his schedule to have a morning or afternoon off when he has to work evenings. Ms. Thomas said there would be times when it would require more than a 40-hour week but there should be flexibility to divide the day. Councilman Asting said the person hired should provide the City Clerk with some type of schedule of hours, showing when he will be off during the normal work day. Councilman Wargo said they budgeted a certain amount for the job and he doesn't want to hear later on that the man is getting $23,000. or $24,000. with overtime for a job budgeted for $15,000. Ms. Thomas said an occasional 46 or 47 hours would be accepted but if he is working 60 hours then an assistant or help with those hours would be needed. Councilwoman Bennington said that would mean either the work load is too large or he's not doing his job right. City Clerk Kinsey said they'd have to re-evaluate it at that time. Ms. Thomas said the scheduling wouldn't be a problem except during the baseball season. Councilwoman Bennington said that could be handled administratively. Councilman Asting asked if baseball attracts more children to the program and Ms. Thomas said yes, because it's boys and girls. Councilman Asting asked if football was involved and Ms. Thomas said they're having a program through the Pop Warner League, and next year they'd probably start with flag football and others. Mayor Ledbetter asked how many weeks it runs and Ms. Thomas said it's March to June. Councilman Spencer clarified that it's a position like other department heaads, a City employee reporting directly to the City Clerk and responsible to the City Council and the Parks and Recreation Board would pay a large part in helping to advise the Council and City Clerk with this individual, but he would not be directed by the Parks and Recre- ation Board and will have other duties besides the recreation program. Ms. Thomas agreed to that. Councilwoman Bennington asked Ms. Thomas if she agreed with the revised job description and she said she did,and it seemed to cover everything. Councilwoman Bennington expressed concern about the "Education and Experience" as the time for experience was not specified. City Clerk Kinsey said it's difficult to put a time line as someone with lesser experience could be just as qualified as someone with more experience. Councilman Asting said it's up to Council when they interview the candidates to determine their knowledge of the sports in which the City engages. Council- woman Uennington said they also have to have knowledge of groundskeeping and maintenance. City Clerk Kinsey said carpentry experience would be very helpful also. Mr. Jack Corder, from the audience, said it's a dual job with two ~ositions in one. Councilman Wargo moved to adopt the job description as amended. Councilwoman Bennington seconded for discussion. Motion CARRIED 5-0. Councilman Spencer moved that as soon as it is retyped the City Clerk should advertise for the position. Councilwoman Bennington seconded the motion. Motion CARRIED 5-0. Councilwoman Bennington noted that Dennis Norman's appointment as part-time recreation director expires September 30th and she moved to extend this for a month pending the hiring of a permanent Parks and Recreation Director. Councilman Asting seconded the motion for discussion. Councilwoman Bennington amended this'to be until they hire someone. Councilman Asting noted that the person would be required to give a schedule of his working hours. -2- Special Council Meeting Minutes September 28, 1983 ~ . .. Q Q Ms. Ann Thomas asked if this extension of the position for Mr. Norman would be left up to him to make the decision~ and if he didn't want to extend the time, what would be done. Councilman Spencer said it could be acted on at Monday night's regular meeting. Mayor Ledbetter 'asked what duties would be necessary now and Ms. Thomas said it's soccer. Councilman Spencer seconded the change to Councilwoman Bennington's motion. Motion CARRIED 5-0. Councilman Spencer moved to adjourn the meeting. Councilman Asting seconded the motion.
