05-18-1983 - Special ~ u v . ; CITY COUNCIL SPECIAL MEETING MAY 18, 1983 MINUTES Mayor David Ledbetter called the Special Meeting of Council to order at 11:30 A.M., in the Community Center. ROLL CALL Mayor David Ledbetter Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer City Attorney Jose' Alvarez City Clerk Nancy Blazi Police Chief Earl Baugh Present Present Present Present Excused Present Present The purpose of the meeting was to determine the outcome of the workshop meeting that was held at 10:00 A.M., May 18, 1983. Councilman Jack Spencer made a motion to appoint Dennis Norman as part- time Recreation Director, paying him $100 per month compensation. Councilman Neil Asting seconded the motion. Mayor Ledbetter asked Councilman Spencer to amend the motion to read to the end of the fiscal year, on a part-time basis. Councilman Spencer agreed with the Mayor's suggestion - to the end of the fiscal year. Councilman Asting stated he did not think an amendment was necessary. Councilman Spencer reiterated that he did add it to his motion - that it would be a temporary position until the end of this fiscal year. Councilman Astimwanted it understood that Mr. Norman works for the Council, and he seconded the amendment. Motion on the amendment CARRIED 4-0. Councilwoman Bennington asked that the original motion be read back. City Clerk, Nancy Blazi stated: The motion was to appoint Dennis Norman part-time Recreation Director at $100 per month,compensation. Councilwoman Bennington asked if the $100 per month would now or would it be retroactive from the time he started. Spencer stated he had not intended it to be retroactive. advised if the motion carries, it will start as of today. Councilwoman Bennington stated that this is the first time she was aware that this group had a definite need, that EAA is no longer capable of doing this. She feels the entire situation has not been handled properly. It has not gone through the proper channels nor been presented to the Council right. This is her objection to the whole thing. She is 100% for recreation, she se~there is a definite need for this. She under- stands that if this goes through, it is temporary and at the end of the fiscal year and there is a need for a full-time Recreation Director, it is advertised, Mr. Norman will be considered - he will not be grandfathered into this position - it will be advertised and the proper procedures carried out to fill the position.
