05-05-1983 - Workshop .~ ~ v -' / " CITY COUNCIL OF EDGEWATER WORKSHOP OF MAY 5, 1983 MINUTES Mayor Ledbetter called the Workshop to order at 10:00 A.M. in the Community Center. The Workshop was for the purpose of interviewing applicants for the position of Part- Time City Engineer. Mr. Sam Tucker from Daytona Beach Shores was the first to be interviewed. Mr. Tucker had been working with Volusia County for a little over a year. Councilman Asting asked what area of civil engineering he's involved with and Mr. Tucker said it's mainly with roads and drainage. Mr. Tucker is registered in the State of Florida plus four other states. Councilman Spencer clarified that we do have a contract for engineering services with Briley, Wild and Council wants to reduce the total costs for engineering services by having a part-time engineer handle those things that don't require a full engineering staff. Councilman Spencer said he felt this position could be very helpful in site plan reviews and inspections. Mr. Tucker said he has done this in another state but hasn't been assigned to it in this area. Councilman Asting asked his ava~ability to Edgewater and Mr. Tucker said he thinks it would be flexible as he had planned to retire two years ago but inactivity isn't for him and he went to work with the County on a part-time basis and is now working full time. He said there's a question of the two different municipal organizations and if he finds out it must be one or the other, he feels this will be far more challenging than with the County. Councilman Spencer stated that this couldn't be guaranteed as to so many hours per week as it would be more lion demand". Councilman Asting noted that due to heavy rains, we are experiencing severe drainage problems and he knew that Mr. Copeland could use some professional advice in this area. Mr. Tucker spoke on the flood insurance program and said that for three years before his retirement he went back with the Federal Civil Service, with FHA and HUD. Mr. . Tukcer is retired from the Corps of Engineers. Councilman Asting asked his rate for engineering services and Mr. Tucker said this is negotiable and would depend on how much time he's needed. Mayor Ledbetter suggested it might work out better on an hourly basis to begin with. City Clerk Nancy Blazi noted that we get one or two site plans a week that we send up to our engineers. Councilman Spencer stated he'd like our City Attorney to notify Briley, Wild of our intent to hire a part-time City Engineer and to advise them of the extent of the work he'll be doing. Mr. Robert Christy, from the audience, asked if anyone signed a new contract with Briley, Wild, and said, if not, there's no contract with them. City Clerk Nancy Blazi said we're working under the old contract. Councilman Asting noted that bills from Briley, Wild are too vague and it wasn't clear just what the charges were for. Mr. Robert Christy suggested that Mr. Tucker get in touch with Volusia Council of Govern- ments to review their report on the aquifer. . ~ ,r '-J Q There was a discussion as to the possible number of hours the position would require at the beginning. Mayor Ledbetter suggested the possibil ity of being under contract so that the confl.ictof dual employment would not enter into the picture. Councilman Asting said one of his main concerns is the availability to the City. Mr. Tucker said he has looked forward to a consulting type of business on a part-time basis and has missed the pressure and challenge. Mayor Ledbetter asked Mr. Tucker if he had a set figure in mind if this was done on an hourly basis. Mr. Tucker said based on his current rate with the County which is about $15.00 an hour,plus he has fringe benefits, the r6ugh figure he'd be asking is $20.00 an hour, but this would be negotiable. Mr. Tucker said he would check with the County about the dual employment. Mr. John Webb of Winter Park was the next to be interviewed. Councilman Spencer explained the reason the City is looking for a part-time engineer and said they are concerned with the availability to the City. Councilman Asting asked if he'd been involved much in drainage work and Mr. Webb said he's involved in a drainage project right now at a hospital which has a serious problem. Mr. Webb reviewed his experience in construction when he was in school and when he just got out of college. He is presently a consulting engineer and is not employed on a full-time basis. Councilman Asting asked if he works by the hour or by contract and Mr. Webb said it depends on the project. Councilman Asting asked his hourly rate and he said it would be between $30.00 and $60.00 an hour. Mr. Webb noted that his office is right next to D.E.R. which is very convenient. He also said he's been involved in the grant process to quite a large extent and is working on a construction grant now. Mayor Ledbetter explained this would be small engineering projects and drainage problems since we do have a contract for regular services with Briley, Wild. City Clerk Nancy Blazi reviewed the engineering input into the site plan approval process. Mr. Webb said he has a graduate student working in his office in addition to the secretary, but the student is not a registered engineer yet. Council members reviewed the qualifications of both the applicants, their availability, and anticipated hourly rates. City Clerk Nancy Blazi said she felt whoever they decide on should sit down with our City Attorney and Briley, Wild representatives so that the responsibilities are clear. Council members agreed that Mr. Tucker would be best qualified for the City's needs and they would wait for his reply on dual employment with the .County.
