04-11-1983 - Special ~ ~ ~ '-> . u CITY OF EDGEWATER CTTY COUNCIL SPECIAL MEETING APRIL 11, 1983 MINUTES Mayor Richard McKillop called the Special Meeting to order at 10:00 A.M. ROLL CALL Mayor Richard McKillop Councilman David Ledbetter Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer City Clerk Nancy Blazi Police Chief Earl Baugh Deputy City Clerk Susan Wadsworth Excused Present Present Present Present Present Present Present The purpose of the meeting was to have further discussions with Mr. J. R. Bradshaw, an applicant for the Building Official position. Councilman Spencer stated that he had gone to Winter Springs to check on the references. He had talked to 11 or 12 people and all believe Mr. Bradshaw has a very good knowledge of the Building Official's duties and there were a lot of comments about honesty and integrity and that he has both of those. He had contacted the City Manager at Winter Springs and he would not comment and said if he had a written request held respond in writing to the request. Mr. Bradshaw stated he was pleased they had checked. He said the comment from one of the people Mr. Spencer contacted that he wanted to be City Manager couldn't be further from the truth, and he would have refused it had he been offered the job. Mr. Bradshaw reviewed his working relationship with the City Manager. He stated he got involved in politics there and didn't plan to do that here since he will not be living in this town. He stated he is very strict about anything that would endanger health or safety. Mr. Bradshaw reviewed the termination process from his former position. Mayor McKillop asked if he collected unemployment and Mr. Bradshaw said he had because they didn't have a valid reason to fire him. Mayor McKillop explained that the majority of the Council members had wanted a City Manager and that May 10th will be the election for the question of a City Manager. Councilman Spencer asked Mr. Bradshaw if he would be able to work effectively under a City Manager if it's determined to hire one since Mr. Bradshaw had made the statement earlier that a town of less than 45,000 did not need a City Manager. There was a discussion as to whether the Building Official position would fall under a City Manager or Administrator. Councilwoman Bennington noted that this is the first time the City has had a paid Building Official and before it was a contract. Mayor McKillop reviewed the key items in Mr. Murphy's contract that listed his responsi- bilities and duties. . Mayor McKillop reviewed the benefit package for all City employees which would be in addition to his salary,if Council so determines it, and this would be after the pro- bationary period. He stated a physical examination is required. He said the hours of work would possibly be flexible as he's paid a salary to get the job done. Councilman Asting noted that some hours had to be established for when he'd be in his office for building contractors to come in. Mr. Bradshaw stated that previously he'd be in the office in the mornings, out in the middle of the day, and returned before closing time. . Mayor McKillop reviewed the insurance package and the pension plan for City employees, plus the vacation policy for employees. , Q u Mayor McKillop asked Mr. Bradshaw if he felt that this is a one-man operation if he had a clerk do do the permits. Mr. Bradshaw said if itls done right, a town this size needed more than one person, but said he could get by. Councilman Ledbetter spoke on mobile home repairs and alterations with no City license and no City revenue. Councilwoman Bennington suggested combining the Planning Department and Building Department and sharing a secretary perhaps since the two departments coincide. Mayor McKillop suggested having the Building Official IS office in the planning area of City Hall and he could utilize the services of a clerk there. Councilman Asting asked Mr. Bradshaw if held accept the position of Building Official for the City of Edgewater for a probationary period of 90 days and a salary of $18,000. a year to start. Mr. Bradshaw said he will but he thought the salary was low and he couldnlt be expected to stay on for a long time at that salary. Councilman Asting said therels a City car available to employees and it could be used for inspections. Mr. Bradshaw said he had received mileage previously. There was a discussion about bonding for the Building Official and the Deputy City Clerk said this is automatically done. Mr. Bradshaw asked if he'd be considered for a salary increase at the end of the 90 days and Councilman Asting said if the evaluations show that he was the man for the position, that would follow. Councilman Spencer said the Council will consider that. It was agreed by Council members that Mr. Bradshaw was hired and Mr. Bradshaw said he would look around today and would be on payroll starting tomorrow. Chief Baugh offered to show him around the City to see the limits, etc. Councilman Asting moved that Mr. Bradshaw start Tuesday, April 12, 1983, on payroll for the beginning of the 90-day probationary period. Councilman Ledbetter seconded the motion. Motion CARRIED 5-0. Councilman Ledbetter moved to adjourn the meeting. Councilwoman Bennington seconded the motion. Meeting was adjourned.
