04-08-1983 - Special Emergency ,'"'- r ~ Q u CITY OF EDGEWATER CITY COUNCIL EMERGENCY MEETING APRIL 8, 1983 MINUTES Vice-Mayor David Ledbetter called the emergency meeting to order at 3:30 P.M. This meeting was called by Mayor Richard McKillop on the subject of emergency road repairs. ROLL CALL Mayor Richard McKillop Vice-Mayor David Ledbetter Councilwoman Gigi Bennington Councilman Neil Asting Councilman Jack Spencer Arrived Present Present Present Present later City Attorney Jose' Alvarez City Clerk Nancy Blazi Police Chief Earl Baugh Excused Present Present Councilman Asting moved to recess until the Mayor's arrival. Councilwoman Bennington seconded. No roll call was done as Council was in agreement. Mayor McKillop arrived and had Superintendent Earl Copeland read in the locations of the problems. It is 31st and Juniper, 32nd and Juniper, 35th between Lime Tree and Mango Tree, 34th Street between Travelers and Umbrella Tree, 26th Street between Travelers and Umbrella Tree, 24th Street between Travelers & Umbrella Tree, 20th Street between Travelers and Umbrella Tree, and on Umbrella at 16th. He stated these are 36" pipes. Mayor McKillop stated he'd looked at this today with the Superintendent of Public Works and felt the Council should come into emergency session on this because the streets had fallen in and there was imminent danger to pedestrians or traffic even though they had been barricaded. Councilwoman Bennington moved that this is an emergency. Councilman Ledbetter seconded the motion. Motion CARRIED 5-0. Councilman Asting asked if all areas had been barricaded and Superintendent Copeland advised that Lamb barricades had been installed. Mayor McKillop stated that Florida Culvert can supply the pipe no earlier than Tuesday if we act today. Superintendent Earl Copeland said this is the county bid price, and price is $677.60 per pipe for the 36 inch in diameter,40 foot long. There is an immediate need for 7 pi,pe but it was suggested spares be ordered. There was a discussion about the patrol of the area on a regular basis and Superintendent Copeland said he'd have personnel ready in an emergency. Councilman Asting moved that the Street Department be authorized to purchase 10 pipes on County bid prices to repair the roads as listed previously. Councilman Ledbetter seconded the motion. Motion CARRIED 5-0. Superintendent Copeland asked Council permission to hire two more people due to the busy season we're in and use them on a temporary basis with only worker's compensation being paid. There was a discussion regarding the number of days so that unemployment will not have to be paid. Mayor McKillop stated that he wants them to be doing drainage type work to keep the water flowing, and no motion is necessary since the City Clerk has the power to hire. The City Clerk said the maximum days should be 59 so that unemployment will not have to be paid. Councilman Ledbetter suggested contacting E.V.E.R or E.V.A.C. in case they have an emergency in that area. Police Chief Earl Baugh said that all dispatchers will have a copy in front of them for taking calls. Mayor McKillop said that if any more should fall in over the week-end, all Council should be advised. Councilwoman Bennington moved to adjourn the meeting.
