04-07-1983 - Special 11""--- / u o CITY OF EDGEWATER CITY COUNCIL SPECIAL MEETING APRIL 7, 1983 MINUTES Mayor Richard McKillop called the Special Meeting to order at 10:00 A.M. This meeting was called for the purpose of interviewing applicants for the position of Building Official and to take some sort of action in regard to this vacancy. Council agreed to this. The first applicant to be interviewed was Mr. J. R. Bradshaw. Council members asked various questions such as: his current job status, why he left the City of Winter Springs, his previous budget and city's population, number of employees under his super- V1Slon, his previous salary and his various duties and responsibilities there. Council- man Spencer reviewed the number of permits issued here in February and their valuation. Mayor McKillop reviewed the previous months number of permits. Mr. Bradshaw stated he usually got mileage for travel and rarely used a City vehicle previously. Mr. Bradshaw said he ran a strict department, but not an unreasonable one. There was a discussion as to how site plans were handled and the installation of culverts. The next applicant was Mr. Damy Cabrera. Mr. Cabrera reviewed his past experience when he was with the U. S. Embassy in Vietnam. He had functioned similar to what Corps of Engineers does. He had received a degree in electrical engineering in Manila. He has been working in the Daytona Beach area for about three years. Councilman Spencer asked if he was familiar with the Southern Building Code and Mr. Cabrera said he has been reading it in the Volusia Library. He is familiar with the National Electric Code.' Councilman Asting asked if he is a United States citizen and Mr. Cab~era said he is not yet but has applied for it. He said he does have experience with construction inspections and plumbing inspections also. Councilwoman Bennington noted that we are under the Standard Building Code which is put out by the Southern Building Code. Councilman Asting moved to recess until 1:00. Councilman Spencer seconded. The meeting was recessed until the 1:00 interview. Meeting returned to order at 1:00 P.M. All Council members were present. The third applicant was'Mr~ George Cinque. His resume was reviewed. He was a replace- ment inspector in various areas for vacations or illnesses. He stated held like at least $20,000. as a salary for this position, and said held relocate if he is chosen. Mr. Cinque reviewed his background since he left the City of Margate in 1975. He'd also been employed by the City of Lantana which had about 6,000 in population, and had worked in the City of Boca Raton. Mr. Cinque said he would be available to start work immediately as he's working just part time now. He said he helped to establish the Code Enforcement Board in Lantana. Council reviewed the three applicantsl qualifications and the answers given to their questions. There was a discussion regarding the salary and a probationary period. Council seemed to feel Mr. Bradshaw was the best qualified of the three applicants interviewed. Councilman Ledbetter suggested offering the job to Paul Loeffler on a temporary basis. ~ -.;;. Q u Of the three interviewed, Councilman Ledbetter felt Mr. Bradshaw would be best able to work with Council. Councilwoman Bennington said she was inclined to go with Mr. Bradshaw and she got a good impression from him. She stressed the urgency of hiring a Building Official immediately. Councilman Spencer felt it would be more desirable to have two top candidates and have to pick from them but we donlt have that situation as Mr. Bradshaw is clearly the top one here. He felt we should know more about Mr. Bradshaw and wished Mr. Bradshaw was more knowledgeable about the City and the job. He thought we could find all this out in a 90 day probationary period. Councilman Ledbetter suggested going over to Winter Springs to talk with people there about him. Councilman Asting moved to hire Mr. Bradshaw for a 90-day probationary period. Councilman Spencer seconded the motion. Councilman Asting added to offer him a starting salary of $18,000. Councilman Spencer offered an amendment to the motion that for the 90 day period, in addition to this being a starting salary, that he use his own vehicle and get paid the standard mileage of the City, which is 21~ a mile. Councilman Asting seconded the amendment. There was a discussion regarding the City car versus the personal car insofar as liability of the City is concerned. Roll call on the amendment CARRIED 4-1. Mayor McKillop voted NO. Roll call on the amended main motion CARRIED 4-1. Mayor McKillop voted NO. Mayor McKillop noted that again he was not able to make his comment before the motion was made. Mayor McKillop suggested one person from Council could travel to Winter Springs and make a report back to Council on Mr. Bradshaw. Councilwoman Bennington said she felt that was a good point and in this 90 day period we ought to investigate him thoroughly to make sure and if it works out for them then they have a thorough background on him and she makes that motion. A second to the motion could not be distinguished on the tape as more than one speaker was heard simultaneously. Roll call on the motion CARRIED 5-0. Councilman Ledbetter moved to authorize Mr. Spencer to go to Winter Springs and do the checking and to compensate Mr. Spencer for the out-of-pocket money helll spend, or Mr. Asting, and bring a report back to the Council. There was a discussion as to the various places to check in Winter Springs to get the information. It was agreed that if the report is favorable, a Special Meeting will be called on Monday to have the final interview. Councilwoman Bennington seconded the motion. Motion CARRIED 5-0. Councilwoman Bennington moved to adjourn. Councilman Asting seconded. Meeting was adjourned.
