MINUTES
Vice Mayor Gigi Bennington called the Workshop to order at 10:00 AM in the Community
Center.

The workshop was called to discuss pending items with department heads and to set the
priorities on them.
City Clerk Kinsey said that Mrs. Muriel Williams was present and had a problem with Earth-
quake Magoons and requested to speak to Council.
Mrs. Muriel Williams said she applied for an occupational license for a business that is
about ready to open and she was told that the main problem was the parking in the area.
Vice Mayor Bennington asked where the business would be located and Mrs. Williams said
it's the Park Avenue West building. Mrs. Williams said she was told when she applied that
after she got the County and Health Department approval she could get the license and
then was told she would have to wait for the November 7th Council meeting. She said she
already had a lot of money involved in the rent of the building. She asked why she would
have to wait as she thought the parking question had been taken care of.
Councilman Asting said this is a matter that full Council should hear and could be brought
up at a Special Meeting before November 7th. Councilman Asting asked Mrs. Williams if
she's renting the building and Mrs. Williams said yes.
Councilman Spencer said he needed to talk with the City Attorney and was not prepared
to say what they could or could not do.
Mrs. Williams noted that there was an order put in to have the parking area're-striped.
Vice Mayor Bennington said that was one of the conditions that Frank Hall had agreed to.
Councilman Wargo asked if they'd consulted with somebody before startinq with it because
they had the same problem at the other end of the building with not enough parking spaces,
and according to the Code, they have to have so many parking spaces.
Mrs. Williams said she thought the additional lot at the end would affect her and Council-
man Wargo noted that it doesn't affect her, it was just for the restaurant.
Councilman Asting asked the type of business and Mrs. Williams said it's a beer and wine
bar. Councilman Asting asked if the restaurant at the other end has a beer and wine
license and City Clerk Kinsey said she thought they do.
Vice t1ayor Bennington noted that it's a unique situation with the building that was
originally designed for one thing and now it1s being used for other things. She said
she thought Council needs to look at several things before they issue a license, such
as the question of emergency vehicles in the back and the deliveries. She suggested
scheduling a Special Meeting.
Council members agreed to discuss it October 25th at 9:00 A.M. in a Special Meeting.
Councilman Spencer said he would not be available for the meeting but he agreed that
it should take place.
Mrs. Williams asked if it was the beer and wine bar that was a problem as she wanted to
keep it like a family thing. Vice Mayor Bennington said she thought it was the entire
building, the concept, the parking, and emergency vehicles. Mrs. Williams said they don't
have that many seats in there, just a few bar stools and a few tables, and one small booth.
Vice Mayor Bennington said that delivery in the back would be a problem. Councilman
Wargo noted that you can't back out of the front spaces if there are cars parked in back.
Mrs. Williams said she couldn't understand how it could have got this far without stopping
them, and asked if they could use the additional parking that was provided and Vice ~ayor
Bennington said that was strictly for the restaurant.
Council then continued with the scheduled workshop.

Police Chief Earl Baugh said he had four items to review with Council and he felt
that the need for more room should be a top priority. Vice r'1ayor .. Bennington asked
how much additional room it would provide if they got the EVER room and Chief Baugh
sa i d it woul d double the space they now have. Vi ce r'1ayor Benni ngton asked how the
911 equipment would fit and Chief Baugh said it would be in a storage room. Councilman
Asting noted that they'd discussed the fact that there was no place to hold prisoners
and Chief Baugh said they intend to do it in the Rescue Room and it could be called an
interview or conference room so that no additional bathroom facilities would be needed.
Chief Baugh discussed the way he could set up the room if it becomes available. Vice
Mayor Bennington said they'd discussed using that room and he could draw up plans in
case it becomes available. Councilman Spencer noted that they had scheduled a meeting
with the Fire Department and he didn't think they should take any action regarding plans
until something is determined.
Chief Baugh said the second priority is the base station and held talked with Motorola
and they'd told him all they could do was bill the City and have the other people pay
for it. Councilman Asting asked who was providing the money and Chief Baugh said the
business people had collected $2,600.00. Councilwoman Bennington noted the money is still
in Federal Revenue Sharing and they could donate the money into the General Fund, as
that's where all contributions have to be placed.
Vice ~layorBennington asked the Chief to explain about the license and requirements.
Chief Baugh said held talked to the City Manager regarding the license, and was directed
to apply for the license, and he received it within three months from the time of applying.
He said he wanted the water-sewer-garbage on another frequency and they agreed to pay
their share of it. He said they can still talk to them in an emergency but normal calls
will be on their frequency and emergency calls on the Police frequency. He said if they
donlt put it into operation within a year FCC can recall it because they might need it
elsewhere and they're hard to obtain. He said they'll have to pull it off the license
if they're not going to use it.,Vice Mayor Bennington noted that if the license isn't used
it can be taken by FCC and if they need it in the future, they can force them to go to
another ban which is very expensive as they'd have to convert everything in the City.
Chief Baugh said it would be a mimimum of $30,000.00. Councilman Asting said he agreed
they need another frequency but he doesn't like private interests buying equipment for
the City. Councilman Wargo noted that it puts the Police Department in an obligated
position, and asked if a new tower was needed. Chief Baugh said no, but they can only
go 30 feet up now. Councilman Wargo asked why they want to change their frequency now
and Chief Baugh said it's for emergencies and it's cheaper to do the Police rather than
the other departments because of pagers and Police radios, etc.
Chief Baugh suggested the purchase of a video recorder for DWl cases and said it costs
about $1,800.00.. Vice Mayor Bennington noted that she was very upset when she found out
that they were collecting money to fund a City department for equipment the Council had
turned down. Councilman Spencer said he saw no problem with it because the citizens
felt a need for it and he agreed that the City should pay for it. Chief Baugh said held
have to be authorized to order it from FRS if they agreed to it and Vice Mayor Bennington
suggested it be on the November 7th agenda.
Chief Baugh reviewed the type of recorder and its functions. Chief Baugh said he has the
specifications for the new vehicle and wanted to add that it have a solid frame. He said
he would check with the State bid price for last year's vehicles. City Clerk Kinsey noted
that the State bid time expired in August and held have to go with regular bids. Council-
man Wargo suggested they add standard nuts and bolts to the specifications. Councilman
Asting asked about a policy on hot pursuit and Chief Baugh said they donlt have it and
they call Oak Hill or New Smyrna Beach. Vice Mayor Bennington noted that the Chief is
preparing a training manual so all new officers will be trained the same.
There was a short recess for changing the recorder.
Chief Baugh said the new dispatcher applications have been narrowed down to three and
asked if Council wanted to see resumes. Council members did not feel they needed to
review them. He said he'd talked with the City Clerk regarding an advertisement for
the patrolman vacancy to fill Tod Garthwaite's position. Vice Mayor Bennington said
that Council should be aware of when they do the testing. Councilman Spencer said held
like to come to the oral testing, and also that Council needs to adress more facilities
besides the Rescue Room. Chief Baugh noted that held sent the paperwork in for a grant
but hasn't heard anything back yet.
Chief Baugh asked to be excused from the meeting at this time and Council members agreed.

Utilities Superintendent Terry Wadsworth submitted a written list of priorities. He
said the first was the lift station rehabilitation project and they're waiting for money
to build up in the Wastewater Development Fund. He said there's about $120,000. and they
need $137,000. Councilman Asting asked why they couldn't start the program now and do
more later on. Mr. Wadsworth said moving it three times would cost a lot more than a
package deal for three at one time. He said he'd like to get authorization to start
permitting with DER as he felt he'd be deluged with applications for permits due to the
new impact fee going up in December. He said this was included in the budget.
City Attorney Alvarez arrived at the meeting at this time, 10:57 AM. He asked if his
presence was needed and Council members agreed it was not.
City Clerk Kinsey asked about bids if all three are going on line at one time and Mr.
Wadsworth said the 811 force main would have to be started soon and they have to go
down under the FEC tracks, but that's part of the contract.
Mr. Wadsworth said he's beginning on the inflow infiltration program and explained the
use of the TV camera to show where the problems are. He said if there's a major deflection
in the pipe, that would be the only instance where they'd have to dig it up. Mayor
Ledbetter noted that they need to get someone bonded before they go onto FECproperty for
road boring. Mr. Wadsworth said you write a letter of intent to FEC instead of getting
a permit from them now. He said they'd start at the North end of town as that was one
of the worst sections. He spoke on the smoke test to check for illegal use of sewers.
Vice Mayor Bennington asked that she be notified when they do some of this testing as
she'd be interested in seeing it. He noted how the flow at the sewer plant increased
drastically when they had heavy rains and said they also have exfiltration sometimes.
He said they'd run a cost benefit study after the project is done. Councilman Asting
said he'd be interested to know if the rate of flow has dropped after the grouting is
done. Mr. Wadsworth noted that #4 is having an hour meter installed to see how much
they run. Councilman Asting said some cities reline their lines but it's very expensive.
Mr. Wadsworth stated they are permitted for the Lo\~ Pressure Sewer System until October
3, 1984. He said there could be a problem going onto the City road way because of the
weight of trucks driving over it. Mayor Ledbetter said he was concerned about working
on private property with taxpayers' money, and that the fiberglass septic tanks could
cave in. Mr. Wadsworth said it would be a good solution for Florida Shores but they
have a problem because of the way it's platted out. Mayor Ledbetter said that's not
solid waste but just gray water and there could be a problem with homes that have been
in existence for some time and need pumped. Mr. Wadswoth said they'd planned to pump
all the homes in that section and he'd like more time to talk with the City Attorney on
this. He noted that he could get an extension on time if necessary. Vice Mayor
Bennington asked if any grants were available for that and Mr. Wadsworth said that
Florida Shores would not qualify becauseiof sufficient density~. Councilman
Spencer said the Water Quality Assurance Act OT 1983 specifies they keep to 4 septic
tanks per acre and if they don't put in the sewer system, they'll have to do a building
moratorium. Mayor Ledbetter noted the Health Department would have to do that as the
permitting agency. Councilman Spencer said the City might be able to get State grant
money and suggested talking to the City Attorney about it regarding the bonding require-
ment. Mr Wadsworth noted that EPA funding is through the State and is now 55-45, and
there was a possibility of a higher amount through innovative and technology for the
sewer system. Councilman Spencer said there's a special fund established for small cities.
Mr. Wadsworth said he needs two more units of the lift station monitoring system and
he spoke of the home on South Riverside Drive that has problems when one lift station
goes out. He said the monitoring system would show just where the problem is when
lifts on the lift stations don't work. Vice Mayor Bennington asked the cost and Mr.
Wadsworth said about $1,800. for the two additional units and that it was budgeted.
City Clerk Kinsey asked if they need to go to bids and Mr. Wadsworth said no, they're
sold as a package.
Mr. Wadsworth noted that lightning this year knocked out several pieces of equipment
and the surge suppressors were impossible as one surge of lightning blows them out.
He said he's checking prices with Delco.

Water Plant - Mr. Wadsworth said they've tested and are awaiting results regarding the
filter media replacement and he reviewed the process of getting fuemedia in when it's
received. He noted that they got about 4! years from this media system. He said they
need to replace the 12" water line right after the 8" force main and lift station rehabili-
tation is done. There was a discussion as to how and where the 12" line would be reduced
to 8".
Mr. Wadsworth said a recarb detention tank will help the life expectancy of the filter
media system and if they enlarge the plant, they'd have the logistics as to where every-
thing is located. He said prices are $13,000. to $17,000. for a concrete tank.
Vice Mayor Bennington asked how much this would increase the life expectancy and Mr.
Wadsworth said it could possibly be 2 or 3 more years, and the $17,000. would double
the capacity. Councilman Wargo commented on the lime and lamp black used and Mr. Wads-
worth said those last a lot longer. Vice Mayor Bennington asked if they have to stay
with the system they have now when they expand the plant and what is more cost efficient on
a long term. Mr. Wadsworth said he didn't see much option except to expand the present
plant and according to the County, the location for the next wellfield should be near
Lake Ashby. Vice Mayor Bennington asked if they will be able to get the necessary things
in the future if they stay with this system, and Mr. Wadsworth said he didn't foresee
that being a problem. Vice Mayor Bennington asked if they'd have to abandon the present
system if they decide to go to the conventional one, and Mr. Wadsworth said it could be
used as a repumping treatment plant. He noted that if they expand the present plant by
about 50% it would cost approximately $183,000.00. There was a discussion about the
expected growth and time line for the need of this plant. Councilman Wargo asked about
the present capacity and Mr. Wadsworth said its, 1,440,000 gallons daily and it's
1.8 MGD on the wells. Vice Mayor Bennington said she didn't want to spend about $200,000.
and then have to do it again in 3 to 5 years, and she thought a comprehensive study should
be made. Mr. Wadsworth said he agreed and that was why he needed to know the status of
Briley, Wild. There was a discussion as to whether the Council wanted to stay with Briley,
Wild or consider another engineering firm. Mr. Wadsworth noted that he'd like to be
present to give some input when they review Briley, Wild.
Field Operations - Mr. Wadsworth said they're trying to finish the section east of FEC
and that will provide water to every building lot in Florida Shores. He said they need
to do the 6" lines on the cross streets for pressure, fire protection, etc., and this
will be going on for the next few years. He said they'd start to get returns from their
investments and will not have to expend so much money now.
Vice Mayor Bennington suggested a recess at this time, 12 noon, until 1 :00 PM.
Workshop session was re-convened at 1:03 PM.
Public ~'orks Superintendent Earl Copeland and Supervisor Bobby McFarland spoke to Council.
Mr. Copeland said one problem is trash disposal and at present they burn trash in the
area between the City barn and the #2 fire station. He said he'd talked with DER and
they told him they have nothing to do with burns any more and he was turned over to the
Forestry, then when he talked to Forestry they told him that the Chief determines if he
can burn. He said that Bobby McFarland tries to burn trash each Wednesday in the morning
so it can burn quickly. He said when they burn big piles they take the Fire truck out
there during the burn, and they always notify the Police Department when they burn. He
said they pick up 8 to 10 trucks a day and reviewed a procedure of picking up by zones
and do one each week. He said they'd make allowances when there's a storm. Council
members agreed that all residents would have to be advised of this so that they're fully
aware of when their pick up would be. Mr. Copeland suggested splitting it at Indian River
Boulevard and Vice Mayor Bennington said they could try it for 2 or 3 months to see how
it works, and could use another truck if there's a storm. Councilman Asting suggested
the first and second weeks for North of Indian River Boulevard and the last two weeks
would be South of Indian River Boulevard. Vice Mayor Bennington suggested putting the
notice on the water bills in the month of November and starting it December 1st, and
she said she thought it should be posted around the City and in the newspapers. Mr.
Copeland noted that this would be anything but a special pick up for which the residents
pay an extra charge. Mr. Copeland said that since August 1, 1983, they have had 102 new
customers for garbage and that they're running close on the tractor and trailer and they
need to plan for another in the future. There was a discussion as to the number of trips
to Tomoka each month, the condition of the present tractor and trailer, and the possibility
of dumping back into a trailer for hauling when the tractor returns from a trip. City
Clerk Kinsey noted that there's a equipment reserve fund and it could be used for this.

City Clerk Kinsey suggested putting the third truck on when it gets busier and splitting
the routes up. Mr. Copeland said it works better with 3 men and it isn't so much wear
and tear on the trucks with the constant stopping and starting. Mr. Copeland referred
to using the Oak Hill landfill and said that due to tree limbs that tear the nylon tops
and the lack of space to turn around there, he didn't feel it was beneficial to the City.
Councilman Spencer asked about buying a yard tractor rather than an over the road tractor
due to the difference in cost and Mr. Copeland said you have to have the hydraulic system
that works with the tractor. Vice Mayor Bennington asked the cost of a new rig and
Mr. Copeland said it would be about $80,000.00. Vice Mayor Bennington asked the life
expectancy of a new rig and Mr. Copeland said it should be about 10 years with good care.
Councilman Asting asked the cost of just the tractor and Councilman Wargo said it would
be $35,000. to $50,000. Vice Mayor Bennington suggested buying a new tractor and getting
a trailer later. Councilman Spencer said he was concerned that the trailer is what is
needed for dumping. Vice Mayor Bennington asked if the tractor or trailer was needed the
most and Mr. Copeland said the trailer would be. Councilman Spencer and Mr. Copeland
reviewed the process for the semi-automatic garbage loader.
Mr. Copeland said he and Bobby McFarland had talked about four 10-hour days per week with
Wednesdays off. Mr. McFarland said it would get to the point where they cannot pick it
all up in an 8-hour day. City Clerk Kinsey noted there could be a problem with a break-
down with no mechanic or supervisor there. Mr. McFarland said they'll soon be working
overtime to get the routes done. Mr. Copeland noted that they check around noon and if
they see then that they'll have to run overtime, they take a man from each truck and start
from the other end of the route. Council members agreed that it could be done if they
keep in mind that holidays are based on 8 hours. Councilman Asting asked .if Bbsenteeism
is a problem and Mr. Copeland said it is. Councilman Wargo suggested hiring women as they
are more dependable. There was a discussion regarding limitations on weight, etc. where
women are concerned, and also the possible use of plastic bags for all pickups. Mr.
Copeland suggested waiting until middle November or when the business picks up to go
into the 10-hour day and Council members agreed to that and asked that they be notified
when he starts it.
Mr. McFarland presented a list of personnel needs. Mr. Copeland reviewed the amount of
time and personnel for culvert installation each month. Councilman Wargo suggested they
use Wheeling Steel for culverts as he felt they were better than U. S. Steel. Council-
man Asting asked if the extra people were budgeted for and City Clerk Kinsey said the
budget was based on previous culverts and these had increased drastically. Councilman
Wargo noted that it makes a lot of difference in the drainage problems. City Clerk Kinsey
noted that they corrected the problem at Bob Rosa's residence. There was a discussion
regarding the wages needed for the various classifications that were requested. There
were 5 positions; 1 grader operator, 1 mechanic's helper, 2 laborers, and 1 laborer for
rear mower operating. Councilman Wargo noted that it would be $53,750. with the fringe
benefits. Councilman Spencer questioned how the budget review in August didn't show
this since it's only been two months. Councilman Asting suggested having only the two
laborers and one mechanic1s helper and Councilman Wargo noted that would take it down
to $29,000.
Mr. Copeland said the 18th Street Canal, which is the main canal, was not cleaned by
Mostquito Control any longer. He said held been given an estimate to clean it for $1.00
a foot and he measured from Umbrella Tree to Riverside Drive and it's about 1.3 miles
plus a short strip between Evergreen and Fern Palm that's about 500 ft. Vice Mayor
Bennington noted that's for one cleaning only and asked how long that would last. Mr.
Copeland said it would be next Spring and that it requires a drag line, which they don't
have, and it would be about $6,366. when you subtract the cross overs and intersections.
Councilman Asting asked if anyone else has a dragline and Mr. Copeland said that Doug
Cole has one but he didn1t think he'd move it because of the size. Councilman Asting
asked the price to buy a dragline and Mr. Copeland said about $100,000.00. Mr. Cope-
land suggested renting a dragline and hiring an operator as it shouldn't take more than
two weeks. Vice Mayor Bennington suggested going out for bids, as she thought the
drainage canals should be a top priority. She noted that some canals in Florida Shores
are in bad condition and they need to set up a system to do them on a regular basis.
Mr. Copeland said a problem is with trees and overgrowth on the sides of the ditches
where they don1t have an easement. Councilman Wargo said they'll have to ask a responsi~
bility of the people on the canals to keep the sides of the ditches clean. Vice Mayor
Bennington noted that the new streets have a problem with uniform drainage and Councilman
Wargo said the Building Offical needs to check this. Vice Mayor Bennington said they need
to do this for the existing ones and suggested Council state that all existing houses
have to meet these requirements, but she didn1t know the legal ramifications. There was
a discussion regarding floor elevations and the problems that are occurring.

Vice Mayor Bennington noted that if they plan to amend ordinances, they have to also
determine how and who will enforce them. City Clerk Kinsey said they could have the
new City Engineer start on a master drainage plan. Mr. Copeland stated if they cut
the ditch lines back to where they were originally in Florida Shores, the water will
run smoothly. City Clerk Kinsey suggested Mr. Copeland get the specifications ready
for the Council meeting on November 7th. Council members agreed to discuss this at the
Special Meeting planned for October 25th.
Mr. Copeland said they do need a grader and a roller, but he didn't think he could get
a roller for the $6,000. that was budgeted. Council members suggested he put this on
the list for Federal Revenue Sharing that is due on the 21st. Councilman Spencer asked
about the back hoe and Mr. Copeland said it's in the same category as the grader.
City Clerk Kinsey said she'd received a letter from Reggie Williams of the Community
Development Block Grant regarding the paving or resurfacing of some of the streets.
She said she had Mr. Copeland list them by priority and asked Council if they agreed to
his list. Councilman Spencer asked about Mango Tree and Mr. Copeland said he was called
by Mr. McDonald and asked why they couldn't share the road with the County. He said
that was 16th Street to Park and Mango Tree, and there was a discussion as to what the
City owns. Vice Mayor Bennington suggested the City Clerk find out the legal status of
Mango Tree. Mr. Bobby McFarland said if they get the roller and extra men, they'll be
able to do more paving. There was a discussion about the $150,000. taken from the Public
Works account last year.
It was decided to wait for the new Parks and Recreation position to be filled to review
that section.
Councilman Spencer asked what streets were to be done with the recapping money that was
set aside, and Mr. Copeland said they'd contract this out and would get bids with a
cutoff point. City Clerk Kinsey suggested he do a list of resurfacing needed on a
priority basis. Mr. McFarland noted that if they get the roller they'll be doing strip
paving on short sections only.
Councilman Spencer asked about the personnel and Vice Mayor Bennington said Council will
have to work that out. Councilman Spencer questioned where funds would come from to hire
additional people. City Clerk Kinsey said that quite often Mr. Copeland has an employee
on a worker's compensation claim and he has to continue paying and the person isn't there
to do the work. Mr. Copeland noted that they need to hire qualified people, not just a
laborer they have to train.
Councilman Spencer asked about the air horn on Virginia Street and Mr. Copeland said held
talked to Florida Power & Light and Mr. Makie and it's scheduled to be moved again the
following morning.
Vice Mayor Bennington suggested that Mr. Copeland give them a cost for keeping up the
equipment in the Street Department.

City Clerk Kinsey noted that the Parks & Recreation Board had meet with the President of
the Shuffleboard Club and they suggested a lease agreement with them. Mayor Ledbetter
reviewed the history on the use of the Shuffleboard building. Councilman Wargo noted
that they are dealing with a private enterprise. Councilwoman Bennington suggested an
agreement be drawn up with their schedule to be worked in with other uses. Councilman
Wargo said he thought anyone should be able to use the court. Mayor Ledbetter said
anytime they don't have a tournament, it should be open to the public. Councilman
Asting suggested the Parks & Recreation Superintendent could schedule the use of the
building and the use would be requested through him, and that it be on a first come,
first served basis. Councilman Spencer said the new Superintendent could set up the
schedule like he would for other public facilities, and Councilman Asting noted that Council
has to back him up if he1s given that responsibility.

There was a discussion about the costs for using the Community Center and Shuffleboard
facilities and Councilman Wargo stated that nobody should make an enterprising business
out of the facilities and then not be charged for using them. City Clerk Kinsey said
she'd talk with the City Attorney since the Shuffleboard group had purchased equipment
there and woul d di scuss it with the Parks and Recreation Superintendent.
City Clerk Kinsey said there were problems with occupational licenses and parking and
Councilwoman Bennington said that she and Susan Wadsworth had been working on permitted
uses in the different areas and parking should be included in that. Mayor Ledbetter
noted that the State sets the criteria for parking for some businesses, and he suggested
writing to Tallahassee to get guidelines. Councilwoman Bennington said when they finish
their work on the permitted uses, they'll send them to Planning and Zoning for their input
to Council.
City Clerk Kinsey asked about a workshop to discuss video games as the City Attorney could
not draw up an ordinance until he knows what is wanted in it. There was a discussion
about video games where alcoholic beverages are sold. Councilman Asting said the games
should be limited to certain areas and Councilman Wargo said the biggest problem is with
the kids congregating outside the buildings. Councilwoman Bennington noted that the video
games at the Aqua Park Pool were at a good location with supervision. Councilman Wargo
suggested posting "no loitering" signs and trying to enforce it, and he suggested getting
a committee from the PTA, the Fire Department, the Parks & Recreation, the Minister~pl
Association, and the Junior High School to work on this. City Clerk Kinsey said she'd
bring thi s up under her reports on November 7th. Counci 1 members agreed ttfat they woul d
have them report back to Council within 60 days.
City Clerk Kinsey brought up the subject of damage that contractors and subcontractors
do to City property. Councilman Asting said he thought the Building Official could
enforce it and if they fail to comply, it could come before the Citizen Code Enforcement
Board. She said that ~1r. Copeland had given them a set of specifications regarding how
the road has to be put back where there are cuts and Council members agreed that an
ordinance would be needed for that. Councilman Asting noted that the Building Official
needs to inspect that when he inspects the building site. Councilman Wargo commented
on how Perry Barrett is beautifying the entrance area to the Wildwood subdivision.
City Clerk Kinsey said she'd bring up on the November 7th agenda the back up from Mr.
Copeland regarding driveways. Councilman Wargo said the Building Code Board should look
at that.
City Clerk Kinsey asked about Ordinance 606.01 and Councilwoman Bennington noted that
the City Attorney has that.
Councilwoman Bennington asked about the parking between New Hampshire and Louisa and
City Clerk Kinsey said the State agreed to prohibit parking there.
City Clerk Kinsey asked about the workshop for Civil Defense. Councilwoman Bennington
suggested having it with their next Civil Defense meeting. Councilman Spencer noted that
it was suggested they have Civil Defense directly under the Police force and he felt
Council should consider this. Mayor Ledbetter suggested furnishing each Council member
with the State requirements for Civil Defense, and he noted that if something happens in
Edgewater, the responsibility is with the Council members. Councilman Spencer stated
they'd have to change ordinances if they plan to operate it that way and they need to
discuss it. Councilman Wargo said the Civil Defense Oirector is needed to keep the
contacts with the State and Federal governments and keep them informed. Councilman
Spencer noted it's also needed to educate the public. Council members discussed the
current problem of the red tide. City Clerk Kinsey said she'd talk with Lee Barnett and
see what she could come up with and would review the ordinances.
City Clerk Kinsey asked about meeting with the City Engineers.: Councilwoman Bennington
noted that Terry Wadsworth wasn't in that day and he'd asked to give some input on this
subject. Councilwoman Bennington asked if they were suggesting they go out for proposals
from engineers and Mayor Ledbetter and Councilman Wargo and Councilman Asting agreed it
was time for this. City Clerk Kinsey asked if it should be an agenda item. Councilman
Spencer noted that they're planning to hire a City Engineer on a part-time basis who
should be able to cover a lot of time. Mayor Ledbetter noted that a consulting firm
has to be kePton the water-sewer system. Councilman Spencer stated they don't need a
consulting firm for that but they do need it for larger projects and the proposals should
state that the City will have a part-time City Engineer. Councilman Spencer asked that
they clarify that the bills are submitted on a regular basis and fully explained.

Councilwoman Bennington stated she'd',seen them at the FLOC Convention and the billing
was brought up and they're supposed to be clearing it up. Mayor Ledbetter noted that
he's seen bills from them that were 18 months old. City Clerk Kinsey noted that some
of those bills were held in City Hall. Councilman Wargo said an inspector should be on
the job and should make daily inspection reports. City Clerk Kinsey replied that they
don't have that because of the cost involved. Councilman Asting noted that when they
built the water plant they had an inspector on the job daily and the cost was outrageous.
Councilman Wargo said it should be inc1uded in the engineer's fees, and he'd be agreeable
to getting an engineer full time for about $25,000.00. Councilman Spencer asked about
a State law requiring inspections on a multi-story building and Councilwoman Bennington
noted that Lorin Coppock is qualified for that if it comes up, and she suggested they
write up specification on what they want in a firm. City Clerk Kinsey noted that Mr.
Wadsworth had done this before and Councilwoman Bennington said they could review it.
City Clerk Kinsey said that some people were concerned that all the maps are at Briley,
Wild but that 99% are not updated anyway. Councilman Spencer noted that the cancellation
date in the contract would have to be complied with and Councilman Asting suggested
sending a letter to advise them of this and that it could be on the November 7th agenda
for discussion and action. Counci~ members agreed to send a letter advising them we're
considering going out for proposals.
City Clerk Kinsey asked about the car coming to City Hall and the Diplomat going to the
Police Department, and said she was concerned about a car for going to schools and seminars.
Councilman Spencer asked why a car was needed and City Clerk Kinsey said most of the cars
that the employees own are not dependable. She noted that the 2-door Diplomat couldn't
be used as a patrol car and was going to be a detective's car. Councilwoman Bennington
noted the Chief's car is going to detectives and they're getting a new one. Councilman
Wargo said they need to look at people carrying others in the City vehicles, and City
Clerk Kinsey noted that she'd issued a memo regarding this subject and had department heads
sign it but that Mrs. Frances Olds signed only with Rescue van being excluded. Council-
woman Bennington said they need to make this clear because the liability for the City is
involved. Councilman Wargo noted that they're only talking about hauling somebody in it.
City Clerk Kinsey said she'd talk to Mrs. Olds if Council wanted her to and Council
members agreed it wasntl just her, there were others also. Councilman Spencer noted that
the Employee Guide lists misuse of City property as grounds for discipline and City
Clerk Kinsey said that's for City employees. Councilman Spencer said they can take some-
one off the Fire Department, and possibly Rescue, if they're abusing a regulation.
Councilwoman Bennington noted that she'd talked with Mrs. Olds about a problem with a
woman who stopped at an accident scene with children in the van and she was advised that
it would be taken care of and hadn't received any more calls on it. Mayor Ledbetter said
he questioned why they're called \~hen EVAC is transporting a victim to Fish. Councilman
Spencer referred to a call at the Florida Shores Clubhouse about 3 weeks ago and that the
City's equipment was moved when the victim was transferred to the ambulance and possibly
Rescue had to go to bring the equipment back.
Councilman Wargo asked why they have 2 or 3 cars from the Police Department on one call
and Councilwoman Bennington said it's because there are three new officers. Councilman
Wargo noted these were not new officers and he couldn't understand why they need 2 cars
for every call. Councilman Wargo asked to be excused at this time, 10:30 AM, and
Council members agreed. .
Councilwoman Bennington spoke on the audit of the Police Department that she'd suggested
to let Council know what is needed and how to make the Police Department more efficient.
Councilman Spencer noted that he'd had experience with management consulting firms and
they'd have to look closely at the results they get and take other situations into con-
sideration. Council members discussed the salaries paid to our Police officers and the
constant need for more personnel.
Mayor Ledbetter said that if the memo was issued regarding personal use of City vehicles
and someone was caught doing it, the party involved should be suspended for 3 days.
City Clerk Kinsey asked how they could do that with a volunteer. Councilman Spencer
said that person should no longer be able to drive the vehicle.
City Clerk Kinsey said that long range planning of City facilities needs to be looked at
and suggestions be brought back.
Councilman Wargo returned to the workshop at this time, 10:45 AM.

Councilman Asting said the expansion of City Hall and adequate Police facilities are
needed.
City Clerk Kinsey asked about combining of the Zoning and Planning Boards and Councilman
Spencer suggested a Workshop to discuss it. Councilman Wargo said he was opposed to
combining it and Mayor Ledbetter said he didn't want this Council to combine it and the
next Council to dissolve it as was done in the past. Councilwoman Bennington said they
need to do something with the Zoning Board if they don't combine them as the Zoning Board
doesn't have enough to conduct business. Mayor Ledbetter said the Council could declare
the Board ineffective and remove it as a whole and reappoint them. Councilwoman Bennington
noted that the Board hasn't done anything since Mr. Siciliano has been ill. Councilman
Wargo suggested a pro tern basis and Councilman Asting noted that the boards are inter-
related. Councilman Spencer stated that if the Boards are combined, the members should
have the opportunity to elect a new chairman. Mayor Ledbetter noted that under the Comp-
rehensive Plan it takes both boards to accept something. Councilman Spencer said he
didn't want to appoint someone if they were combininq boards as that would make it too
large. Councilwoman Bennington suggested a 7-membercboard with 2 alternates.
Councilman Wargo suggested a recreation vehicle ordinance and an ordinance on fences
be revised because of boats in front yards and 6-foot fences. which obstruct vision.
Councilwoman Bennington left the meeting at 10:57 AM.
Councilman Spencer said he felt the workshops were very informative and that a lot of
things discussed were channeled in directions to get them started. City Clerk Kinsey
said that the department heads had all told her how helpful they felt the workshop was.
Councilman Asting moved to adjourn the Workshop. Councilman Spencer seconded the motion.
