10-25-1983 - Special (.) o CITY COUNCIL OF EDGEWATER SPECIAL MEETING OCTOBER 25,1983 MINUTES Mayor David Ledbetter called the Special Meeting to order at 9:00 AM in the Community Center. ROLL CALL Mayor David Ledbetter Councilman Melbourne Wargo Councilwoman Gigi Bennington Councilman Neil Asting Present Present Present Present Councilman Jack Spencer City Attorney Jose'Alvarez City Clerk Connie Kinsey Police Chief Earl Baugh Excused Excused Present Present Request for occupational license at Park Plaza was the first item on the agenda. Mayor Ledbetter said he felt the item should be on the November 7th agenda. "Councilman Asting said they'd decided to put it on this meeting'sagenda so they could ~let the!"person applying for the license know as soon as possible to avoid any expenditures in getting the place ready. Councilman Asting asked if the application meets all the criteria for parking and the purpose of the building, as to what it was originally constructed for. Deputy City Clerk Susan Wadsworth said the zoning is correct and it's a permitted use in B-3. Mrs. Wadsworth said there are 9 parking places required for the restaurant and 2 spaces for the pool table, for a total of 11. City Clerk Kinsey asked if it had 11 spaces. Mrs. Muriel Williams, applicant for the license, presented a revised parking after it was striped, and said there will be a sign that states "no deliveries in the ,rear"for the entire building. Mayor Ledbetter asked if they were occupying one store or more and Mrs. Williams said it's one unit. Mayor Ledbetter noted there are 9 parking spaces without infringing upon the rest of the shopping center. Mrs. Williams said the other 3 out front are longways. Mayor Ledbetter asked if it was the eastern end of the building and Mrs. Williams said it was. Councilman Wargo asked if there was a building permit to do the inside and Mrs. Williams said she is just renting it. Councilman Wargo moved to TABLE this until the meeting of the 7th. Councilwoman Bennington seconded the motion. Motion CARRIED 4-0. Councilman Wargo moved to send the Building Official out to check all the parking spaces and inspect the building and make sure that everything conforms to our Building Codes, and report back to Council for the meeting of the 7th. Councilwoman Bennington seconded the motion. Motion CARRIED 4-0. Councilman Asting said he'd like a report made to the Council that shows what the building was originally constructed for and what it's being used for now and whether it's legal to put the building to the uses it's being put to. He said he'd like a clear cut ruling on this. Mayor Ledbetter said you'd have to go back to the minutes of the meetings when the man appeared before the board with a request on the zoning on that. Councilman Asting said he'd like to know what the final site plan was approved for by the Planning Commission. Request for authorization to obtain bids to clean the 18th Street Canal was the second item on the agenda. Councilman Asting noted that this was discussed at a workshop and he moved to authorize the Public Works Department to go out for bids to clean the 18th Street Canal. Councilman Wargo seconded the motion. Motion CARRIED 4-0.
