10-25-1983 - Workshop ~ o CITY COUNCIL OF EDGEWATER WORKSHOP--OCTOBER 25,1983 MINUTES Mayor David Ledbetter called the Workshop to order at 9:15 AM in the Community Center, immediately following the Special Meeting. Councilman Spencer was excused. Council members had been given copies of 29 applications for the position of Recreational Director/Building and Maintenance Superintendent. Council members stated their top choices for interviews. Mayor Ledbetter had selected Mark Detwiler, Sharon Ellis, David Garrett, and E. J. Walker. Councilwoman Bennington had selected Robert Miller, Sharon Ellis, E. J. Walker, David Garrett, Mark Detwiler, and Jules Bunel. Councilman Wargo had selected Jack Corder, Mark Detwiler, Sharon Ellis, Jules Bunel, and Jerry Vollenweider. Councilman Asting selected E. J. Walker, Robert Miller, David Garrett, Sharon Ellis, Mark Detwiler, and Jules Bunnel~ Councilwoman Bennington suggested that they place a conference call to Mr. Garrett since he lives in Indiana but Council members agreed they would rather talk with him in person. Council agreed to interview the top five candidates, Mark Detwiler, Sharon Ellis, David Garrett, E. J. Walker, and Jules Bunnel.. Councilman Asting suggested holding the other applications in case one of these five wasn't selected. Councilman Asting noted that Garth Hamsher from Oak Hill has a B.S. in Recreation and he suggested adding him to the list. Councilwoman Bennington and Councilman Wargo agreed to add him. Councilman Wargo noted that he might be over-qualified and Councilwoman Bennington noted that he had never had a management position before. Council members discussed what the starting salary would be. Mayor Ledbetter suggested $12,500.or $13,000. Councilman Asting said since $15,000. was budgeted they could start at $14,000. and after 90 days go to $15,000. Mayor Ledbetter then suggested offering the $13,000. to start with and then go up. Councilman Wargo suggested $12,600. to $14,000. and be flexible. City Clerk Kinsey stated the position is not classified because it was not a position when the Merit Pay Plan was designed and she suggested doing this at the November 7th meeting. Councilwoman Bennington said she didn't think they should start at the maximum and she asked if Council intended to pay any type of relocation expenses. Council members agreed that would not enter into it. Councilwoman Bennington suggested contacting all the references listed for the six to be interviewed. Council members discussed a date and time for the interviews and it was determined to schedule November 9th for the interviews starting at 10:00 A.M. with 45 minutes allotted to each interview. Council members discussed the starting salary for a Superintendent or Supervisor and Mayor Ledbetter suggested it be the same as the Public Works Dept. The salary range was $12,300. to $17,600. Councilwoman Bennington noted that they combined two departments into one. Mayor Ledbetter asked how many were in the department and it was determined there are four employees. Councilman Wargo suggested offering $12,300. and after 90 days go to $12,836. Council- woman Bennington said that was too low for what is expected and she suggested $12,836. and after 90 days it could go to $13,416., subject to review then. Council members agreed it would be a Special Meeting and then recess for a Workshop and then go back into the Special Meeting so that a selection could possibly be made that date. Councilman Wargo moved to adjourn the Workshop. Councilwoman Bennington seconded the motion. Workshop was adjourned at 9:45 AM. Minutes submitted by: Lura Sue Koser
