Vice Mayor Gigi Bennington called the Special Meeting to order at 9:30 AM in the Community
Center.

Councilman Wargo moved to recess the Special Meeting to go into the Workshop. Councilman
Spencer seconded the motion. Motion CARRIED 4-0.
The first item on the Workshop agenda was the interview of Frank Marshall for the position
of Part-Time City Engineer.
Mr. Frank Marshall reviewed his education and experience background. Mr. Marshall said he
is currently doing business as Marshall, Engineers and Cetacean Logic, Inc. He noted that
his major field of study was environmental engineering. He had worked for the Utilities
Commission of New Smyrna Beach as the energy advisor and engineer., Councilman Asting asked
if he was aware that there is no class B water operator available at present and Mr. Marshall
said he isn't an operator, and felt he could meet our requirements, but not DER~s.He said
held designed a plant similar to ours in the past. Councilman Asting asked him if he is
a registered civil engineer in the State and Mr. Marshall said he is. Councilman Wargo
asked what he's doing presently and Mr. Marshall said he's working with Amasek, Inc. and
is doing site work in Orange, Seminole, and Volusia Counties and is doing a feasibility
study for a marina in New Smyrna Beach.
Councilman Wargo asked if he works full time and Mr. Marshall said he has worked full time
but .he wants time free to work on research so he's offering his time on an as needed basis.
He said he's close enough in New Smyrna Beach that he can come at any time, and that held
let Council know if he felt they needed someone for longer hours.
Councilman Spencer asked what area of research he's working on and Mr. Marshall said he's
studying methane gas. Councilman Asting asked Mr. Marshall if he's familiar with Florida
Shores and Mr. Marshall said he is and he's aware there's a drainage problem there.
Councilman Asting noted that Wildwood also has a drainage problem.
Councilman Spencer said the flood plain is necessary also and Mr. Marshall said he's
familiar with that. Councilman Spencer noted that the City hasn't been paying attention
to that before and it's something he felt they should look at. Mr. Marshall stated that
in the site plan review processes they should include elevation and the topographic study.
Councilman Asting asked if held ever applied for a grant and Mr. Marshall said he had and
held worked on the Orlando Growth Management Plan and had done a lot of work on the Compre-
hensive Plan.
Vice Mayor Bennington asked if he'd be available if the Planning or Zoning Commission
would need him for an evening meeting and Mr. Marshall said he would be and held only
expect to be paid when needed. Mr. Marshall said he felt it could be a lower amount
for meetings than for actual work and that he had a basic set fee of $45.00 an hour
as a private consulting and field work and a fee of $35.00 an hour for planning or per-
mitting and $40.00 an hour for a retainer basis. He said held prefer to give a lump sum
price on work that is done on a lump sum basis, and prefers to work on a lump sum basis,
if possible.
Councilman Wargo said that if they reach an agreement with him and he gets an opportunity
to work full time elsewhere, the Council would like the privilege of having first choice
for his services.
Councilman Asting asked if he's incorporated as a consulting firm and Mr~ Marshall said
he has two names, one is Marshall, Engineering and one is Cetacean Logic, Inc. and he
chose the Cetacean name to show no competition to Amasek.

Councilman Asting asked Mr. Marshall if he has an office established and Mr. Marshall said
he works out of his house but is inquiring about two offices on Canal Street. and one
would be available in about two months.
Vice ~layor Bennington asked for clarification that his fee for a general retainer would be
$40.00 an hour, based on whatever hours he'd be needed. Mr. Marshall agreed that was right.
Councilman Asting asked if all expenses were included in that figure and Mr. Marshall said
all expenses were included. Vice Mayor Bennington asked if that would include secretarial
services and Mr. Marshall said he'd expect to provide his own secretarial work but held like
to use City facilities to meet with people.
Councilman Asting asked if he has an answering service for messages and Mr. Marshall said
he had one but it isn't working properly, and when he moved into an office he'd have an
answering service or a part-time secretary.
City Clerk Kinsey asked if he has the hold harmless and errors and omissions coverage and
Mr. Marshall said he has a professional liability policy through Prudential in Daytona
Beach. He noted that the Board of Registration requires that coverage.
Mr. Marshall said he thought it would work out well for him and held like to work for the
City. Vice Mayor Bennington thanked him for coming to talk with Council.
Mr. Jules Bunel was the first applicant interviewed for the position of Recreational Director/
Building and Maintenance Superintendent. Mr. Bune1 said he was born and raised in Connecticut
and was in the u.S. Army from 1962 until 1965. He was a member of the Police Department for
13 years in Winsted, Conn. He had prior experience as a court liaison officer and school
liaison officer. He said he was involved in community projects and activities with the
Police Department, and with Elks, Masons,and had experience with Cable TV. He went to
Northwest Connecticut Community College where he got his associate degree in criminal
justice. He noted that he was a member of the Board of Recreation in Winchester and they
planned budgets, activities and programs, and maintained fields, buildings and programs
during the summer that the Program Director didn't have time to do. He said he was a
Little League coach, Board of Governors of Pop Warner league, and organized womenls softball.
He said he moved to Florida in 1980 and opened a business in Daytona Beach Shores called
Animal Depot.
Councilman Spencer asked about the accident he was involved in that was listed on a refer-
ence and Mr. Bune1 said it's a shoulder injury and he recovered from it after about 8 or 9
months. Councilman Spencer asked his relationship to an Attorney who provided a reference
and Mr. Bune1 said he represented him in the accident he was involved in. Councilman
Spencer asked how long he'd been acquainted with the Attorney and Mr. Bune1 said he met
him right after they moved to Florida.
Mr. Bune1 said when he was involved in the Recreation program in Winchester, they had
to mow fields, build buildings and hammer nails. He said he could do some electrical
work and had done some construction work in the carpentry area. He said he'd worked
with the County's summer program and did maintenance on our City's buildings and grounds
for the nine weeks that the program lasted.
Vice Mayor Bennington asked him if he was familiar with State grants. Mr. Bune1 said they
received Federal money and State money for projects and he worked with the inspectors.
Councilman Wargo noted that this is a working position and not just supervisory. Mr.
Bune1 stated that he'd worked hard all his life.
Councilman Asting said this would involve some nights at the athletic field during the
Little League activities and he'd be responsible for scheduling those activities. Mr.
Bune1 said he was aware of that. Vice Mayor Bennington said it's not a 9 to 5 job and
he'd be expected to perform the job and adjust the hours as necessary. Councilman
Spencer noted it would be under the City Clerk's direction and she would have to be
fully aware of the hours worked, and that it was a salaried position and not just for
40 hours a week. Mr. Bune1 said he knew it was a salary job with a limited budget in a
small town and he's not the type to work a regular day. Vice Mayor Bennington asked if
he was aware of the starting salary and Mr. Bune1 said he was. Vice Mayor Bennington asked
if he's working now and Mr. Bune1 said they have the business and they go to flea markets
and travel around the state looking for animals that people ask for.
Mr. Bune1 said he thought he could do the job and would like to have the position and
that he's already written up some plans and items.

Vice Mayor Bennington asked Mr. Bunel his definition of recreation and he replied that
it means to have fun and enjoy yourself and it should be a form of relaxation. He noted
that the children in Edgewater don't have that much to do when they don't have baseball.
Councilman Asting noted that they also need recreation for senior citizens. and asked
what kind of programs Mr. Bunel would recommend. Mr. Bunel said the senior citizens
could have their own program with a recreation hall and a senior citizens advisory council
with card tournaments, shuffleboard, softball, dance programs, aerobics, and se1f-
defense classes. Mr. Bune1 said senior citizens need to be involved but are sometimes
reluctant to get something started on their own.
Mr. Mark Detwiler was the next applicant interviewed for the Recreational Director/
Building and Maintenance Superintendent position. He said he lives in Satellite
Beach, is 24 years old, graduate of University of Florida with a major in recreation
and minor in business education. Mr. Detwiler said his last semester of school was
spent working with people in all age levels for 16 weeks. He said he was involved in
budgeting, programming, visiting all recreation departments in the county, and general
experience in all areas. Councilman Spencer asked about the professor's letter of
reference that stated they could possibly provide an intern and Mr. Detwiler said
usually in the last semester of school they're placed in a department and are under
the direct supervision of a supervisor. Mr. Detwiler said it's beneficial to the City
and the student.
Councilman Spencer noted the size of the Recreation budget and noted that two grants
were involved. He asked Mr. Detwiler if he had experience with buildings and grounds
maintenance and Mr. Detwiler said he had very limited buildings experience when they
put up a senior citizens center. Vice Mayor Bennington asked if he had any background
of maintenance of grounds and buildings other than recreation and Mr. Detwiler said
no. Vice Mayor Bennington asked if he could relocate and Mr. Detwiler said he could.
Vice Mayor Bennington asked his definition of recreation and Mr. Detwiler said it's
something an individual does for pleasure.
Councilman Wargo asked his plans for senior citizens for recreation, and Mr. Detwiler
said he's not familiar with what we have now. Councilman Asting asked the type of
programs held recommend for senior citizens and Mr. Detwiler said held try to get a"
representative group to see what they want, and. that he'd dealt with that in his intern-
ship and they were building a new auditorium for their activities. Councilman Spencer
asked if he was aware of the starting salary and that there would be a probationary
period and Mr. Detwiler said yes.
Councilman Spencer noted that some evening work would be involved and that this position
would be responsible to the City Clerk. He added that it's a salaried position so
it's not a straight hourly rate. Mr. Detwiler said he realized that.
Vice Mayor Bennington said theylre establishing a Parks and Recreation Department and
he would be expected to lay the groundwork for it. Councilman Spencer noted that
there's a real opportunity for growth.
Mr. Kirk Jones, a member of the Parks and Recreation Board, was in the audience and he
asked Mr. Detwiler if he has a general knowledge of the town and Mr. Detwiler said he
did not. Mr. Jones said they need a lot of enthusiasm through the director and hel11
have to put a lot of effort into it to get the people involved.
Mayor Ledbetter arrived at this time, 10:45 AM.
Mr. Detwiler said senior citizens like card games and dances and they'll need a place
to do these things. He said he felt the facilities were more important than the planned
activities. Mr. Jones noted that there is a large percentage of senior citizens in
this town and Mr. Detwiler said he'd be willing to work with them. Vice Mayor Bennington
asked if he was suggesti-ng that they take a poll of senior citizens to see what kind of
recreation they would like and Mr. Detwiler said it would be a representative poll.
Councilman Wargo noted that this is a working position also and Mr. Detwiler said during
his internship he had two weeks of strictly maintenance.

Councilman Wargo asked Mr. Detwiler if held have a problem with working on Saturdays
or Sundays and Mr. Detwiler said it would go along with the job. Mayor Ledbetter noted
that it would be a coordinated effort between recreation and maintenance and would
be a flexible work schedule. Mr. Detwiler said he felt his biggest asset is that it's
a department that is being started and he's just starting out and held do everything
he could to make it go. Councilman Spencer thanked Mr. Detwiler for coming.
Council then discussed the part-time City Engineer position. Councilman Spencer said
he felt Frank Marshall is very qualified and held talked to a man in New Smyrna Beach
and with Mr. Terry Wadsworth regarding him and they gave him high recommendations.
Councilman Wargo suggested they negotiate with him on a per hour per week lump sum.
Vice Mayor Bennington said she'd prefer to offer a retainer on projects. Councilman
Wargo suggested 20 hours per week but noted that for 20 hours at $40.00 an hour it
would be $800. a week. Councilman Asting asked how many hours they'd use him and City
Clerk Kinsey said it could be 40 a week to start with and then taper off. Vice Mayor
Bennington noted that he could be used in planning for a lesser fee. Mayor Ledbetter
said he was concerned with his availability and Councilman Asting said that held told
Council that held have an answering service. Councilman Asting noted that when he's
not working in the field or on a project, he could work on grants. Mayor Ledbetter said
the biggest problem is drainage.
Councilman Asting suggested $30.00 an hour for 20 hours a week. Councilman Spencer said
he got the impression that Mr. Marshall is tired of driving long distances to jobs and
his rate may be lower if it's a short distance and on a continuing basis. Councilman
Wargo noted that 15 hours a week for $30.00 an hour would be $22,400. for the year.
Mayor Ledbetter asked if the salary could be justified by using him and City Clerk
Kinsey said yes and especially in site plans. Councilman Wargo suggested offering him
$30.00 an hour for 20 hours a week, which would be $600. a week. Mayor Ledbetter asked
if that would be a guaranteed 20 hours a week. City Clerk Kinsey said .as they
get into the inflow infiltration and updating of water and sewer, they could go to him
for actual plant projects. Councilman Wargo suggested banking the left over hours and
use them in a future time. Councilman Asting suggested $25.00 an hour for 20 hours a
week, and Council members agreed to make the offer. Vice Mayor Bennington noted that
it would be $25.00 an hour for 20 hours a week, banking, for trial period of 3 months
and then review to see how everyone concerned thinks it's working out. Councilman
Spencer said he was concerned that he may refuse the low rates and there is no alter-
native. Councilman Asting said held like to discuss it again if the man doesn't agree
to it. Councilman Wargo suggested getting his counter proposal. Mayor Ledbetter noted
that they could advise him of the enabling ordinance that requires a consulting firm.
Vice Mayor Bennington suggested asking Frank Marshall to come back after the last inter-
view for Recreation. Councilman Wargo and Mayor Ledbetter noted that they had to leave
early that day. Councilman Spencer said they could modify the agreement that they used
for the former part-time City Engineer, Sam Tucker. Vice Mayor Bennington asked the
recording secretary to place the call to Mr. Marshall to see if he would be available
for a 3:30 PM meeting that day. She returned shortly and advised that Mr. Marshall
had indicated that he would be present at 3:30 PM.
Mayor Ledbetter said held received a call. from a Mrs. Strong regarding the mini-
warehouses behind them and asked if the Building Official could check this out to see
if they're cleaning motors there. City Clerk Kinsey said she'd handle it. Councilman
Wargo said that when someone builds a building for a specific purpose and they don't
use it for that purpose, they're in violation of that ordinance and they need to insist
that the Building Official or Police Chief enforce these laws.
Councilman Asting moved to recess the workshop until 1 :30 PM. Councilman Wargo seconded
the motion. Meeting was recessed at 11:28 AM.

Mr. David Garrett was the third applicant to be interviewed for the position of
Recreational Director/Building and Maintenance Superintendent. Mr. Garrett stated that
he has a degree in Parks and Recreation Administration from Indiana State University and
he reviewed past experiences working with recreation and youth. He said held worked at
Tomoka State Park for about two years and is familiar with our seasons but he left there
to accept a job as Superintendent of Recreation in Indiana. He said that townls population
was 8,000 and he was involved in all sports and senior citizens activities. Councilman
Spencer asked if there would be a problem moving to this area and Mr. Garrett said he
has a mother-in-law and brother-in-law in Edgewater.
Councilman Spencer noted that therels a large budget this year and two grants are pending
and asked what experience he had with supervision and working with grants. Mr. Garrett
said the largest number of people he had working for him was one full time maintenance and
several green thumb workers and then about 42 part time employees during the summer months,
which included life guards, general maintenance, and some that did some building. He
said he had no experience with grants.
Vice Mayor Bennington asked him if he was aware of the starting salary and Mr. Garrett
said he is. Councilman Asting asked if he had experience in applying for grants and
Mr. Garrett said he had no experience in that and very little in bookkeeping as he had
a secretary and bookkeeper before. Vice Mayor Bennington noted that this is a working
position and not just sitting at a desk.
Councilman Asting said some night work would be involved and Mr. Garrett said he was used
to that~ Vice Mayor Bennington said they want a program put together for youth and the
senior citizens and asked Mr. Garrett what type of programs he'd recommend for senior
citizens. Mr. Garrett said most senior citizens like to get their own programs going and
like to be independent and let the department provide materials and the buildings and
co-sponsor them. Vice Mayor Bennington asked how they'd get it started and Mr. Garrett
said held run a notice in the newspaper to see if there is an interest.
Vice Mayor Bennington asked when held be available to start and Mr. Garrett said probably
within 30 days to get his house rented or sold and find something here. Councilman
Spencer noted that the person will be on probation for 90 days.
Councilman Wargo asked about his degree in art and Mr. Garrett said he could participate
in the arts and crafts classes and he noted therels usually federal money for senior
dtizens to get the building and get the programs started.
Vice Mayor Bennington asked Mr. Garrett his definition of recreation and he said he
likes to see people have the opportunity to enjoy themselves and to try something they've
never tried before without feeling embarrassment or that theylre going to fail.
Councilman Spencer noted that there's a Parks and Recreation Board that is very active
and Councilman Asting said there are four employees in the department now but the
scheduling and programming would be the responsibility of the director. Vice Mayor
Bennington noted that held be directly under the City Clerk and would be answerable to
the Council. Mr. Garrett asked the responsibility of the Parks and Recreation Board
and Councilman Spencer said itls advisory to the Council. Councilman Asting stated that
they also have the Edgewater Athletic Association which raises funds for equipment that
is needed. City Clerk Kinsey noted that they currently collect the fees for belonging
to the various teams and none of those funds come through the City but that eventually
the fees for the classes and sports would come in to the City to help support the program.
Mr. G~rrett asked if there were State guidelines to restrict their activities and
Council members didnlt think there was. Mr. Garrett asked about the facilities as he
had only been out to see the ball fields. Councilman Spencer said the ball fields are
leased from the School Board and the school uses it during the school day. Vice Mayor
Bennington noted that the City maintains it but the School Board owns it, and she
suggested the possibility of using the school IS cafeteria or the Senior High School IS
auditorium. Councilman Wargo said that perhaps the New Smyrna Beach Junior High School
gym could be rented also. Council members listed the parks and areas that belong to the
City. Mr. Garrett asked if the City has a master plan and Councilman Spencer said
they'd like to see one, and added that there are 10 acres that the City owns located
in the County.

Mr. Garrett asked the budget amounts without the grants and Vice Mayor Bennington said
it would be about $125,000. Councilman Asting said some of the recreation needs might
be met by the Edgewater Athletic Association. Vice Mayor Bennington said they put money
in for a building at the ball field for restrooms and concession stands. City Clerk
Kinsey said there's money there to buy a truck also. Vice Mayor Bennington noted that
there were two areas in the budget, one for parks and recreation and one for the Community
Center so they can determine how much it costs the City to run the Community Center.
Vice Mayor Bennington said they're looking for someone who can handle it all.
Councilman Wargo asked Mr. Garrett why he left Tomoka State Park and Mr. Garrett said he
went back to Indiana because of the low salary and they wanted to start their family.
Mr. Garrett asked what benefits the City has and City Clerk Kinsey reviewed them. Mr.
Garrett asked if he has to reside in the City of Edgewater and Councilman Wargo said
they'd like him to be within 15 or 20 minutes away in case he's needed.
Mr. Garth Hamsher was the fourth applicant to be interviewed for the position of Recreational
Director/Building and Maintenance Superintendent. Mr. Hamsher said he came from Penn-
sylvania and attended Pennsylvania State University and got his degree in parks and
recreation. He reviewed his prior experience as a park ranger and after moving to
Florida, he worked as a wholesale nurseryman and then salesman. He said he's currently
working as a security officer. Councilman Spencer asked what experience he'd had in
buildings and maintenance since there'll be some construction in relation to the grants
the City has. Mr. Hamsher said in York County as a ranger it involved maintenance and
law enforcement and they built a nature center. He said he had a year of drafting in
high school and can read blueprints. He noted that he had a lot of experience with
sprinklers due to his work in the nursery business. He said when he worked at the Log
Cabin Groves he had to set up a mobile home and do the plumbing and electrical hookups.
Vice Mayor Bennington asked his definition of recreation and Mr. Hamsher. said it's
the planned use of leisure time.
Councilman Wargo asked to be excused at this time, 2:25 PM, and he left the meeting.
Councilman Spencer noted that this will involve manual labor and there's a crew of four
people involved now and that it isn't an office job for 8 hours a day. He noted that
some of the work will be at night and Vice Mayor Bennington said they're expecting
flexible hours. Mr. Hamsher noted that he works the night shift now. Councilman Spencer
said the personsto whom he'd be responsible would be the City Clerk and the City Council
and that there's a Parks and Recreation Board that's advisory to the Council but they
don't direct the activities of the Director.
Mr. Hamsher asked about available benefits and City Clerk Kinsey reviewed them.
Councilman Spencer said the City employees are represented by unions but this position
will not be a part of that as it's managerial like the other department head positions.
He added that the salary would be for whatever it takes to get the work done and there
will be no overtime. Councilman Asting noted that there's a probationary period of 90
days.
Vice Mayor Bennington asked if he was familiar with the City and Mr. Hamsher said he has
relatives here. Vice Mayor Bennington noted that there is no recreation. program and
the person will have to set up the program for the City. Mr. Hamsher said that Edgewater
seems to be strongly volunteer oriented and he felt it would require coordination and
working with volunteers and the Parks and Recreation Board rather than classes and having
teams. Vice Mayor Bennington said she didn't think there would be any problem with
getting volunteers. Mr. Hamsher noted that in his current position he has been licensed
and cleared by the FBI. Vice Mayor Bennington asked him if he was still affiliated
with the Florida Parks and Recreation Association and Mr. Hamsher said yes and he also
has a first aid and emergency care card.
Mr. E. J. Walker was the fifth and last applicant to be interviewed for the position
of Recreational Director/Building and Maintenance Superintendent. Mr. Walker reviewed
his background with the City of New Smyrna Beach. He had been the Program Coordinator
for the past three years. Councilman Asting asked what programs they had for the senior
citizens, and Mr. Walker said they have a free lunch program with card games, dancing,
and the County provides a part time supervisor and the City provides the building. He
said they charge for the dancing and it pays for itself. He said they also have Bingo,
yoga, aerobics, and educational and instructive classes also, and most of the programs
pay for themselves.

Councilman Asting said this is also buildings and grounds maintenance and Mr. Walker
said he would recommend something if it needed done or would do it himself. Councilman
Asting asked if he had any experience in requesting grants and Mr. Walker said he'd
attended classes and sessions at professional meetings but has not been involved directly.
He said he knew Collier Clark and felt that was where he would start.
Vice Mayor Bennington asked his definition of recreation and Mr. Walker said recreation
is a way for people to use leisure time to better the quality of their lives. He said
they need more parks and recreation for Edgewater and the programs he's running now
go from ages 3 to the very elderly.
Councilman Asting asked if he does the scheduling for Little League and Mr. Walker said
he does. Councilman Spencer said there are four people in the maintenance crew and Mr.
Walker said he's the only one in the department involved in the recreation and he hires
people to do the classes and programs. Councilman Asting asked if he would be available
nights and week-ends and Mr. Walker said he works Sundays now with soccer. Councilman
Asting asked where he lives and Mr. Walker said he lives on Palmetto in New Smyrna Beach
but it's up for sale because they need a larger house. Councilman Asting asked his current
salary and Mr. Walker said he gets $14~800. now and could only accept the job for $15,000.
He said if that's the top of the scale he would not be interested if he couldn't move up
the scale. Vice Mayor Bennington said the $15,000. budget was allotted and the top would
be determined by what the Director could do for the City. Councilman Spencer said they
have to set a job classification for the position. Councilman Spencer noted that his
letters of recommendation spoke very highly of his abilities.
Mr. Walker asked if there was a vehicle available and City Clerk Kinsey said there's money
in the budget for a truck. Mr. Walker said he was interested in staying with the Florida
Recreation and Parks Association and Vice Mayor Bennington said she would recommend
staying with the Association. Mr. Walker said the job description shows a lot to be
expected for a $12,000. salary. Councilman Spencer said they recognize an opportunity
for growth in this situation.
Council members reviewed the qualifications of the five applicants they had interviewed.
Councilman Spencer stated that he felt Sharon Ellis was very qualified and it was unfor-
tunate that she couldn't come for the interview.
Councilman Asting moved to adjourn the Workshop. Councilman Spencer seconded the motion.

Mr. Frank Marshall was present and Vice Mayor Bennington said they agreed to offer a
contract for $25.00 an hour with guaranteed 20 hours a week on a three month trial with
a bank of hours so that if he doesn't work it all in one week he could carry it over to
the next week. She noted that at the end of three months they'll talk with him to see
if the hours are sufficient and if there needs something done to correct the situation.
Mr. Marshall said the 20 hours a week was acceptable but the $25.00 an hour is not as he
normally gets $45.00 an hour for engineering fees. He said he had made an offer of $35.00
an hour which he felt was fair and he would provide transportation and typing. Councilman
Asting noted that this assures him of $500. a week and if it is $35.00 an hour he'd like
to do it on an as needed basis rather than guaranteed 20 hours. Mr. Marshall said he'd
rather be on an as needed basis and not be paid on 20 hours a week. Vice Mayor Bennington
said they have Briley, Wild as a consulting firm and Council has agreed to get proposals
from consulting firms and if things worked out he could possibly be retained as the
consulting firm for the City. Mr. Marshall said he is not a very experienced firm and
most firms to muncipalities charge about $50.00 an hour. He suggested $32.50 an hour on
an as needed basis for 3 months or 20 hours a week. Vice Mayor Bennington said they wanted
to guarantee the 20 hours a week to simplify the bookeeping and records keeping. Council-
man Spencer noted that they'd want a report as to how he spent his time because they get
bills from Briley, Wild and it's hard to figure out who did what for the City.

Vice Mayor Bennington said he preferred to work on an as needed basis and she was
agreeable to that salary for a 3 month trial period, and she asked Mr. Marshall if
the basic agreement they'd used previously was agreeable and Mr. Marshall said it is.
Councilman Spencer moved that they hire Frank Marshall on a basis of the same contract
with Sam Tucker with the change in the amount to $32.50 per hour for a probationary
period of three months. Councilman Asting seconded the motion. Motion CARRIED 3-0.
Councilman Spencer moved that as soon as the contract can be consummated with Frank
Marshall, that his services will start. Councilman Asting seconded the motion. Motion
CARRIED 3-0.
It was agreed that this would be done with a Resolution at the November 21st meeting.
Mr. Marshall asked how work would be assigned and City Clerk Kinsey said it would be
assigned through her office. Mr. Marshall asked about working with a major firm to
come up with a joint venture as a consulting firm for the City and Council members
agreed that he could do that.
Councilman Asting noted that he had an interest in grant applications and road paving
and sewers. City Clerk Kinsey said they need a driveway engineering study done also.
Council members then reviewed the position of Recreational Director/Building and
Maintenance Superintendent, and agreed that the three that were present would make a
selection in an effort to save time.
Councilman Spencer moved that the City offer the position to David Garrett at the salary
of $12,896. and that he be explicitly informed that this is for a probationary period
of 90 days and he is being hired as a regular full time City employee under those con-
ditions. Councilman Asting seconded the motion. Motion CARRIED 3-0.
Vice Mayor Bennington asked that Mr. Garrett be requested to be available as soon as
possible. There was a discussion as to where to classify this position and Councilman
Spencer moved that they classify the position of Recreational Director/Buildings and
Maintenance Superintendent as Grade 12 in the City's present pay plan. Councilman Asting
seconded the motion. Motion CARRIED 3-0.
Councilman Asting moved to adjourn. Councilman Spencer seconded the motion. Meeting was
adjourned at 4:12 PM.
