November 29, 1983
Minutes
Mayor David C. Ledbetter called the Workshop Meeting to order at
1:00 P.M. in the Community Center.

Mayor Ledbetter explained the purpose of this meeting is to review
the applications for Building Official and discuss the position on
a contract basis or a regular employee basis.
City Clerk Kinsey explained there have been a few more references
received and one application was withdrawn.
Councilwoman Bennington brought the matter of a contract basis or
employee up for discussion. She stated she feels this should be
a City employee position. Councilman Wargo stated he is not willing
to go along with the high payment. Mayor Ledbetter stated his feeling
that the money collected by building costs should be going into the
City, rather than paying an individual. Councilman Spencer added that
there is not the same incentive for the contracted individual as there
is a regular City employee.
Mayor Ledbetter commented that he is not satisfied with the manner
of which the building permits are being issued or the follow up on
some of the matters. He added he was impressed by the second man
interviewed, however he wanted to discuss with the entire Council
whether they felt the gentleman would be forceful enough as far as
enforcing the zoning regulations.
Councilman Asting suggested consideration of McCarthy. The resume
seemed to be- lacking some personal information, but the qualifica-
tions are there.
Councilwoman Bennington suggested interviewing all of the applicants
who are still interested and were not asked to come previously.
It was agreed to hold a special meeting on December 15th starting
at 9:30 and holding interviews of all of the following: Applegate,
Born, Bowman, Fischer, McCarthy, Miller, O'Donnell. Each interview
is to last approximately thirty minutes.
Discussion continued regarding the position being the same as a
regular employee. City Clerk Kinsey went over the Classification
Schedule with the Council. It was agreed that the Building Official
be classified in Grade 16.
Councilwoman Bennington stated even if we have a Building Official,
we are going to have to consider hiring a Code Enforcement Officer.
Councilman Wargo agreed, stating that the Code Enforcement Officer
should be someone other than the Building Official.

There was discussion at this time about different violations
that have not been handled by the Building Officials in this
City. It was the consensus of the Council that there needs to
be some continuity from the planning, to the building, to the
enforcement.
The Council members spoke of various violations that should be
taken care of by the Police Department as well as the specific
violations that the Code Enforcement Officer should handle.
Councilman Asting suggested the code violations be brought up
during the interviews with the applicants.
Councilman Spencer added that the Council needs to consider
hiring a part-time inspector to work under the Building Official.
It was the feeling of the entire Council that the zoning should
be checked before any permits are issued. Also, the Building
Official should be approving the zoning before any business
licenses are issued. Mayor Ledbetter commented that the home
occupational licenses need to be looked into and screened more
thoroughly.
Councilman Asting made a motion to adjourn, motion accepted by
Mayor Ledbetter. Meeting adjourned.
