CITY COUNCIL OF EDGEWATER
SPECIAL MEETING
NOVEMBER 26, 1990
MINUTES
Mayor David Mitchum called the meeting to order at 7:00 p.m. in the Community
Center. He read the items listed on the agenda.

APPROVAL OF MINUTES
ReQular Meet;n" held November 12. 1990 (Rescheduled from November 5. 1990)
Councilman Fish moved they accept the minutes of November 12th. Councilman Gold
seconded the motion. Motion CARRIED 4-0.
Re"ular Meet;n" of November 19. 1990 - City Clerk Wadsworth stated on page 2
under resolutions, it read "Halifax Port Authority" and it should be "Halifax
Regional Water Supply Authority". Councilman Fish moved they accept the minutes
with the correction as read. Councilman Gold seconded the motion. Motion
CARRIED 4-0.
Special Meet;n" of November 6. 1990. recessed to November 7. 1990 (Tabled
November 19. 1990 - Mayor Mitchum stated Councilmember Bennington had tabled this
and shels not here and he suggested a motion to remove this from the table.
Councilman Fish so moved. Councilman Gold seconded the motion. Motion CARRIED
4-0. Councilman Gold moved for approval. Councilman Fish seconded the motion.
Motion CARRIED 3-1. Mayor Mitchum voted NO as he was excused from that meeting.
COUNCIL COMMENTS
Councilman Hatfield stated held had a speech written out about two weeks ago but
it didn't seem appropriate as one of the people he wanted to thank most was his
father who he can't thank, but he did thank him before he died. He said the last
two years have been a learning experience and he thanks them for giving him the
opportunity to represent them. He thanked the employees of the City, as this
Council may seem to disagree and go in different directions at times but they
always had a staff that held them together. He said he's proud of the staff and
Elly Johnson and the work he's done in providing the direction and the people
to do the work they needed over the past years. He thanked the other Council
members he had the honor to serve with, and they didn't always disagree, but they
always respected one another and treated each other with dignity and respect.
He said it was a special learning experience to have the opportunity to work with
the four different people with their different ideas and try to mold some
direction for this City. He advised the new Council he'll always pray for them
and be there if they need him, but they have to ask. He thanked the citizens
who elected him and wished the new Council all the best.
Councilman Gold wished the new Council members and Mayor the best of luck.
Councilman Fish thanked the people for the past two years. He said it was an
enjoyable experience most of the time but there were occasional times when it
wasn't as much fun as it could have been. He agreed it was a learning experience
and he concurs with the remarks on the staff as they have an outstanding staff
who have held this City together through thick and thin. He added they were
without a Manager in the past but the City never missed a beat because of the
qua 1 i ty of department heads and superv i sors and others. He wi shed the new
Council well because they're going to embark on a learning experience and it's
not as easy as it looks when you1re sitting out there. He said he was amazed
at how difficult it is to get things done and they see a simple solution but
there's a lot of red tape and a lot of hoops they have to jump through.

CbUNCIL COMMENTS (Continued)
Councilman Fish continued that this Council took on some very volatile issues
and a lot of issues still remain but he can look back with pride and say they
did make some of the difficult decisions.
Mayor Mitchum stated the last four years have been quite an experience, it's
been a good experience, and he thanks the people of Edgewater for having the
faith in him for two elections. He told the new Council they have a fresh start
and they have the voters of Edgewater behind them and that's the greatest asset
they'll have. He stated the challenges of tomorrow are not such that they can't
be overcome by everyone working together in harmony and hard work and respect
for each other. He again thanked the voters and the employees of the City. He
said they have a great group of employees and theylre hard working, dedicated
people and he's come to know some personally over the last four years and enjoys
them immensely. He stated he thoroughly enjoyed serving the City for four years
and God Bless the new Council and the greatest of things to come.
RESOLUTION NO. 90-R-68 ADJOURNMENT SINE DIE
Mayor Mitchum read the Resolution. RES. 90-R-68 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, DETERMINING THAT THERE IS NO FURTHER
BUSINESS TO COME BEFORE THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, AND
THAT THIS ADMINISTRATION OF THE CITY OF EDGEWATER, FLORIDA, ADJOURN SINE DIE;
REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE
DATE. He stated this resolution will end this Council's term and the City Clerk
will then administer the oath to the new Council members. Councilman Hatfield
moved they accept Resolution 90-R-68. Councilman Gold seconded the motion.
Motion CARRIED 4-0.
ADMINISTERING OF OATHS TO INCOMING COUNCIL MEMBERS
City Clerk Wadsworth administered the oath of office to the incoming Council:
Mayor Tanya Wessler; Councilman Zone One Kirk Jones; Council person Zone Two
Louise Martin; Councilperson Zone Three NoraJane Gillespie; and Councilman Zone
Four Michael Hays.
The new Council members then were seated. Mayor Wessler asked for any Council
comments.
Councilman Jones thanked everyone for being present, for being a part of the City
and getting involved. He stated when he ran, and started his campaign, he went
door to door and talked to people and got the feel of what the community is
thinking about and what they wanted and their desires. He said they mostly feel
the same and they want to be a City they can be proud of. He said he hopes they
have patience and there will be a lot of red tape involved but with their help
and understanding as a community as a whole they can all do it and this Council
will take this challenge on. He said they have a lot of problems ahead of them
but with the i r support, there IS noth i ng they can I t do. He thanked them for
giving him the opportunity to do that.
Councilperson Martin thanked the people for coming and said she'd like to see
it happen every Monday night the next two years. She thanked those that had
the confidence in her to give her their vote. She said shelll do the best she
can for all of them.
Councilperson Gillespie thanked everyone for their support and said she hopes
the support will continue during the next two years. She said Rome wasn't built
in a day and they'll give it the best shot they can.
Councilman Hays thanked them for their support because without them they wouldnlt
be here. He stated per the Charter on page 202, section 2-24, it calls for an
organizational meeting the first meeting in November and inasmuch as November
is almost gone he moved they establish an organizational meeting at 7 p.m. here,
if possible on Thursday, the 29th. Councilperson Gillespie seconded the motion.
Motion CARRIED 5-0.
Mayor Wessler thanked everyone. She stated she met some wonderful people during
the campaign, people that without this she would never have met. She said she
hopes shelll accomplish a lot, but if she doesnlt, friends she's made are well
worth it. She said this will be the last time they see her sit on this stage
and she'll be down there from now on.

Councilperson Gillespie stated a second is not necessary per Robert1s Rules.
