MINUTES
ROLL CALL/CALL TO ORDER
The Chairman, Tom Tipton, called the meeting to order. Members present were: Tom
Tipton, Mike Tanksley, Shirley Pittman, Glen Murphey, and Mike Visconti. Also
present was Adelaide Carter, liaison from the Economic Development Board, and Jack
Corder, Director of Parks and Recreation/Maintenance.
Arriving later was James Brown, one of the new Councilmen.
APPROVAL OF MINUTES
Mr. Murphey moved to approve the minutes ofthe October 14, 1999 meeting and Mrs.
Pittman seconded the motion. Motion CARRIED 5-0.
OLD BUSINESS
Review of Past Beautification Proiects
The Board reviewed the list of past projects, proposed by the old Beautification
Committee. A master plan for beautifYing and landscaping the medians on u.S. 1 has
pretty much been completed. Mr. Corder stated he has a layout for the south medians to
be done this year, but not a final plan as yet.
Councilman Brown arrived at this time and spoke a few minutes on some things he'd like
to see in terms of recreation and beautification, and stated he hoped anyone with any
suggestions to improve the City would feel free to discuss it with him and other members
of the new Council.
The Board further reviewed the beautification project list and eliminated those projects
which were not feasible and set a short list of 3 priorities that could be accomplished.
These priorities were (1) finishing the south medians with landscaping, (2) send a letter to
the advertising company for the city benches, asking that they be better maintained and
(3) consider placing flower box containers by businesses along u.S. 1, pending a
forthcoming report from Mr. Visconti on the details and costs.
The Board then voted on the beautification award for Zone 4 and the winning address
was 3003 Yule Tree Drive. The Board handed in their nominations for next month from
Zone 1 and agreed to bring their choices for Zone 2 to the next meeting.

NEW BUSINESS
Upcoming Holiday Events
Mr. Corder stated the 9th annual Christmas Parade will be held on Saturday, December
11 th at 10:00 AM and following the parade at 4:00 PM at Rotary Park, we will be having
a Holiday Concert in the park, along with a Christmas Tree Decorating Contest. Mr.
Corder said this is the first year for the tree contest and first prize will be a $100.00,
$50.00 for second place, and $25.00 for third place. The prize money was donated by
local businesses. Participants have to bring their own trees and decorations and
electricity will be provided if they want to use lights. He noted this is the first year for
the holiday concert also and we have contacted the schools, local organizations and
churches to provide choral groups for holiday singing. Santa will arrive near the end of
the concert to lead the audience in songs as well.
MISCELLANEOUS
Recreation Complex
Mr. Visconti stated he would like to see some sort ofteen center or canteen where the
kids could gather in the evenings, listen to bands, buy sandwiches and soft drinks, etc.
Mr. Corder stated the gymnasium will have a dual purpose room that can serve the
seniors during the day, and the teens in the evening. The Board also discussed the
proposed amphitheater and all the community and social functions and festivals that
could be held there Mr. Corder stated he is only waiting on two permits, and they will be
ready to start then gymnasium complex once and for all.
ADJOURNMENT
There being no further business, Mrs. Pittman moved to adjourn, seconded by Mr.
Visconti.
