CITY COUNCIL PUBLIC HEARING
February 23, 1981

CALL TO ORDER
Mayor Robert H. Christy called the Public Hearing of the City
Council of the City of Edgewater to order at 7:00 P.M. in the
Community Center.

The purpose of the Public Hearing was to discuss the adoption of
the Edgewater Comprehensive Plan. This Plan represents the land
use control that will regulate land usage within the City corporate
limits.
As a matter of information, Mayor Christy reported that former
Mayor, Dana Armstrong, had been admitted to Fish Memorial Hospital
after a serious fall. The City Clerk was requested to send
flowers to Mr. Armstrong.
After noting there were eleven citizens present at the meeting,
Mayor Christy requested audience input to the Plan. There was
no public input.
Mayor Christy read from the Local Government Comprehensive Planning
Act from the Florida Department of Community Affairs regarding the
intent of the Act, the structure of the Plan and requirements.
He stated the document should not be unchangeable, but should be
flexible to reflect changes from time to time. Also, each Plan
should be established according to the particular needs of the
Ci ty involved .',
Mayor Christy further stated the City had received the last extension
available to the City for the adoption of this plan from the
Department of Community Affairs is July 1, 1981, and this date must
be adhered to.
Mr. Dan Nolan of the Planning Board defined the purpose and details
of the Plan for the audience. He said the Plan detailed growth
guidelines for the City and would mean the 880 City Zoning Ordinance
would have to be updated to conform to the Plan. He stated this
Plan would include and affect all the areas of Edgewater for a
control of growth in conformance with the Comprehensive Planning
Act.
Mayor Christy then questioned the Council for their input regarding
the Plan.
Councilman Lodico stated the Plan had been in the preparation stage
for three to four years and he was a little embarrased that so few
people had attended the meeting.
The City Clerk said the meeting had been advertised at a large
expense to the City.

Councilman Wilbur questioned the soil requirement suitability
covered by the Plan. He stated the Figure #2-2 indicated
a large area is unsuitable for septic tanks.
Mayor Christy said he had written to Mr. John Critz of the State
of Florida, Department of Health & Rehabilitative Services
concerning this matter and he had responded by saying a septic
tank system is permitted as a temporary system until the sanitary
systems can be installed.
Councilman Wilbur inquired as to what changes would be necessary
in the 880 Ordinance to bring the City into compliance with the
Plan.
Mayor Christy said a meeting of the Zoning and Planning Boards
would have to be held and make the recommendations for all the
changes. He has also applied for an application for a grant.
Councilman Ledbetter said that upon the completion of the Plan and
the changes of the 880 Ordinance, they would be the same.
There was a discussion regarding the updating of the Plan after
it was adopted.
Dave Castagnacci, of the Press, questioned how rigid are the
policies listed, for instance, concerning annexation of beach
property.
Dan Nolan said the annexation of beach property had been dropped
because the City could not provide utilities to this area.
The City Attorney said this meeting was for input from the public
and no action could be taken to implement the Plan until at least
March 16th at the next public hearing. At that time any technical
changes could be made.
Mayor Christy commended the Planning Board on the work and formation
of the Plan, especially in view of all the setbacks they had faced.
There was no further comments from the audience or Council.
ADJOURN
Councilman Pendleton made a motion to adjourn the meeting and
Councilman Wilbur seconded the motion. The meeting was adjourned.
