CITY COUNCIL SPECIAL MEETING
February 19, 1981
CALL TO ORDER
Mayor Robert H. Christy called the Special Meeting of the City
Council of the City of Edgewater to order at 3:00 P.M. in the
Conference Room.

The purpose of the Special Meeting was to discuss the Water and
Wastewater Departments.
The City Clerk read the letters of resignation from both the
Water and Wastewater Department Supervisors, along with their
letter of clarification regarding this matter.
Mr. Wilbur, Coordinator of these Departments, stated he felt
the reason for the problems in this area was caused by the hiring
of a supervisor at one time in the past for $18,000 and having
three men in his department at $13,000 each, which caused some
concern by the other Councilmen. When the previous supervisor
left the employ of the City this created three supervisors
at the same salary.
There was a lengthy discussion regarding the salary structure of
the department.
The City Clerk had prepared an information sheet concerning
the supervisors hiring dates, salaries and promotions. This
report covered additional departments and supervisors.
Mayor Christy requested the Council only refer to the items
pertaining to the Water and Wastewater Departments.
Councilman Pendleton questioned the two supervisors as to their
reasons for submitting the resignations before discussing the
matter with the Coordinator and Council.
Terry Wadsworth said the situation had been going on for much
too long of a time.
Councilman Wilbur clarified that the supervisors had spoke with
him in the past regarding the insinuations and statements the
departments were not doing their jobs properly. He stated this
was hurting the morale of the entire department.
Councilman Wilbur made a motion to accept their resignations and
reinstate Terry Wadsworth as supervisor of the Utility Department
and Kevin Bosse as Foreman, and put Bill Feeney as Class B
operator back under the salaried wages of the City. Councilman
Lodico seconded the motion.
There was further discussion regarding the requirements of the
departments, plus the fact that Mr. Feeney would be going on a
month's leave of absence. A prepared organizational-- chart was
discussed and it was reiterated a Class B operator was nequired
by law for the City.

The City Attorney stated any action would have to be done by
resolution since they were hired by resolution.
Upon roll call the motion CARRIED 5-0.
There was a lengthy discussion regarding the salary structure;
the fact a merit raise and anniversary increase should be
considered; whether or not the supervisor should receive the
same salary as employees under his supervision; and any overtime
that might be involved.
Councilman Wilbur made a motion that Mr. Wadsworth's salary increases
in May at his present salary of $13,000, that Mr. Bosse's salary
remains at the $13,000 and Mr. Feeney's salary goes to an hourly
wage at his present salary. The motion DIED for lack of a second.
Councilman Ledbetter stated the situation was a "squeeze play" on
the Council and he discussed the forty hour work week. He said
calling a special meeting was not necessary since it was not
an emergency situation.
The Mayor called a short recess to change a defective recording
machine.
Mr. Wadsworth stated it was not their intention to call a special
meeting and that it should have appeared on the agenda for the
next regular Council meeting.
Councilman Lodico questioned the clarification of the jobs the
foreman and Class B operators would be doing.
Mr. Bosse said his understanding of the breakdown of the department
being restructured was as such of the organizational chart submitted.
Councilman Wilbur made a motion that we keep Mr. Wadsworth at the
$13,000 salary as Department Head with an increase in May of his
annual raise and keep Mr. Bosse at $13,000 and retain the Class B
operator at the $13,000 a year and put into the hourly waged
employees. Councilman Pendleton seconded the motion.
Councilman Lodico re-read the resignations by the supervisors stating
they were willing to continue working for the City even if it meant
a cut in pay.
There was further discussion regarding the salary structures.
Councilman Wilbur withdrew his motion and Councilman Pendleton
withdrew his second.
Councilman Wilbur made a motion to abolish the job of the water
plant supervisor and Councilman Lodico seconded the motion.
Upon roll call the motion CARRIED 5-0.
Councilman Wilbur made a motion to retain Wadsworth at $13,000 a
year plus an 8% raise in May, and the Foreman and Class B operator
be reduced to $12,060 with an annual pay increase in May to be
alloted to them. Councilman Pendleton seconded the motion.
Upon roll call the motion CARRIED 5-0.
Councilman Pendleton made a motion to authorize the City Attorney to
draw up the proper resolution covering this motion. Councilman
Wilbur seconded the motion.
Upon roll call the motion CARRIED 5-0.

ADJOURN
Councilman Ledbetter made a motion to adjourn the meeting, which
was seconded by Councilman Pendleton.
