Christy called the Public Hearing of the City Council of the City of Edgewater to order at 6:30 P.M. in the Community Center. ROLL CALL Mayor Robert H. Blazi Police Chief Earl Baugh Present Present Absent Present Present Absent Present Present (Late) (Late) The purpose of the Public Hearing was to discuss rezoning the following area to a Planned Industrial Development Zoning District. This area is bounded on the East by the West right-of- way of the Florida East Coast Railroad's main line, on the North by the North City limits, on the West by the western City limits, and on the South by a line 350 feet North of and measured perpendicular to the North right-of-way of Park Avenue running to the westerly right-of-way of Mango Tree Drive as prolongated North of Park Avenue. The City Clerk read an information summary concerning the background and preliminary steps concerning the establishment of the Planned Industrial Development Zoning District. Mayor Christy commended Mrs. Blazi on the thorough and efficient manner in which the summary was prepared. Mayor Christy opened the discussion for "real" property owners that were notified by certified mail for their questions. Polly Foster questioned the boundary lines of the proposed district and the zoning of the area between Park Avenue and the South boundary. It was clarified this area is zoned I-I and will remain such. Mr. M. O. "Mike" Bagley of the F.E.C. Railway, from St. Augustine, explained the proposed planning for the 240 acres in question. He stated the F.E.C. was planning to spend an overall amount of approximately $1,500,000 to develop this land for light industry, in hopes the industries in this area will use the railroad facilities. He said an engineering firm had not been hired at this time, however more plans would be submitted after the zoning had been established. Councilman Wilbur stated a similar development by the F.E.C. in West Palm Beach had been quite successful. Dave Castagnacci, of the Press, questioned if the P.I.D. fits in with the overall development plan. Mr. Bagley stated the P.I.D. plan is very restrictive, however it would fit in with the plan. The City Attorney questioned Mr. Bagley if the developments in West Palm Beach and Dade County were under a similar restrictive plan. 1. ~ Q Mr. Bagley said the plans in the other areas were more liberal. He stated all of the industries operating in these areas were light and they have no heavy industries included. There were no additional comments from the "real" property owners and the Mayor called for comments from those in opposition to the district. Alice Murphy questioned the rezoning increasing the assessments of property in the area, as well as the traffic near the new proposed Jr. High School. She questioned the fact there were so few people at the meeting if they were not notified and why each person in Edgewater could not have been sent a letter informing them of the meeting. Mayor Christy stated rezoning would mean increased assessments since agricultural is the lowest level of assessment. The City Attorney said notification of the people had been done in a proper manner. The City Clerk stated the cost of sending each resident of the City a notice of the meeting would be prohibitive. There were no additional comments from those opposed to the re- zoning and the Mayor called for comments from those in favor to the district. Doris Massey said she was grateful to see more industry coming to the area and it will help the young people of the area to find work here rather than moving to another area when they are ready to enter the job market. She said the fact that so few people were at the meeting could be an indication there is little opposition to the plan. James Mackie, Chairman of the Zoning Board, said the proposed ordinance for this district is very restrictive and when followed should result in a beautiful development. Harold Breuilly said even though he is new to the area he realizes this is a progressive area and the people involved should do their best to see this industrial area is developed properly. There were no additional comments from those in favor to the district and the Mayor called for comments from the Council. Councilman Wilbur said he would like to see proper growth of the area, especially to create more jobs for our young people. Councilman Pendleton, also in favor of the plan, stated the planned district would not only provide employment but would also be beneficial to other businesses and tax revenue. It could also bring more professional people to the area for future community leadership.. Councilman Ledbetter was in favor of the development of clean light industry which the Council of about 12 years previous had turned down. Councilman Lodico also stated he was glad to see the growth of the area to help keep business local rather than in the neighboring cities. Mayor Christy reiterated the fact that the increase in industry would benefit the tax structure for the City. Public Hearing 2/18/81 -2- -;. ~ ~ u u COUNCIL ACTION ON PUBLIC HEARING The city Attorney clarified Section 166.041 of the Code and the fact the Council could authorize the City Attorney to prepare an ordinance and refer the matter to the Zoning and Planning Boards. There was a brief discussion concerning the fact the Zoning and Planning Boards had already met- arrd-'made their recommendations to the Council. Councilman Wilbur made a motion to instruct the City Attorney to draw up the ordinance necessary for the zoning of the PID. Councilman Ledbetter seconded the motion. The City Attorney said this ordinance would be ready for the first reading by the regular meeting of March 2, 1981. Jim Mackie said if it were necessary a special meeting of the Zoning and Planning Boards could be held, as he would like to see this done right. The City Clerk was instructed to contact the Chairmen of the Zoning and Planning Boards to set up a meeting.
