12-09-1999 ....., ..."., RECREATION/CULTURAL SERVICES BOARD DECEMBER 9, 1999 6:30 PM EDGEW A TER CITY HALL CONFERENCE ROOM MINUTES ROLL CALL/CALL TO ORDER The Chairman, Tom Tipton, called the December 9, 1999 meeting to order at 6:30 PM in the Edgewater City Hall Conference Room. Members present were: Tom Tipton, Mike Tanksley, Shirley Pittman, Mike Visconti and Glen Murphey. Also present was Jack Corder, Director of Parks & RecreationlMaintenance. APPROVAL OF MINUTES Mr. Visconti moved to approve the minutes of the November 18, 1999 meeting and Mr. Tanksley seconded the motion. Motion CARRIED 5-0. OLD BUSINESS Update on Holiday Parade & Concert Mr. Corder stated we presently have about 60 entries for the Christmas Parade and we lost the entry of the High School Band, who will be in Gainesville for the Cudas game. He said the parade will run the usual course of Air Park Road, down Indian River Boulevard to the Winn Dixie Shopping Plaza and will begin at lOAM. In the afternoon, at 4:00 PM will be the first Holiday in the Park Concert at Rotary Park, featuring local choral groups performing holiday songs, and also the first Christmas Tree Decorating Contest under the pavilion. Mr. Murphey asked if the floats were allowed to throw candy from the floats, and Mr. Corder said yes, providing it was thrown out and away from the floats. Update on Gymnasium Contstruction Mr. Corder stated we are presently waiting on two permits, however, we did receive the St. John's permit, and they are now clearing a portion of the property on the eastern end, which we will be the parking lot, and is away from the scrub jay area. Mr. Tanksley asked if this would be a good time to take a walk through, from an archaelogical stand point, and Mr. Corder replied, yes, but felt that the other end of the park is the area he would be most interested in. NEW BUSINESS .. w Report from Beautification Ad Hoc Committee Mr. Visconti asked for the vote on the beautification award and the winning address was 920 S. Riverside. Members were asked to bring a selection from Zone 3 to the next meeting and would be voting on a Zone 2 residence at that time. Mr. Visconti stated he had contacted 16 merchants along u.s. 1, and most were willing to donate plants for beautification along their businesses, or were willing to maintain them. Mr. Visconti had several plants on display, he had borrowed from New Leaf Nursery, as some examples of plants which could be used in containers along u.s. 1 businesses. The plants he brought were a sago palm, viburnum, ligustrum, fan palm and podocarpus. The Board discussed this plan of container plants at some length. The most important issues brought up regarding this were: 1) Who will buy the plants - the merchants or the City? 2) Who will replace the plants if they die? 3) What is the liability issue? 4) Will permits be required ifplaced to close to DOT right of way? 5) How will the containers be secured from theft or heavy winds? 6) What plants will be most hardy, heat tolerant, and best serve the purpose? These items will all be addressed at a later date as this is only a starting place for this project, and it will be addressed more thoroughly after the beautification project on the south medians is completed. Report from Historical Preservation Ad Hoc Committee Mr. Tanksley stated there will be no archaeological digging through the holidays. They have two sites to survey, one is beachside and the other Riverside in New Smyrna. He stated they are hoping to be able to do some digs in Edgewater, on Riverside and the 26 acre complex site. He stated JoAnne Sikes has been asked to write a column directed toward the history of the region in southeast V olusia County, which she is considering. The aim is to get the public involved and interested in the local history. Hopefully, a picture could be featured each time of an old home or business, or person, and possibly someone might have some information on the photographs that we are not presently aware of. There could be a post office box set up for information to be sent to. Mr. Corder suggested this could be added to the City web site or the City Newsletters.
