CITY COUNCIL SPECIAL MEETING
January 27, 1981
CALL TO ORDER
Mayor Robert H. Christy called the Special Meeting of the City Council
of the City of Edgewater to order at 3:15 P.M. in the Conference Room.

The purpose of the Special Meeting was to discuss the position and
duties of Coordinators.
The City Attorney read a memo he had prepared regarding the unique
form of Government of the City known as the Coordinator system. It
stated the Coordinator is to act in only an advisory capacity. He
further clarified how the Coordinator system works.
Mayor Christy said Coordinators should act as messengers between the
supervisor of the various departments and the Council. He stated
the supervisors should run the departments, not the Coordinator.
He clarified that the Board of Governors, through a present ordinance,
runs the Parks and Recreation Department, therefore we could not
break up this Department and make it part of the Street Department
under one supervisor.
Councilman Wilbur questioned if the City Charter provided if we
could abolish the Parks and Recreation Department and put the people
where they wanted. He could not see spending the $70,000 allotted
without knowing what jobs the people are doing.
There was a discussion regarding the Board of Governors and their
control over the community center and the Parks and Recreation Depart-
ment.
Mayor Christy stated the Council gave the Parks and Recreation
Department the authority to do the work that was done and the amounts
spent. He further stated the Board of Governors ha"d recommended these
expenditures to the Council.
Councilman Lodico questioned the powers of the Coordinators.
Police Chief Baugh discussed the method used between their Coordinator,
Councilman Ledbetter, and his department and the fact that the
Coordinator does not go directly to the men, only the supervisor.
Councilman Wilbur also questioned the decisions made by the Coordinators
with reference to the supervisors.
The City Attorney stated the Coordinators do not have the authority
to act, only to recommend to the Council, and the Merit Ordinance
must be followed.
The Merit Ordinance was discussed.
Councilman Lodico questioned the authority of the Coordinator to have
detailed man hour reports and the suspension of personnel.
It was stated the Coordinator did not have this right, that the
information should be presented to the Council if it could not be
worked out with the supervisor.

It was the consensus of opinion that the Coordinators should be kept
advised of the action taken by the supervisors in correcting problem
areas.
Councilman wilbur questioned using personnel in other areas than their
own jobs.
There was a discussion concerning the insurance requirements for using
personnel in other jobs than their own.
The City Attorney suggested all employees should have job descriptions
to clarify and better understand each departments functions.
The City Clerk stated that overall job descriptions were being compiled
for each employee through their supervisors.
Councilman Wilbur suggested more coordination between departments to
utilize the ~an hours more effectively to be a benefit to the City.
Mayor Christy requested the City Clerk finalize the correlation of
job descriptions for each department.
There was a brief discussion regarding supervisors doing work on a
job in place of, or in conjunction with, the employees.
Walter Gross said he had never heard of Coordinators spending so much
time trying to run departments, when it should be left up to the
supervisor of the department. He stated supervisors should notify
the Coordinators of a problem and try to work it out with the Council.
Frank Opal discussed previous responsibility of the Parks and Maintenance
Department using part-time and CETA personnel. He feels this Depart-
ment should be left up to the Board of Governors using part-time labor.
Councilman Wilbur stated he was working with the supervisors in his
departments and would report to the Council in February.
There was no further comments from the Councilor the audience.
ADJOURN
Councilman Wilbur made a motion to adjourn the meeting and Councilman
Pendleton seconded the motion.
