01-13-2000 ...... ...., RECREA TION/CUL TURAL SERVICES BOARD JANUARY 13,2000 6:30 PM EDGEW A TER CITY HALL CONFERENCE ROOM MINUTES ROLL CALL/CALL TO ORDER The Chairman, Tom Tipton called the meeting to order. Members present were: Mike Tanksley, Mike Visconti, Shirley Pittman, and Tom Tipton. Also present was Jack Corder, Director of Parks & RecreationlMaintenance. Three members of the Edgewater Landing Garden Club were also there; Pat Knollenberg, Jo Wae~ and Dialle Trout. \-\c-..~.)'u,- ~(.) APPROVAL OF MINUTES Mr. Visconti moved to approve the minutes of the December 14th meeting and Mr. Tanksley seconded the motion. Motion CARRIED 4-0. NEW BUSINESS Election of Chairman and Vice-Chairman Due to there not being a full board present for this meeting, it was decided to postpone the elections, until such time when everyone was present. Amend Board By Laws Council had previously requested that the City Boards screen applications for open positions on Committees and Boards. The Board's selection would then be forwarded to Council for final decision. The by laws of the Board were amended to reflect this request by Council. Mr. Tanksley moved to approve the amendment to the by laws and Mrs. Pittman seconded the motion. Motion CARRIED 4-0. Selection of Beautification Award The winning address for this month's beautification award was 1308 S. Riverside Drive. The next award will be chosen from Zone 3 and also a business award. Report from Beautification Ad Hoc Committee Mr. Visconti stated he measured the comers and green areas on the Park Avenue intersection and he also had a drawing depicting these areas, and where plants could be located. He said Councilman Brown had seen the drawing and area and thought this would be a good idea to beautiiY this area. He also spoke with Councilwoman Lichter concerning this and she felt it would be good also, and if this is within D.O.T. property, then we should apply for the permit which would be needed. Mr. Corder suggested ~ "'" incorporating this project in the budget for next year, to be done with the medians there and the permitting for the medians and the permitting for the planters could be done in one step. The Board agreed this was a good idea. Mr. Visconti stated he and Councilwoman Lichter had attended a meeting in New Smyrna, regarding "Adopt a Street - Anti Litter Campaign" in hopes to get some ideas for Edgewater. He said they have brochures and guidelines, which they received from the City of Deland. He said the Chamber would like each city to do their own campaign to help clean up New Smyrna, Edgewater and Oak Hill. Report from Historical Ad Hoc Committee Mr. Tanksley stated he is a member of the Minorcan Cultural Society in St. Augustine and those people feel as though this New Smyrna, Edgewater area is their Plymouth Rock, originally settling here before they moved to St. Augustine. He said most people don't realize the history here and it is his job to see they do. An archaeological search of this area would be looking for 18th century remains of Dr. Turnbull's Colony of 1255 Minorcan people. He said remains that have already been found in New Smyrna is what we expect to find in Edgewater as the boundary of the Turnbull Colony does not stop at the line between Edgewater and New Smyrna. The survey grant application money that we are seeking will give us money to hire registered archaeologists hired by the state and the County of V olusia to specifically look for sites for a Phase I dig in Edgewater. He said this will cost in the neighborhood of about $5,000.00 and that Councilwoman Lichter is soon to be ready to present this before Council. Mr. Tanksley proceeded to show the Board some items that have already been recovered, some were 18th century and some 19th. He said this site was currently one of the most important archaeological digs going on in North America right now, the reason being that this colony was Britain's largest effort to colonize the New World. He said he would be working in the future with Lynne Plaskett in the Planning Dept. on a master plan for the City and hopefully the beginning of a historical museum for Edgewater. MISCELLANEOUS Report from Director/Goal Setting Meeting on 1110/2000. Mr. Corder stated the City Council held a goal setting meeting on January 10th of this month to prioritize some of the things they felt were most important and what they wanted to work towards. The top four things on the list were economic development, city beautification, recreation and road improvements.
