Blazi Police Chief Earl Baugh Present Present Excused Present Excused Present Present Present INVOCATION Rev. Canova of the Edgewater First Baptist Church gave the invocation. SALUTE TO FLAG APPROVAL OF MINUTES Councilman Rotundo made a motion to accept the minutes of the meeting of November 24th and Councilman Cameron seconded the motion. Upon roll call the motion CARRIED 3-0. BILLS AND ACCOUNTS Councilman Cameron made a motion to approve the bills and accounts for payment and Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 3-0. COl-'IMUNI CAT IONS The City Clerk presented the Roche Site Plans for a condominium apartment complex to be located on U.S. 1 North of Pearl Street. Councilman Cameron made a motion to accept the recommendations of the Zoning Board, Planning Board and Board of Adjustments and approve the Site Plans. Councilman Rotundo seconded the motion. Mr. Demuch questioned the Mayor as to why he asked for comments from the audience then nothing is shown to them. The Mayor stated that all of the Boards had the plans reviewed at their meetings and anyone interested should have attended these meetings. The Mayor presented the plans before the audience for review. Ms. Webber stated the plans were never brought before the Planning Board. The Mayor stated the plans were reviewed by the Planning Board on November 12, 1980, with a unanimous vote to approve the plans. It was established Ms. Webber was in attendance at that meeting and if she did not understand the plans she should not have voted on them. Q u ....' ',- There was further discussion and Mr. Slaney stated he had worked with the City Planner and been in attendance at the Zoning Board and Board of Adjustments meetings. Upon roll call the motion CARRIED 3-0. COORDINATORS REPORTS Councilman Rotundo - none. Councilman Cameron - none. City Clerk Nancy F. Blazi - none. Mayor Robert H. Christy - none. RESOLUTIONS The City Attorney read Resolution 80-R-194. A RESOLUTION DECLARING THE CANDIDATES FOR ELECTION FOR COUNCIL SEATS FOR ZONES 1, 3 AND 4 IN THE CITY OF EDGEWATER, FLORIDA; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. Councilman Cameron made a motion to adopt the Resolution as read and Councilman Rotundo seconded the motion. Councilman Cameron questioned if the Chamber of Commerce could be contacted to hold a candidates night to meet the candidates. The City Clerk stated that IVE had reserved the Community Center on December 5th for this purpose. There was a lengthy discussion regarding the IVE and the fact they could not hold an impartial meeting of the candidates since they sponsor certain people and it would be a conflict. The Mayor requested the City Clerk to contact the Chamber of Commerce regarding holding a candidates night. Upon roll call the motion CARRIED 3-0. The City Attorney read Resolution 80-R-195. A RESOLUTION APPOINTING ELECTION WORKERS FOR THE SPECIAL PRIMARY ELECTION TO BE HELD IN THE CITY OF EDGEWATER, FLORIDA, ON DECEMBER 16, 1980; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. Councilman Cameron made a motion to adopt the Resolution as read and Councilman Rotundo seconded the motion. Upon roll call the motion CARRIED 3-0. ORDINANCES None OLD BUSINESS Mayor Christy stated he had not received the reports for the PVC pipe and the dead-end lines as yet but should have them by the next Council Meeting. Council Meeting 12/1/80 -2- - (.j u AUDIENCE MISCELLANEOUS Mr. Walter Gross reiterated about the IVE political group and the fact they could not hold an impartial candidates night meeting. Mr. Opal spoke about the IVE group and they handpick candidates for the elections. Mr; Sargeant wanted to know if people voting in the upcoming elections could vote for all zones in the Primary. The City Clerk stated anyone could vote for all zones in both the Primary and General elections. Mr. Siciliano questioned the City Attorney if it would be legal to put up a sign on election day stating you could vote for any candidate. The City Clerk stated she had requested the Elections Department to place this information on the ballot and had also inquired about a sign. Mr. Phinney spoke on the garbage collections and his research with a private contractor that would have saved the City money. He stated the Council should have investigated the matter more thoroughly before buying a tractor/trailer for this purpose. Councilman Rotundo questioned Mr. Phinney's figures and stated the Council had investigated this matter thoroughly. Ms. Quaggin questioned the Council when the streets would be repaired in Edgewater. The Mayor stated they were trying to repair the streets with the money that was available in the budget. Ms. Miller thanked the Council for their efforts and said everyone needed helpful criticism but it was unfortunate there was prejudice. Mr. Armstrong spoke on solid waste and the past history of the City. He felt this administration and the next will work out the problem satisfactorily. NEW BUSINESS Mr. Dexter presented a voluntary plan for annexation. The Mayor stated there was a moratorium for a year prohibiting any annexation. Mr. Dexter said he was aware of the moratorium and was requesting encouragement from the Council for the time when it was lifted. Councilman Cameron made a motion to reject any action on Mr. Dexter's plan for annexation until after the moratorium is lifted. Councilman Rotundo seconded the motion. Mr. Phinney requested the Council reject any request for annexation at this time. Upon roll call the motion CARRIED 2-1. Mayor Christy voted NO. ADJOURN Councilman Cameron made a motion to adjourn the meeting and Councilman Rotundo seconded the motion.. The meeting was adjourned at 8:10 P.M. Council Meeting 12/1/80 -3- 4 to (.) o .
