Rickelman) Present Present Excused Present Present Excused Present Excused Present Mayor Christy read the notice for this special meeting, explaining that the purpose of this meeting is to discuss the purchase of a tractor and approval of a request to pave Juniper Street by Mr. Ed Hall. Mr. Copeland, Supervisor of the Street Department, stated that he has checked eight places for such a vehicle, and he has found one that he would be completely satisfied with at the cost of $13,500.00. He answered several questions from the members of the Council in regard to the condition of this tractor. He stated that he was sure the tractor would be guaranteed for a reasonable amount of time. Councilman Cameron stated that it has been brought to his attention that one of the grocery stores in the area uses a compactor system, and maybe we should look into something like that which would haul twice as much trash, since there is actually no money for this purpose. Mayor Christy explained that we should stick to the subject which is the purchase of a tractor. Councilman Cameron made a motion to take no action today so that we can discuss a more practical solution to this problem. His motion DIED for the lack of a second. Councilman Wilbur stated that we bought a trailer and we need the tractor, he made a motion that we purchase this tractor. The City Clerk reminded the Council that this has to first be declared an emergency and that the supervisor must assure the Council that this is the best purchase for the City to make. Councilman Wilbur withdrew his motion, and made a motion stating since it is an emergency,that we purchase this tractor, we should take the supervisor's recommendation, being seconded by Councilman Rotundo. ~ ; ~ .. v <J Councilman Cameron stated that he feels since the coordinator for that department is not present, and there is no urgency for this, we should wait, this is not the cheapest route for the City. Mr. Siciliano asked about the kit to hook this up. Mr. Copeland explained that the man we purchased the trailer from is going to put it on. Upon roll call vote the motion CARRIED 3 - 1, Councilman Cameron voting NO. Mayor Christy explained that the next item is discussion on Mr. Ed Hall's request to pave Juniper Street. The Ci ty Cl erk read Mr. Ha 11' s request. There was discussion about this being a good idea, however, it should be done to meet certain specifications in order to protect the City. The Street Supervisor described the area and an agreement to be signed by Mr. Hall was dictated to the City Clerk. Councilman Rotundo made a motion to accept Mr. Hall's proposal as long as he meets the City's specifications, Mr. Copeland is to supervise this job, being seconded by Mr. Wilbur.
