10-15-1980 - Regular ~ u u ~ CITY OF EDGEWATER CITY COUNCIL PUBLIC HEARING October 15, 1980 CALL TO ORDER Mayor Christy called the Public Hearing of the City Council of the City of Edgewater to order Wednesday, October 15, 1980 at 6:30 P.M. in the Community Center. ROLL CALL Mayor Robert H. Christy Councilman Louis J. Rotundo Councilman David C. Ledbetter Councilman James H. Cameron Councilman Neil J. Asting City Attorney Judson I. Woods City Clerk Nancy F. Blazi Police Chief Earl Baugh Present Present Present Present Present Present Present Present Mayor Christy explained that the purpose for this hearing is to adopt a measure to increase the property tax levy by 18.6%. He asked for comments from the audience. Mr. Opal stated that he told the Council back in September that this was being done illegally and they were in violation of the TRIM Law. The City Attorney explained that this meeting is being held to correct any mistake that has been made, unfortunately this is only an act of futility, because the City Clerk, auditor, mayor and he are going to a County meeting tomorrow and the action taken tonight may be worthless. The County is going to automatically change the millage rate if it is necessary. Mayor Christy tried to explain how the taxes are being figured. He showed the audience the worksheet that was sent to the City by the County and that is how we got the figures that we came up with. He added that the changes need to be made in the Governor's office; that's where the increase in taxes is caused. Councilman Asting stated that we have prepared a City Dudget and it is figured at the bare minimum needed to maintain the services provided by the City. The City has to pay the prices also. The City Clerk read a statement explaining the increase in our budget over last year, and that the taxes received by remaining with the rolled back millage would run short of meeting our anticipated expenditures. There was no more discussion at this time. RESOLUTIONS The City Attorney read Resolution No. 80-R-181. A RESOLUTION ADOPTING A CERTIFIED MILLAGE RATE OF 5.968 MILLS PER $1,000.00 ASSESSED VALUATION FOR THE CITY OF EDGEWATER, FLORIDA, FOR THE FISCAL YEAR 1980-1981; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. Councilman Rotundo made a motion to adopt this Resolution, being seconded by Councilman Cameron. Upon roll call vote, the motion CARRIED 4-1. Councilman Ledbetter voting NO. . . u v ~ ORDINANCES The City Attorney read Ordinance No. 80-0-78. AN ORDINANCE SETTING A FINAL BUDGET AND APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1980, AND ENDING SEPTEMBER 30, 1981, TO THE VARIOUS ITEMS OF THE GENERAL FUND; REPEALING ALL ORDINANCES OR RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR PUBLICATION OF THIS ORDINANCE AND PROVIDING FOR AN EFFECTIVE DATE. Councilman Rotundo made a motion to adopt this Ordinance on the emergency basis, being seconded by Councilman Cameron. Upon roll call vote, the motion CARRIED 5-0. ADJOURN Councilman Asting made a motion to adjourn, being seconded by Councilman Rotundo. Motion CARRIED. Meeting adjourned 7:15 P.M.
