CITY OF EDGEWATER
CITY COUNCIL REGULAR MEETING
JULY 20, 1981
CALL TO ORDER
Mayor Robert H. Christy called the Regular Meeting of the City
Council of the City of Edgewater to order at 7:00PM in the Community
Center.

There was a silent invocation and the salute to the flag.
APPROVAL OF MINUTES
Councilman Pendleton made a motion to approve the minutes of the
regular meeting of July 6, 1981, which was seconded by Councilman
Wilbur. The motion carried 4-0.
NEW BUSINESS
The City Manager introduced Mike Avery to be recommended for appoint~
ment to superintendent of Buildings and Grounds. Sue Koser, the new
secretary to the City Manager, and Ric Scarce, the new reporter for
the News & Observer, were introduced by the City Manager.
REPORTS
There was no representative from the Board of Governors present so
the subject of the rental of the Community Center was tabled until
the August 3, 1981, meeting.
The City Clerk read the information from the Zoning and Planning Board
regarding zero lot lines. Mayor Christy suggested that with zero
lot line, each unit should have its own septic tank or each unit will
tie into the city sewer line. Councilman Wilbur made the motion to
add that each unit must have its own sanitation system. The City
Attorney stated that this will come before the Zoning and Planning
Board. Councilman Pendleton seconded the motion. The motion carried
4-0. Councilman Pendleton made a motion to instruct the Attorney to
include the addition that each unit have its own sanitation system
in the ordinance revision, Councilman Wilbur seconded the motion.
The motion carried 4-0.
NEW BUSINESS
Next was the ratification of the Parks & Recreation Supervisor. The
City Manager stated under the new budget this unit will be called
Buildings and Grounds Department. The City Manager introduced Mike
Avery and recommended he be appointed with three months' probation.
Councilman Wilbur made a motion we go along with the City Manager's
request. Councilman Pendleton seconded it. Councilman Ledbetter
questioned the salary to be paid. A short recess was called for the
City Clerk to get the salary information. The starting salary would
be $10,400. The motion carried 4-0.

Water conservation and development fees were the next topics. Mayor
Christy questioned Terry Wadsworth, Supervisor of Public Utilities,
regarding the consumption of water and if the voluntary cutback has
helped. Councilman Pendleton suggested there was some confusion on
the issue and that it might be helpful to have the City Clerk read
just the part of the ordinance to be invoked. The City Clerk read
that section. Mr. Bill Cross of Briley, wild responded to questions
from Mayor Christy. Mayor Christy then opened the floor for discussion.
Comments from audience regarding water conservation:
Mr. John Wilkinson of Ocean Avenue questioned the cutback hours and
feels: they are much too restrictive. The City Manager responded
that 9 to 6 might be quite satisfactory. Mr. Robert Witzig of Queen
Palm asked at what point they will lift the restriction. The City
Manager responded that it is not up to the Council, but the District.
Mr. Witzig asked how many more inches before the St. Johns' Water
District will call it off. Mr. Harry Wild of Briley, Wild responded
that the Water Management District doesn't know. Councilman Pendleton
questioned Mr. Wild regarding time limits set in other areas. Frank
Opal of Florida Shores stated he sees nothing wrong with it but the
hours. Councilman Pendleton made a motion that the hours be 8AM to
6PM for 60 days. Councilman Wilbur seconded The motion carried 3-1.
Councilman Ledbetter voted NO.
The next topic was impact fees. Mr. wild explained the engineering
study made regarding the current fees for water and sewer connection.
The City Manager suggested that specific criteria be made available
to reach a new impact level. Councilman Wilbur stated he would like
a workshop on it. Mr. Wild advised he is working with the City Attorney
and the City Manager and will take into account the various questions
asked and will come to a workshop with detailed information we will
be able to react to. The City Clerk suggested the date for the work-
shop not be set until Briley, Wild gets back to us to advise the
information is ready. Mayor Christy advised a workshop would be set
up when the information is ready and he could call a special meeting
if necessary.
COMMUNICATIONS
None
UNFINISHED BUSINESS
The City Manager read a letter from Terry Wadsworth regarding the
Pelican Cove Lift Station which stated deficiencies previously noted
had been corrected and it was recommended that it be accepted.
Councilman Pendleton made a motion that we accept it and Councilman
Wilbur seconded it. Discussion followed regarding the motor and the
pump. Councilman Ledbetter suggested each member of the Council have a
letter to that affect. Mayor Christy suggested tabling this until the
next meeting and get the letter of information. Councilman Wilbur with-
drew his second. Councilman Wilbur then made a motion to table this
until the next meeting, seconded by Councilman Ledbetter. The motion
carried 4-0.
The City Manager brought up a requested change to give administrative
authority to make selective rulings. Reference was made to employees
that are out due to injury at this time. The City Attorney advised it
should be brought before the Merit Board before the Council takes action
on it. Councilman Wilbur made a motion that the City Manager take it
to the Merit Board, seconded by Councilman Ledbetter. The motion
carried 4-0.

Councilman Pendleton brought up again the recommendation from the
Zoning and Planning Board regarding item D, nurseries and day care
centers. Discussion followed regarding the zoning and the special
request to move the nursery school located presently on U. S. #1
to take away the safety hazards from traffic. Attorney Henderson
advised that only Mayor Christy or Councilman Ledbetter can make a
motion to reconsider the vote by which it failed. Councilman Led-
better made a motion to put item D back on. Mayor Christy advised
he would have to step down from the chair in order to second it.
Mayor Christy then seconded the motion. The vote carried 4-0.
The City Attorney advised that now it was reconsidered, the City
Attorney had to be instructed to include nursery schools and day
care centers as long as they comply with State standards. Councilman
Pendleton made the motion and Councilman Wilbur seconded it. The
motion carried 4-0.
MISCELLANEOUS
Mr. Bill Phinney of Edgewater presented his views regarding the growth
of the city and commented on rumors being spread regarding his personal
life.
Councilman Pendleton made a motion to adjourn, Councilman wilbur
seconded it. The meeting was adjourned.
