The City Council Workshop was called to order July 16, 1981, by
Mayor Robert H. Chrtsty.

Mayor Christy advised this is the workshop regarding the civil
defense director/coordinator ordinance which was tabled from the
last Council meeting of July 6th, 1981. Mayor Christy then opened
the floor for discussion.
The City Council members discussed if a new mayor were to be elected
would he be qualified to be the civil defense director/coordinator.
The City Attorney stated that Florida Statutes require that the person
appointed in this capacity be certified as director.
Frank Opal questioned just what the State Statutes read at this time.
The City Attorney stated that it mandates that each county in Florida
establish a civil defense committee, advisory committee, director and
coordinator. Each locality may approve one if they so desire but it
is mandated on the county level. He further stated when they opt to
go under the program, the'.director must be cert ified and there are
certain standards set forth for him, plus the director must be
appointed by the governing body. Mayor Christy advised the director
has never been an appointment. Attorney Henderson stated the coordinator
is appointed by the director. Mayor Christy advised that the last
coordinator before the Chief was voted on by the Council and a resolution
was drawn up. Frank Opal stated he stillr, didn't have his answer.
Paul Reid spoke on communications. Mayor Christy advised him that
this should come up when they later have a civil defense meeting.
Councilman Pendleton stated that all the new ordinance is doing is
giving the Council the authority to appoint the director of civil
defense and that the present ordinance stipulates the mayor will be
the civil defense director and a new mayor may not be qualified.
Councilman Pendleton made a motion to adjourn the meeting, Councilman
Ledbetter seconded. The meeting was adjourned.
