CALL TO ORDER
Mayor Robert H. Christy called the Workshop Meeting of the City Council
of the City of Edgewater to order at 1:00 P.M. in the Community Center.

The purpose of the workshop was to discuss the Briley, Wild and Associates,
Inc., May Zima Company and Leedy Corporation preliminary report on the
proposed paving and utilities improvement project.
Mayor Christy opened the meeting by introducing William Gardiner, Jr.,
District Engineer for the Asphalt Institute of Tallahassee. Mr.
Gardiner gave a slide show in two portions, the first being the costs
of deferred maintenance. He presented the following points during that
presentation: Improved roads cost less than decrepit roads; resurfac-
ing at the proper time costs 6 times less than rebuilding which is re-
quired if neglected too long; Florida roads last 14-18 years before
resurfacing is required; poor roads cost drivers 34% more to use. The
second portion regarded plant mixed and site mixed asphalt. Generally,
plant mixed is preferable, but costly if the plant is not close by.
Since it appears that our mix would come from Orlando, we should con-
sider site mixed materials. This portion of the presentation included
numerous machine methods of application.
Mr. William Cross of Briley, Wild and Associates, Inc. spoke on the
scope and financing of the paving and utilities improvement project. He
made the following points: The participating advisors agree that a
maximum of $6-$10 million can be financed; suggested using a "core"
system for installing water, sewer and paving for two blocks on either
side of Indian River Blvd. ~and some additional through street paving
based on traffic studies; some resurfacing of older streets could be
included in the project; expressed concern over financing paving solely
through front foot assessment; indicated that the $50 figure previously
discussed per front foot may be reduced by other financing; indicated
that their study could be submitted in approximately two weeks. That
study would include: Cost of program; evaluation of revenues to be
generated by extended utility service; number of miles and areas for
sewer, water and paving based on population study; number of miles and
areas for paving based on traffic study; projected schedule for resur-
facing of existing paved roads; operation and maintenance costs; alter-
natives for repaying the indebtedness including: user fees, special
taxing district, sales or gasoline taxes, general bond issue, front
foot assessment (to be used as a last resort). He stated that grant
applications are not included in the proposed preliminary report or fee.
The following members of the audience participated as follows:
Walter Gross: Favored installation of sewers prior to paving to eliminate
street damage when installed later.
Frank Opal: Questioned what the preliminary report fee and $50 front
foot assessment figure was based upon.
Bill Phinney: Suggested that to provide accurate information to the
voters in order to gain their support for the project, workshop meetings
should be held at night to allow more citizen involvement. Councilman

Pendleton agreed on this point.
Alice Murphy: Favored notification of non-resident landowners to allow
their input. She further asked for a "ball park" figure of costs per
lot to each landowner.
City Attorney Henderson wished to stress that the Council is presently
involved only in gathering information and has not chosen a financing
method. He further pointed out that there are many financing methods
available, with front foot assessments being only one. It is his
opinion that the final package will utilize a variety of financing
methods.
ADJOURN
Councilman Pendleton made a motion to adjourn which was seconded by
Councilman Wilbur. The workshop meeting was adjourned.
