05-07-1981 - Workshop ~ u ~ CITY OF EDGEWATER CITY COUNCIL WORKSHOP May 7, 1981 CALL TO ORDER Mayor Robert H. Christy called the Workshop Meeting of the City Council of the City of Edgewater to order at 1:30 P.M. in the Conference Room. ROLL CALL Mayor Robert H. Blazi Police Chief Earl Baugh Present Present Excused Present Present Present Present Present The purpose of this workshop was to discuss the funding of paving, sewer, water and drainage improvements. The Mayor opened the meeting by introducing the following advisors also in attendance: John Vodenicker of May Zima and Company; Bill Cross of Briley, Wild and Associates and Loomis Leedy and Bill Fray of Leedy Corporation. Bill Cross summed up the discussion of last night (see Workshop Minutes of 5/6/81), reiterating his opinion that ad valorem taxes would be necessary to repay a bonding issue of this size. He concluded by stating that a three-way preliminary report should be prepared by Briley, Wild and Associates; May Zima and Company and Leedy Corporation. This report will include alternate plans for improvements, raising funding and repayment of indebtedness. Mr. Leedy then spoke on the general aspects of the bond issuance procedure. He added that Edgewater may be able to issue bonds for the entire $29 million if done in reasonable increments, pointing out that our yearly repayment figure would be approximately $3 million. Mr. Paul Walls of Florida Shores spoke regarding paving in sections as an alternative to the proposed plan totalling $29 million. A general discussion followed regarding those and other alternatives. Mr. Henderson and Mr. Leedy then discussed the steps needed to create a special taxing district. Of the two available routes, only one is open to us because of impending adjournment of the Legislature. The remaining route would require a referendum as its final step. After further general discussion, all agreed that the first actual step to be taken was to allow Mr. Cross, Mr. Vodenicker and Mr. Leedy to discuss the matter and set a fee for the above-noted pre- liminary report. Mr. Cross will furnish the City Clerk with that figure on Wednesday, May 13, 1981. ADJOURN Councilman Wilbur made a motion to adjourn which was seconded by Councilman Lodico.
