03-16-1981 - Public Hearing/Regular -- .. ;, ~ I o CITY OF EDGEWATER CITY COUNCIL PUBLIC HEARING March 16, 1981 CALL TO ORDER vice Mayor Jacob Lodico called the Public Hearing of the City Council of the City of Edgewater to order at 7:15 P.M. in the Community Center. ROLL CALL Mayor Robert H. Christy Councilman Jacob Lodico Councilman David C. Ledbetter Councilman Wilbert Pendleton Councilman John T. Wilbur City Attorney Clay Henderson City Clerk Nancy F. Blazi Police Chief Earl Baugh Absent Present Excused Present Absent Present Excused Ab.sent Also present: Deputy City Clerk Susan Wadsworth The purpose of the Public Hearing was to discuss the adoption of the Edgewater Comprehensive Plan. This Plan represents the land use control that will regulate land useage within the City. The City Attorney stated that a quorum was not present due to the emergency situation of a hazardous fire in Florida Shores and suggested various options for holding the meeting. The Council decided to recess the meeting to obtain a quorum. The meeting reconvened at 7:45 P.M. ROLL CALL Mayor Robert H. Christy Councilman Jacob Lodico Councilman David C. Blazi Police Chief Earl Baugh Present Present Excused Present Present Present Excused Present Mayor Christy asked the audience for their input to discuss the Comprehensive Plan. There were no comments from the audience and nothing from the Council. The City Attorney stated before the adoption of the ordinance covering this Plan the public would again have the opportunity to participate at the second reading of the ordinance. The City Attorney read Ordinance 81-0-10. AN ORDINANCE ADOPTING A COMPREHENSIVE PLAN FOR THE CITY OF EDGEWATER, FLORIDA, PURSUANT TO THE LOCAL GOVERNMENT COMPREHENSIVE PLANNING ACT OF 1975; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. Councilman Lodico made a motion to adopt the ordinance and Councilman Pendleton seconded the motion. Upon roll call the motion CARRIED 4-0. t/ " '. Q o , Due to the emergency situation of the fire, the Council continued with only that portion of business scheduled for the regular Council meeting which required immediate attention. BILLS AND ACCOUNTS Councilman Pendleton made a motion to approve the bills and accounts for payment and Councilman Wilbur seconded the motion. Upon roll call the motion CARRIED 4-0. DECLARATION OF EMERGENCY Mayor Christy stated the City of Edgewater had been proclaimed in a state of emergency at an earlier meeting at 5:00 P.M., with Councilman Lodico, Councilman Pendleton and himself present, to authorize the department heads to. take the necessary aotion 'needed to avoid destruction of the City and provide safety to the citizens. Councilman Wilbur made a motion to declare the City of Edgewater in a state of emergency and authorize the department heads to take the necessary action for the protection of the City and the residents and spend the funds necessary. Councilman Pendleton seconded the motion. Upon roll call the motion CARRIED 4-0. ADJOURN Councilman Pendleton made a motion to adjourn the meeting and Councilman Wilbur seconded the motion.
