CALL TO ORDER
Mayor Robert H. Christy called the Council wGrkshop of the
City of Edgewater to order at 1:00 P.M. ~n the conference room.

The purpose of this workshop was to discuss the 1980-81 Audit
with Brent Millikan.
Mr. Millikan made a presentation to the Council stating that
the City made outstanding progress and showed a lot of areas
of improvement last year. He began by going over the City's
financial report.
Mr. Millikan took time to explain the differences in the type
of funds the City has: General, Special Revenue, Enterprise,
Trust and General Fixed Assets. He stated that there is a
favorable governmental revenue income trend starting in the
City of Edgewater. The expenditures all sh0w a gradual
inflationary increase.
There was a lengthy discussion regarding the Water/Wastewater
funds. He explained some accounting possibilities in order
to improve the situation in this area, stating that the
Council will have to analyze their fixed expenses and their
variable expenses. Any expansion for example, should be
reviewed first very carefully to determine whether it would
be worth the City's expense and whether a profit will be
the result.
After a short recess, the workshop continued with Mr. Millikan
going over the management letter and comments.
The first thing that he brought to the Council's attention
is the fact that the City is not bidding out its existing
demand deposit business or investments to ascertain the
maximum possible interest rates. He went over two methods
of bidding, and it was decided that around the first of
April he would get with the City Clerk and take care of this.

Mr. Millikan stated that there were a number of corrections
implemented per last year's management letter. He went over
each recommendation Erom his firm for this year's improve-
ment, most of which he explained have already been taken
care of by Mrs. Blazi. He added that he will be available
for any further assistance he can be to her.
Mr. Millikan closed his presentation by telling the Council
that his firm has never received as much help as they received
this year from the employees of the City of Edgewater and he
wishes to thank each of them.
The Council thanked Mr. Millikan.
Councilman Wilbur made a motion to adjourn, being seconded by
Councilman Pendleton.
